Directive: All Fire Nation nationals within Ba Sing Se are to be detained. Those determined to be spies and/or with ties to the Fire Nation government are to be interrogated for any and all information known to them. The detention of Fire national and Middle Ring resident Lee Bai-Ly (likely an alias), suspected FNMOI Section Chief for Ba Sing Se, is to be handled by Unit Seven. Primary objective is to determine if there is an imminent threat to the city. Those who are determined to have no ties to the Fire Nation government are to be held until further instructions.
Update: By order of Director Zeindou, all Fire Nation civilians, including the children, are to be transferred to the Old City for permanent detention. The Earth King, Council of Five, and the public have been informed that the Fire civilians were deported. Their true fate is henceforth classified Level One.
