"At ease. Anbu dismissed. Chunin Mizuki you were cleared of any wrong doing five years ago. However that sadly does not matter for your promotion path. You are not unique to this situation. Do you know what has happened to the previous people in your position?"
"Yes, Hokage."
"They become MIA. No bodies found. No evidence or wrong doing they simply vanish. For your own safety you will never leave the academy."
"I was told this five years ago, Hokage."
"I know. But today I am here to offer another way to serve the village."
"Thank the sage."
"Don't be happy. What I am offering is a life of hardship and loneliness. You could easily end up dead on a Konoha kunai."
"I don't understand."
"Plausible deniablility. Every hidden village has missing nin. Those missing nin may or may not still have ties back to their village. What is certain is the village is not responsible for the actions of those missing nin."
"I believe I understand."
"We can kill three birds with one stone. You of course know Uzumaki Naruto?"
"Yes, Hokage."
"He must pass. As a jinchuriki he will be one of this villages greatest assets. However, I can show no favoritism for political reasons. If he were to demonstrate exceptional valor fighting a traitor then that would be a different story."
"And the third bird, Hokage?"
"Orichimaru has moles in this village. If someone were to steal something valuable like say, the Forbidden Scroll, then the moles might pop up long enough for us to see them. I am not giving any orders, of course. If you happen to ignore the ramblings of a senile old man then no harm will befall you. Now, how have you been doing. In my old age I seem to have forgotten what we were talking about. It is like our conversation never took place, and there is a Yamanaka outside to ensure that."
