The Mystery is Solved
The reason Gallifreyons learned to be Time Lords, is because,
in the desert wildernesses of Gallifrey there lives a little
unassuming creature known as a Time Being.
Time beings use time travel as their only defense
mechanism. If they are threatened they go back or forward in
time a few minutes and thus avoid all danger.
Time Beings make great pets except for two problems.
One: It is impossible to keep a Time being caged or leashed.
if you try it will just go back or forward in time and get
around any barriers that way.
Two: Because they are a desert creature they are used to
getting all their moisture by licking off the morning
condensation on leaves. This of course is very pure so Time
beings have no tolerance at all of any impurities in their
water. If you own a time being you have to distill fresh
water for it or else it will refuse to drink.
This is commonly known as making dew for the Time Being.
