Leon always felt caught between protecting Sora, and trying to help him get stronger. His emotions were constantly conflicting one another.
On one hand, he felt the need to protect Sora from danger. And if Sora were strong enough, he would be able to protect himself. And somehow, Leon felt that would be the start of Sora drifting further away from him.
On the other hand, Sora's getting stronger was the best way to ensure Sora's safety. Afterall, Leon knew he couldn't constantly be at Sora's side. So if Sora were strong enough, he would always return safely.
In the end, Leon knew that Sora's safety was more important than his own selfish desires to keep Sora close.
But that didn't mean he would make the right choice.
