It's a relationship of excuses to family and friends, of avoiding the frequent matchmaking efforts of Molly Weasley ("Lucy dear, there's this wonderful boy who works at the Ministry with your father,")
It's a relationship where you want to scream your love from the rooftops, to let the world know that you love Susan Bones and you don't care about society and the press and the scandal. (But they do, they both do and it hurts them both that neither of them has the courage to come out.)
And in the end, it's a relationship that damns them both in the eyes of the public and the press and her family when it finally came to light. But in the end, Lucy and Susan just don't care.
