Prologue

It's been fifty years since Panem was born and District Thirteen annihilated. Fifty years since the rebels were crushed. Fifty years since the Hunger Games began.

Fifty years later in the Capitol, a packed auditorium cheers as the beginning of an exciting new twist in the Capitol's disgusting Games begins. The fiftieth year means the Second Quarter Quell. A horrible new addition to the already painful Hunger Games.

As the anthem blares, the newly elected President Snow walks up onto the stage to thunderous applause. His blond hair is now dyed a startling white to match his name. He's followed by a proud-looking boy dressed in white, with surgically perfected features—a boy from the Capitol, because no one from the districts would ever consider it an honor to serve the president. Except for maybe those from Districts One and Two, and look at them! More victors churned out than anywhere else.

Meanwhile, all over Panem, worried families lean closer to their television sets—not out of excitement, but out of fear. What will their children be forced to endure this time?

When the anthem ends, President Snow begins to speak in a slow, hard voice about the Dark Days when the Hunger Games were born. How, to remind Panem of their wrongdoings, the Capitol would hold a fight to the death between the districts' most prized possessions—their children.

"And the Hunger Games were born to remind the districts of their mistake and consequences if a rebellion ever arises again."

In a clear voice, President Snow says, "On the twenty-fifth anniversary, as a reminder to the rebels that their children were dying because of their choice to initiate violence, every district was made to hold an election and vote on the tributes who would represent it.

"And now we honor our second Quarter Quell," said President Snow. He turns to the white-clad boy beside him. At a glance from him, the boy flips the lid and offers the box to the president.

"And if you all will allow…" he says, glancing up at the cameras perched above, all of which are trained directly on the president. As if imagining how much pain he will cause the districts, a corner of his puffy red mouth lifts up into a smile. He thumbs his way through the box, finally selecting the one labeled 50. The second card of what must've been nearly seventy.

"And on the fiftieth anniversary," he reads from the slightly yellowed card, "as a reminder that two rebels died for each Capitol citizen, each district is required to send twice as many tributes."

At these words, all around Panem people begin to scream.
