And so, so sorry.
Rose. Locked in another universe. It was for her own good. She could grow old, have a family. And do it all without him. At least, without this version of him.
Martha. So young and in love. Full of hope. Well, the Master had taken care of that, hadn't he?
Donna. She was a friend. A good one, at that. And now she didn't know who he was.
They were all safe. He ignored the nasty part of his brain that reminded him that the only reason they were safe was because he wasn't there.
Jack was added to the list of regrets. Immortal, and now with another dead lover.
River Song, the brave (and annoying) archaeologist who somehow knew his name, who his future self would meet. She was stuck in a computer because of him. Because she loved him.
He was sorry.

And now he wouldn't be sorry anymore. He wouldn't even remember.
