Warnings: I do not like Rose Tyler. This is not a positive or negative view on the character, necessarily.
Author's Note: Read the warning above, please. I have tried to write this with the thought in mind that the Dimension Cannon did more damage, or any damage really, then is mentioned in the episode Journey's End. The Reality Bomb also had consequences to more then one universe. In my mind's eye none of the events related to the other reality were Rose was would have happened without that Dimension Cannon, including Dalek Caan's seeming ability to alter the Dalek's fate when the Time Lord's could not before or during the war. If you've seen Old Who, you know that they were happy to mess with the timeline when events were going against them.

Hundreds. Thousands. Billions. Trillions. Death had swept across the multiverse. Only those 'farthest' away from the epicenter of the destruction were unaffected, but they took notice.
The Time Lords had been overseers to the multiverse longer then most of the lesser races could begin to comprehend the existence of the universe. In contact with their Time Lord counterparts throughout the multiverse, in order to enhance their own knowledge, and ensure no interference from outside parties. The epicenter focused on a two universes where they were practically extinct and only one of those two universes still had a single Time Lord. A Time Lord that would do nothing to punish the one responsible for the near destruction of everything, twice, and could, therefore, not be trusted to fulfill the duties he had agreed to when accepting the mantel of Time Lord.
The multiverse of Time Lords began review the life of their remaining brethren forwards and backwards to decide if he shared in the punishment to be doled out or was in some way a victim of the being. It would take time, but they had Time, they had learned from the mistakes of these two universes. The being would be, was being, had been erased, removed from the Timelines before birth never to bring the death and destruct and twisting blackness to their universes.
Those closer universes were already trying to repair the damage done by the loss of people and planets, erased. Their accomplishments and effect gone before they happened, many to come again but too late or never to come at all. It seemed unlikely that those closer universes would survive the damage wrought. Only the Matrixes remained unaffected and witness to people, events, and things that had never, would never, will never, could never happen.
This being, a disgusting amalgamation, would be punished. This Bad Wolf. This Rose Tyler would face the consequences of playing god throughout the multiverse.
