President Snow III stared down at her fingers, examining her nails. It had been 25 years since the last Quarter Quell. 25 years since Katniss and Peeta threatened to overthrow the capitol. 25 years since her own Grandfather personally paid for advanced weapons for Brutus and Enobaria to kill the other tributes. A lot had happened in 25 years. There would now be 13 districts competing in the games after the victory of district 13. 26 tributes. 1 victor.
President Snow heard her 5 year old daughter, Aphrodite, approaching. Aphrodite smiled sweetly at the cameras as she presented the box to her mother. President Snow found the one marked 100. She started to read;
"As a reminder to the districts that the rebels tore apart relationships, tributes will be paired up boy-girl. If one of them dies so will the other. Sponsor gifts will be doubled, one for Romeo and one for Juliet. That is all."
