Imperial Household Intelligence Report on League Strategist Kurogiri

Sir, I would politely ask why I've suddenly been asked to organise a bunch of threat assessments for various entities when I could be fighting the real war. But I know you won't listen. Instead, I'll be impolite and ask why the hell you think this is a reasonable use of my time. I'm fairly certain the new kid—did we settle on Ra for her name?—or Itinerant would be more interested in this. Either way, I've got this done.

This document covers everything we currently know regarding Kurogiri, the League of Villain's resident warper and primary strategist.

Like all reports provided this document is not all inclusive with details but instead provides high-order information that can be queried in depth at a later stage. Thankfully, due to the Purge (see subfiles: Anti-quirk riots; Shikoku) and his marriage to Ino Hanazuki, we have a great understanding of his quirk and its function.

All information is based on these sources: existing records in service to the Royal Family, eye-witness accounts, video-taped evidence, and reports from IHI medical evaluations.

Goro Hinazuki, Kurogiri

Overview

Formal Titles: Strategist of the League of Villains, Kyushu Branch. Former Head of Branch Hanazuki of the Imperial Family.

Nicknames: Mist

Race: Human mutant

Quirk: Warp Gate

Age and sex: Male, 50 (+-5 years)

Wealth: As the League's primary strategist, it is believed that Kurogiri can bring a significant percentage of the League's assets to bear. As such, given All For One's consent, it can be assumed he has wealth equal to the a few billion dollars of hard currency. It is estimated that he has personal reserves amounting to five million dollars.

Psychological Summary: Kurogiri falls in the Pragmatic/Affable quadrant of Logical personalities. He is polite to a fault, rarely displays serious emotions, and will kill you as easily as he makes you a drink. He is driven primarily due to the death of his wife and child (see the subfile regarding the now defunct Hinazuki branch of the Royal Family) which he holds hero society personally responsible for.

Service Summary:

Before his marriage to Ino Hanazuki, the then names Goro did not formally serve any military or paramilitary group. He would, following his marriage to Ino Hanazuki, become an incredibly useful asset to the Imperial Household. His thee greatest acts in service of us have been in the elimination of the President of Spain (see subfile: the Madrid Mistake), the elimination of a syndicate smuggling abyssal weapons (see subfile: the White Goats) and his role in the Purge of Shikoku.

Following his departure from the Royal Household, he would go on to join the League of Villains under the protection of All For One. Soon after the League showed a very sudden and noticeable increase in their wealth as well as the acquisition of multiple businesses. His most important act would be in taking part in the fall of Nana Shimura (see subfile: OFA 8) and the retrieval of All For One following his stalemate against All Might.

Historical Notes

Kurogiri was born as Goro Nakagawa of a distinctly middle class family. He would achieve exceptional grades and be admitted into the University of Tokyo to study Forensic Accounting. It is here that he met his Ino of the Hanazuki Branch. They would fall in love and marry within a year.

It is at this time that the true utility of Kurogiri's quirk would be understood. At the time it was believed he could alter his body to a gaseous state at will. It was not until Ino was attacked by the now defunct Kurosaki Branch that his true ability was discovered. In a single night, every member of that branch was killed with his signature method of decapitation.

Realising his future utility, he and his family were permitted to live and were in fact raised in the order of precedent. Kurogiri was formally inducted as a Special Asset. He would serve as our primary warper prior to the arrival of Itinerant. At the same time, he would become an active member of Imperial politics.

Whilst not a branch of much importance, the utility of his warp quirk as seen in his systematic elimination of one of the more important family branches, and Ino's ability to force people to tell the truth made them very important and led to a resurgence of the branch. They would rise in ascendance with Kurogiri at the head and once more become notable in the political landscape of the imperial household.

It is then that that Kurogiri and Ino would bear a single daughter named Akane. She was possessed of incredibly potent vitality and never once fell ill based on what Elders of the Yamamoto Branch have said. Outside of that, there are no records regarding her.

[Sir, I'm going to be blunt, the very idea that I can't access her files without activating a kill order from my fellow Guard member worries me. I'm smart enough to guess why. I did find it amazing you could still have a child considering your age. Tell your daughter I said hi.]

It is believed that Kurogiri was first approached by All For One around this time. This is due to the sudden influx of work and the many days he would go missing without a word.

It was during the Anti-Quirk riots that Kurogiri would cut all ties with the Imperial Family. His wife and daughter were killed by a careless hero who did not moderate his abilities. The hero would die soon afterwards, his head removed from his body by a surgically clean decapitation, indicative of Kurogiri's quirk.

Kurogiri would cut all ties and take the assets of the Hanazuki branch with him. Whilst this would usually result in immediate censure, Kurogiri's dedication and grief were acceptable reasons to formally leave the Imperial household.

[Sir, in truth, a lot of people loved Ino Hanazuki from what I understand. I very much doubt anyone would attack him following our failure to protect one of our own. Especially not with your plans. I suppose even the dead don't rest.]

It is at this point that he would be recruited by All For One on the promise of revenge against hero society, specifically the death of All Might. Due to our accords with him, as well as your agreements with the League, Kurogiri became untouchable to us. And thus, the Imperial Family lost control of one of Eight Great Warp quirks (see subfile: Abyssal Warp Quirks).

He would over time be groomed and trained as a strategist and possible successor to All For One. Based on reports, the only reason he isn't running the League is because of his loyalty to Tomura Shigaraki whom he sees as a son and his single-minded desire to kill All Might.

But never doubt that should he take the reigns of the League, they would overnight become an incredibly efficient paramilitary organisation capable of battling the government.


Motivations:

He has two primary desires that motivate him. Firstly, he wishes to see All Might dead as that would likely destroy hero society in its entirety. Secondly, he wishes to raise Tomura Shigaraki as he sees the boy as a surrogate son.

Because of both desires, the most efficient way to accomplish this is to build the League of Villains into a competent and threatening entity with Tomura at its helm.

Organisations and Affiliations:

League of Villains: Kurogiri is the primary strategist of the League and right hand of the villain All For One. Our spies have concluded that whilst he is not formally a successor as Tomura is, he is considered second in command by the average League member.

Imperial Household: Currently neutral towards the Imperial Household and has yet to break the accords.

Yakuza: Kurogiri is the primary reason the League is not affiliated with the Yakuza. He built the League's current supply lines of weapons, equipment, and drugs in order to avoid consorting with the Yakuza. He currently has a kill-order from the Yakuza. He has battled he Eight Precepts once and managed to escape.


Tactics:

It should be noted that Kurogiri isn't a combatant but is still extremely dangerous. Kurogiri carries no weapons on his person but in turn is not affected by most weapons. Look, you don't fight Kurogiri so much as he fucks up your shit.

Specific Tactical Methods:

Long range: Yeah, right. If you think you've got a bead on Kurogiri at this range you're mad. Firstly, he is very literally a warp quirk with no activation time. He can escape or close the distance in moments.

Middle range: If Kurogiri is at this range it is only to transport the actual combatants to a fight. So be prepared for reinforcements and for Kurogiri to completely negate whatever defensive plans you have available.

Close range: Kurogiri's greatest danger at this range is that he can open warp gates on your person. He has done so for many assassinations.

Outside of his singular close-range ability, Kurogiri is not a danger. He can displace your allies and disrupt your battle formations, but he is not a combatant. Unfortunately, he can also kill you very easily if you have not prepared adequate defences against Abyssal warp quirks.


Physical Abilities

Negligible. At best Kurogiri demonstrates the physical capabilities of a physically fit male for his age.

Notable Allies

All For One: Kurogiri is All For One's right hand man and strategist. He performs whatever duty is needed to advance All For One's goals.

Tomura Shigaraki: Kurogiri's ward and the man who holds his ultimate loyalty. He views Tomura as a son and we have already seen what happened to the last people who hurt his family. Due to this relationship, Tomura is considered under the protection of our accords and is not to be harmed.

The Imperial Household: Due to personal treaties, we are technically neutral at the moment of writing this report.

Notable Enemies

All Might: His life literally revolves around killing All Might

UA: He's a member of the League and they've gone after UA students.

Boomerang: The hero whose actions led to the death of Ino and Akane Hanazuki. He and his agency would be killed by AFO during the Anti-quirk riots.

Mental and Psychological Notes

Kurogiri is surprisingly stable. He has no aberrant behaviours of any sort outside of his hyper-focused desire to see All Might dead. He is predisposed to simplicity in his planning and has shown no particular capacity for complex plans. He does, however, make very robust plans with multiple robust contingency plans.

Political and Social Notes

Kurogiri is very much anti-heroics in every regard and has invested quite a bit of the League's wealth into organisations supporting deregulation of quirks and the dismantling of the Heroics industry.

Final Warnings

Kurogiri is not a threat due to his intellect as All For One is greater in that regard nor is his knowledge of the Imperial family detrimental as our communication protocols have been changed multiple times since then. No, his true threat lies in his patience as he has waited decades for the right opportunity to attack All Might. Secondly is his ability to completely bypass defensive lines and transport troops to any location. Thirdly, he is an incredibly proficient assassin when given cause.
