Deciphering Cypher

Prologue
"I can't believe he'd do this to me! I hate him so much!" the woman shrieked as she threw some dishes. Then crying, she went to the freezer, started eating a container of ice cream, plopped down on the couch and turned the TV on.
As she ate she turned the channels, but every one reminded her of him. "Uhhhhhhhgg!!! Stupid thing!" she cursed as she dripped some ice cream down her shirt. She put the ice cream down, quickly ran upstairs to her room and changed into her pajamas.
After she came down she found the saddest, girliest movie she owned and stuck it in. About ten minutes into the movie she ran out of ice cream. Then, about two thirds of the way through the movie, she finally cried herself to sleep.
As the end credits rolled down the screen like tears, a girl entered the apartment in dark blue jeans and a short silver dress with spaghetti straps. As she gently rested her purse on a small coffee table by the front door, she sighed, "He did it didn't he? I warned you."
She walked over, picked up the empty ice cream container, and began opening the kitchen door. When she saw it she sighed again and put it down on the coffee table.
Next, she went to a closet by the coffee table and took out a large quilt. She then unfolded it, spread it out on the sleeping woman and said in a strong clear voice,"I promise you that when the time is right, I will do whatever I can to fix this with every last breath in my body. I will seal this promise with the sun, the stars and the moon."
And with that she went upstairs and called someone.
After that she changed, cautiously looked out the window to see if anyone was around and flew out shutting the window behind her.
She flew to the middle of the city, where she stopped at a Lex Corp building and sat down with her slender legs hanging off the edge. She sat like that for a while watching the city around her, when she saw a figure swinging towards her on a grappling hook.
As the figure approached she recognized it, stood up and fixed her boot. She was wearing black latex pants, a black short sleeved shirt that dipped down just enough, long black gloves, black boots and an almost complete head mask(it covered the top half of her face) and cat ears. From a distance she looked like Catwoman, but the figure knew she wasn't.
The figure landed and asked, "How'd she handle it?" "Horrible," the girl replied, "She broke tons of dishes and completely trashed most of the apartment. How is he?"
He sighed, then answered, "Okay I guess. I mean he's not sobbing or anything, but he yelled at us some and then went on the computer and did something. It only took about five minutes, then he actually went to bed on his own." "Hmmmmmmmmm….It's affecting him too." "Yeah, it is." he said. They stood there in silence for a minute.
Then she murmured," I'm going to be staying a few days longer for her. I don't think we'll get to see each other again so this is good-bye. And umm...I made her a promise that I would fix this someday. I don't know how, but I'll try just don't tell anyone, okay?" "Okay," he said. Then almost in a whisper he said, "Bye I'll miss you." "I'll miss you too. Bye," she murmured. Then she ran up, hugged him and flew away, before he saw tears sliding down her smooth cheeks.
