In all twelve districts, one thing was known. No matter the differences, no matter the loyalties, all of Panem had a lingering resentment for their oppressors. President Crane couldn't blame them. After all, imagine if the Capitol was forced to take part. The tragedy would be immeasurable. Which is exactly why the Games took place. The shadow of the failed rebellion still would likely never be forgotten, no matter how hard the Capitol Media Department tried.
Good thing she didn't want them to be. Her father was weak; she would not be. And on the eve of her first hosted Games, she had to prove that she was in control. These children were guaranteed to die, and the parents were guaranteed to stay quiet. It's the way of the world, thought Lucana Crane as she nodded to the camera team.
The cameras were rolling and Crane smiled her well-practiced smile. Time to end the year on a high note.
