AN: This is a short one shot I wrote a few days ago after I read Cote de Pablo's interview and I wanted to publish it before tonight's episode.
Warning: Spoilers for Two-faced.

Disclaimer: I don't own NCIS.
A throath being cleared interrupted their kiss. Both of them looked up to see Tony leaning against the door with a cold smile on his face. Ray looked between Tony and Ziva before excusing himself. When he was passing Tony, the two of them tensed.
"Well, well, well" Tony said after Ray had gone, "if that's how you treat guys that are only friends, why have I never got the same treatment?" He still had a forced smile on and he slowly approached her.
"Because you are with EJ." She almost spat.
He coldly chuckled.
"And the times before that?" He asked again.
"You were always with someone, or I was."
"And what about when neither of us was with someone?"
She looked at him.
"You already know Tony. We tried, it didn't work. You have to let it go, move on."
"What if I don't want to?"
She closed her eyes.
"That is not fair Tony. You had your chance, no, chances, in plural, and you did nothing. You are with EJ and yet you do not want me to be with anyone else, especially Ray."
"He won't make you happy." Like I could, he added silently.
"And you know this because..." At his silence, she continued, "exactly Tony, you don't know, you can't know."
He now had a far away look in his face.
"You know this... picnic you're having? I did the same once with Jeanne... except the whole bullpen thingie, of course," he trailed off.
She sighed. "What are you getting at?"
He looked at her again, "that was an undercover mission."
She looked at him in disbelief. "You think I'm some sort of undercover op for him?"
He shrugged. "I was just sayin'... Look Ziva, I just don't wanna see you get hurt, and this guy... he doesn't give me a good vibe, that's all."
She was frustrated by now. "I don't care about what you say Tony. Not anymore. Haven't you hurt me enough already?" She closed her eyes in order not to let the tears fall.
"I... I just..." Tony looked at the floor and then back at her. "You're right. I just... I hope you'll be happy with him." Like you could be with me.
He turned around and left her there, alone.
