The only explanation I have is a conversation between me and my friend MatchmakerSmurf one day. I don't own anything but the idea.
The Doctor ran through the building, but stops at a door when he saw smoke coming out from under it and talking from the other side. Raising an eyebrow he opens the door slightly and his eyes widen at what he saw. A few Daleks and Cybermen were in the room along with strange bottle things and bottles everywhere. Taking a breath he coughs the air burning his lungs
"Heeeyyy, Doctor! How are ya?" A Dalek says its voice scratchy as it was surrounded by four of those strange bottle things. What in the world are those things everywhere and why was the smoke coming from those bottle things?
"What is going on here?" the Doctor asks looking around
"Some stuff from Earth man. I think the Earthlings call it marijuana and beer. Great stuff. You should try some."
"What are those bottle things?"
"Bongs. Need 'em to smoke the marijuana." The Doctor blinks and slowly backs out of the room frightened at everything going on in the room. He shuts the door and walk away trying to forget what he had just seen.
