The Government Office of the World (GOW) was in dispute. A month previously they had received a message from one calling themself 'Kami-sama'. Kami-sama demanded that all imprisoned criminals be sent to execution, for He was sick of the disgrace they brought upon human kind. Taking it as a hoax, GOW ignored it. Displeased by this, Kami-sama sent another message informing them that He had killed all of the inmates at the largest prison on Earth, which seemed to appease Him. Through investigation, GOW discovered no bodily wounds on the inmates, nor organ defects: they had just fallen, dead.

Now a new message had arrived. "Kill:" and a list of 193 names, each from a different country and each with no criminal history. However, GOW couldn't ignore Him because Kami-sama stated He would put an end to the human race if his demands were not met. GOW had been discussing the best way to proceed.

"These people must die. If the lives of 193 could save 6 billion..."

"Impossible! He could not possibly kill us all."

"But we've already seen an illustration of his powers a month ago."

"That could've been a coincidence…"

"That's just as impossible."

"So what are we going to do? Kill innocent people and tell the public that God told us too."

"The rumours about the deaths at that prison are still floating. We could use that to legitimatise the claims made by Kami-sama. Then we may not have any resistance when eradicating these people."

"That doesn't change the fact that we can't kill with no reason."

"But if the public knew that their lives were at risk, maybe they'd take matters into their own hand."

"And we could turn a blind eye."

"Un"

"Agreed"

"It's settled"

Three weeks later, 190 of the 193 people listed had been killed by neighbours, family and friends. However, the world was still in panic because of the three that remained. One of these, a young red-head, residing in Japan, ran through the rain from yet another crowd of killers.
