Tsuna gave up doing his mountain-high paperwork, that's why.

That is how many stacks of paperwork he has to finish.
And each stack contains one hundred and fifty pieces of paperwork waiting for his to sign.
How did the paperwork accumulate to this many?
His guardians.
All the properties destroyed turned into paperwork. And all the paperwork goes to the boss, Tsuna.
Skinning his guardians alive became a thought that popped up to his mind frequently.
The 'nice' Tsuna went away with his sanity as he became the Vongola Decimo.
Tsuna was now a person with homicidal tendencies and would pull any stunt to avoid doing them.
"Stop daydreaming and do your paperwork, Dame-Tsuna! Finish them before 10pm or you will training with me all over again," a deep voice ordered.
Tsuna snapped out of his daydreaming and turned to look at his door. At the door stood his demon tutor, the world's strongest hitman in his adult form.
Tsuna thought that once Reborn turned into and adult, he would be less evil, but in fact, he grew more evil.
Finish all the paperwork by 10pm? Impossible! It's already 8pm.
'Reborn already knows that it is impossible for me to finish all these things in just two hours, so why does he even bother? Oh yeah, for an excuse to torture me.' Tsuna thought.

"Get to work, Dame-Tsuna," with that, he walked out of the office, leaving Tsuna to attend to his paperwork.
After doing the paperwork for an hour, Tsuna gave up again. He took his phone and started playing Tetris.
While playing Tetris, he was planning in his mind, how to avoid those pesky paperwork for even half a day.
As he planned, he remembered those days of signing paperwork thinking that something good like having a break one day will come. He was also remembered of the amount of paperwork his guardians has to do.
His guardians has to do at most one stack of paperwork but he has to do more than two hundred. It's not fair!
He took a piece of paper and wrote down every single idea that he could think of to escape doing paperwork, no matter how dangerous and idiotic the idea is.
After all, Reborn has trained him for even the most ridiculous situation that he could even imagine. What would a little game of 'Hide and Seek Vongola style' with all his guardians do to him?
He put his pen down after writing all the ideas he has.
Tsuna declared war against his enemy, the paperwork.
And this time, he will at least get a point.
