Yuu Otosaka has the ability to plunder other powers, when he appears on a world of Heroes and Villains, he's still on his mission to plunder all of the powers for himself, and nothing will stop him.

"The string of Quirk robberies continues, at first people assumed a vigilante with a suppression type Quirk was at work. It was recently reported that a male in question was wielding the Quirks of the victims. The specifics are the users Quirks are still unclear."
