Godzilla is source of all G-cells
Ghidorah is source of all M-cells
All kaiju are born from either G-cells or M-cells
Godzilla and Ghidorah can choose what humans gets the 'gift' of kaiju
Generally, balance in kaiju on either side
NO M/M or F/F

Full blown war destroys most or secret war underneath society

Notes:
Godzilla's nuclear beam basically 'unites' all matter it hits and condenses into single point
Ghidorah's cosmic/gravity beams basically tear matter apart atom by atom
Nuclear and Cosmic counteract each other
Godzilla and Ghidorah are arch-enemies
Since each are an 'alpha', it might be wise to give each one their own 'pack'
