-Author's Note- Hello. This whole 'story' is just about explaining how things work in the Fallout universe that I have created. This is somewhat like a guide to help you understand. With enough said, enjoy.-
(NOTE: The following is a document recovered from ADAM's databanks. We believe that these were written by Blackwater himself before his death. However, as we were extracting these documents, ADAM's old security programs kicked in at the last minute and deleted ten thousand documents worth of information. The following document is the first out of ten pages we managed to recover. –"Ripper")

People have told me that you should never be the one to shoot first, because if you do, then the consequences will then be yours and yours alone.
This, of course, is complete bullshit.
The truth is, even if you don't shoot first, then you are still held accountable. You are still blamed for all of the deaths, even if most of the men and women that dies in that fight may have deserved it.
In the end, you aren't responsible if you shoot first, but more if you are the last man standing.
Oh, I'm sorry, where are my manners? I am Henry Joseph Blackwater, but I prefer to be known as just Henry. Makes things less complicated in case someone close to you betrays you after they think they know everything about you. Oh yes, that has happened to me on more than one occasion. Hell, I think it's happened at least forty times.
Oh, but I am getting much to ahead of myself.
I was talking to my good AI assistant ADAM the other day when he pointed out a true fact that I hadn't realized yet. I, the almighty Mr. Blackwater of the Order, would soon pass away, and I had no one to take my place as the commander-in-chief of the Order and its controlled areas. I just shrugged off ADAM's comment at first, knowing that I could indeed live forever, as the Order has the greatest technology on this Earth that even outmatches the Commonwealth's. However, I talked to my personal physician John Turner the other day, and he explained to me the horrifying truth.
Man could not play God, for God knew that man would go insane with his power.
I suddenly realized what the doctor meant. There was no way I could be a god. I could not cheat Death; for he would just wait until I was of old age to take me from this world. I soon saw that I had no hope of cheating Death, and more importantly, I could not continue to rule the Order forever.
But then I remembered what a spy of mine's report has said. The man had claimed that he had been inside the so-called Lucky 38 casino in New Vegas and discovered something amazing: Mr. Robert House, an old acquaintance of the Order, has been alive for all these years with some kind of stasis pod! The spy could not acquire any more information, but I did not need any more. I knew that now was the time to activate my hidden forces in NCR territory and move on New Vegas. Whether House liked it or not, I was going to take his stasis technology, and I am not really the asking type.
Hmm, I have just been informed that Luke Junning has been spotted at Camp McCarran in New Vegas. Well, it must be Christmas, because now I can get hit two birds with one stone. Oh, the things that are about to happen, and I haven't even had any coffee yet. Things are looking very good for the Order, but more specifically, me.
