If Blaise was in love with Hermione, he never told her. He never said he wasn't either.
It was hard for her to figure out what Blaise was thinking or feeling. Like a true Slytherin, he kept everything carefully behind an emotionless mask.
Hermione was sure she was in love with him, yet she didn't tell him that. She wasn't going to be the first one to say "I love you".
So they were stuck in a stalemate where neither knew how the other one felt about the other.
