By that point, Steve knew that Bucky was still alive, but it was still Zola's fault that Bucky had fallen and been brainwashed by HYDRA the way he was. So he blames Zola and continues hating him. When he realized that the man had been allowed to plant HYDRA roots all throughout SHIELD from the beginning and that they had used Bucky to get rid of any opposition, including Howard and his wife and Director Fury, Steve hated the man more than he ever had anyone before. Steve did the only thing he could do to the man when he was dead and just a computer. He punched the computer.

Steve Rogers truly hated Arnim Zola.
