Cooper, Gwen - Torchwood Three Director; succeeded Captain Jack Harkness circa March 2011; formerly Three's Deputy Director and liaison to civilian authorities. Cooper joined Torchwood circa 2007 from the Welsh police.
Connolly, Angela - Dr. Angela Connolly worked at St Marys hospital and was witness to at least two alien events; Connolly was the victim of a Weevil attack in early 2011; being saved by Gwen Cooper; Connolly accepted the position of Torchwood Medical Officer in March 2011.
Davidson, Andrew - Davidson was a Police Constable with the Welsh police who worked with Gwen Cooper during her time in the police. Davidson joined Torchwood circa March 2011 upon the appointment of Cooper as Torchwood Director, Davidson currently acts as Liaison Officer to all civilian authorities
Dekker, Richard - Dekker formerly worked for MI5 as the Head of the Science and Technology division until the aftermath of the 456 incident when most of MI5 was killed by the 456; Dekker was sent to MI6 and transferred to Torchwood in April 2011 and currently serves as Technology Officer.
Habiba, Lois - Habiba briefly worked in the office of Home Office Permanent Secretary John Frobisher in September 2010, namely during the week at the 456 incident. Habiba continued to work in the office; even after Bridget Spears took over the job of the deceased Frobisher. In March 2011, on request by Torchwood Director Gwen Cooper; Habiba was seconded to Torchwood Three as General Support Officer; filling the role of the deceased Ianto Jones.
Johnson, (first name unrecorded) - Johnson formerly worked in the Home Office, commanding a black ops squad designed to deal with blank page requests and requisitions made by senior officials. Johnson and a squad of soldiers, a contingent of five men were seconded to Torchwood circa May 2011 on orders of Home Office Permanent Secretary Bridget Spears. Johnson acts as Chief Security Officer at Torchwood Three.

Okay, I filled some of the gaps left by the recently departed Owen, Ianto, Jack and Tosh and set the scene for a new Torchwood. For those who don't know, Angela Connolly was the doctor who examined Martha in Dead Man Walking when Martha was aged by the Resurrection Gauntlet and also helped Owen capture the Hoix in the hospital in Exit Wounds.
Currently, I've got a few candidates who could replace Tosh; namely Malcolm Taylor from Planet of the Dead, Nicholas Skinner who appeared in a Sarah Jane Adventures episode themed around Sontarans or Alison Docherty who was the female Professor who sold Martha out to the Master during the 'Year that never was' in Last of the Time Lords; please state your preference in your reviews!
