There's too much going on in his mind, too many thoughts and plans fighting for dominance, and they have been ever since they returned from their latest mission. There had just been too much time to think during the stake out, and his scientist's mind has been in overdrive for the last many hours. Now he can barely keep up with his buzzing thoughts, and he's running around his lab so fast that he scarcely even hears the clinking of his chemistry tubes or the brisk pattering of his own flippers across the stone floor.
It's also why he doesn't know that Rico's been standing in his doorway for the last five minutes, watching him speeding around his laboratory, his tongue falling out of his mouth, and knowing that his love has lost control. He races behind him and squawks suddenly so loudly that Kowalski drops his tubes. "QUIET!" he shouts, tapping Kowalski's head.
Kowalski turns to Rico with surprise, his beak open to complain, but Rico hushes everything running through his mind as his beak touches his. His flippers wrap around him, and he dips Kowalski as he kisses him with such passion that his command to his brain is obeyed. Kowalski's thoughts stop. They are replaced with pleasure and heat, and his body is filled with both the passion and love that are always within him for this unique and wonderful penguin alone. "R-Rico?" he breaths shakily when his love finally lets him up.
Rico squawks affirmation, then picks up his penguin and carries him to the bunk where he should be this time of the night. Kowalski's experiments are left, forgotten in his lab, and there most of them will stay until he is again in need of Rico's rescuing. For now, Kowalski has only one thought left in his screaming, demanding brain. He loves Rico and the feel of his flippers around him and holding him close, his body curving in perfected unison with his, as he drifts off to finally get some much needed rest.
Rico smiles in triumphant behind Kowalski's head. He's got his penguin back where he belongs now, and the next time he goes nuts in his lab, he'll go after him again when he's gone too long without sleep. For now, he just holds him and cuddles against him, loving his mad scientist not just tonight but for all time.
