The Country Capitals of the Hetalia nations gather at their usual conference spot on RokkenJima Island but just when they decide to meet Tokyo finds a Witch called Beatrice the Golden and reads a frightening message the witch made her deliver saying that

Dear reader,

As you read this letter I will be long deceased. In this letter I recorded the terrible tragedy that fell upon each of the Country's Capitals the tale of the Capitals World Conference Witch Massacre! These stories have been prerecorded in each Capital's diary entries that I have found after they were killed. Remember these events do not go in order nor does the events that went on on this tragic night on June 6 1945.
