I've never actually read "Les Miserables", but I've seen the musical, so here is what happens when the Doctor runs into Eponine after she delivered the letter to Valjean and after she sang "On my Own" but before she dies. Maybe one-shot, maybe more chapters… you decide. The Doctor though, this is after Rose before Martha—I know. Complicated.

Eponine ran away from the house in the cold, chilling airs. "Where is the battlefield? Where is the barricade?" she mumbled to herself. "Where is Mari--," she bumped into someone and fell on the ground.
"Sorry 'bout that." The man helped her up, and she looked at him the eye. He had a brown overcoat, much like the one she was wearing, and brown, unusually short-cut hair, and dark, brown eyes she got lost in.
"I'm sorry M'seur, my mistake, please forgive me," Eponine kneeled and looked down at his shoes.
"It's okay," he said. "Now, please stand up… you are…?"
"Eponine, m'seur…?" she said. "Who are you?" she reluctantly stood up.
"Oh I'm the Doctor!" he exclaimed, shaking her hand wildly.
"Doctor? So you're a man of medicine? Are yeu helpin' on the barricades?" she asked.
"No, well… yes, I'm a Doctor of everything," he said, as if weighing the options in his mind.
"M'seur doctor… there's somethin' beyind you!" she cried, pointing. The Doctor spun around and saw a green Slitheen blinking its big black eyes at him.
"Run!" he cried, grabbing her hand. They ran several blocks and spun around several corners.
"M'seur, where are you goin'?" Eponine cried.
"Just a little farther, Eponine, right this way into that blue box!" he yelled back at her. He threw open the doors of the blue box and stepped in with her.
Eponine was dumbfounded. She began to go outside, but the machine began to move. "Its—bigger—on—the—inside!" she exclaimed.
"Yes, yes it is! Now, Eponine, do you mind sticking around for a quick trip, and being my assistant?" the Doctor asked her.
"No, I don't mind at all M'seur!" Eponine cried in glee, glad to be helpful. "But M'seur Doctor, why'd ya need me?"
The Doctor then looked her dead serious in the eye and said, "Gosh, what is it with you French asking so many questions??? I knew a French aristocrat once and she wasn't nearly as chatty!" he was taken aback at his own rudeness. But Eponine was clearly not shifted.
"Well I'm clearly no aristacat, M'seur. Now tell me, why do you need me?" she asked, sternly.
"My friend—she said, she said I needed someone to stop me," the Doctor said, as if pondering this thought. "And Eponine Thenardier, you are that someone!"
