Dear Katniss,
All we would like to say is thank you. You stopped the games and that means the world to us. You didn't win just for us, you won for Panem. We would now like to pay our tributes to the girl on fire.
Rue: You were my ally, my friend and I'm sorry you didn't save me in time. I, in a way, sparked the rebellion that you turned into a flame. You were brave and deserved to win. Fire melts snow. Always.
Thank you for the song. I wouldn't want my death to be any different.

Prim: thank you for taking my place in the games, you are the best sister ever. After Fathers death, you continued to care for us. You let me keep Buttercup (I know how you felt) and bought me Lady.
You deserved to win the games, not Cato. District 2 has enough victors. You showed the Captiol that we cannot be controlled like that. You where my hero. Tell Buttercup I love him!
You, inspired a nation. You told them the Hunger Games where not a celebration, but a vicious way to tell us that we are at their mercy, and we think that they could of come up with something better than a fight to the death! The games were not fair. Districts 1 & 2 where superior and it wasn't fair on the twelve year olds in the games. Rue knows. Rue knew.
And even though we are dead, we followed you, the Mockingjay, the girl on fire though out your rebellion. We are so proud of you. We knew you could win. Would win. Send our thanks to district 11 & 12.
