The city of Hillwood has always been a loud yet very peaceful town, with towering skyscrapers and beautiful parks. Now summer vacation has just begun for Arnold and the rest of the gang at P.S. 118 after making it through 3rd grade. Phoebe and Helga spend their first full day of this period of leisure together doing what girls do best; trying to whether out the sweltering heat of the summer days. The two of them have a nice conversation about their plans and what they have done in the past. Phoebe politely excuses herself to see how Rhonda, the queen of the financially gifted, is doing. On her way, she runs into a mass crowd at the park, only to see what all the fuss is about. It turns out that there has been talk of a very new species of hybrid dinosaur that was never documented for 161 years. As if that weren't enough, the place in the park where the fossils were discovered was also in possession of radioactive soil that sat there for over 75 million years. It doesn't take long for the chunk of contaminated earth to run its full course. One week later, in the middle of the parties and cookouts, the week-old fossils began to build up back into the creatures they once were and began to roam the world once again. The dinosaurs are back, basically, and with the supernatural powers they possess, the world could come to an end, literally speaking. What could these big boys do that the other dinosaurs could not do? They could shoot lasers from their eyes, turn their tongues into mutant snakes and even use spider webs to tie up anyone or anything. Now it is up to Phoebe and the others to put an end to the wrath of the dinosaurs and make them go totally extinct for good. She even gets some help from outside the state to make sure the prehistoric beasts are brought down from their environmental thrones.
