Once upon a time, a secret faction within the British government attempted to infiltrate Torchwood for reasons never specified. This attempt was aborted with the arrival of the 456, and the blank page order, and death.
Once upon a time, the world ended in sorrow, and no miracle made it better.
But ...
Once upon a time, the Trousers of Time diverged, and things went a different path. The alien drug dealers never came to Earth. The broken three-member team at Torchwood had a chance to rebuild and go on after the deaths of their two dear friends. The infiltrators kept to their original plan, slowly becoming part of the team and observing them from within.
There is however an important facet of observation, in that it also changes the observer.
