If you'd happen to drive past Warden City, you'd perceive it as a bustling metropolitan. Covering almost every square mile are towering skyscrapers, twisting roads and seas of vehicles and people.

If you'd happen to spend a week in Warden City, you'd see it is also a popular tourist destination. Within the city's bounds are historic museums, heritage sites and luxurious hotels waiting to be explored.

If you'd happen to be a lifelong dweller of Warden City, you'd know it isn't just a bustling metropolitan or popular tourist destination. Strip away its glitz and glamour and you're left with a … criminal hotspot. Beneath the city's surfaces is a sophisticated gang network rivaling Los Angeles and as you might expect, the gangs are up to no good. Within their self-established territories murders, trafficking and public misconducts are freely committed.

However two things prevent the criminal side from becoming dominant. One was a code of honor that all gangs respected and followed. It was basically an anecdote describing the rise to power and fall from grace of the city's very first gang. Lesson learnt: never ever start an all-out war you can't finish.

The second thing, however, was less respected yet exponentially more effective. You'd might guess the police force, yet Warden City surprisingly has a relatively small number of cops. Them alone wouldn't be able to even handle a single gang, nor is it their duty to (their main responsibility is maintaining public order). The emergency services institution Warden Academy is in charge of combating the criminal side.

Like others of its kind, Warden Academy produces police officers, firefighters, paramedics and a slew of other crisis responders. But unlike others of its kind, training isn't in the classroom or out in the fields. Traditional teaching methods simply won't be enough to combat the gang network. Thus within their first week trainees, both humans and canines alike, are immediately shoved into the hustle and bustle of Warden City, assigned to different placements based on experience. Newcomers start out by maintaining public order in the "good" part of town. The next year they'll find themselves placed closer to rougher neighborhoods with more difficult responsibilities. Each subsequent year trainees will face increasingly challenging duties in increasingly gang-rifled districts until the unforeseeable apex: graduation. From there on they may choose to continue serving Warden Academy or leave the city altogether.

This type of incredibly demanding, real-life training combined with the gang-fighting thrill is indeed Warden Academy's secret formula in making 98% of its graduates stayers. From day one they are instilled with unmatched loyalty, skills and camaraderie that make them love their work. Even though casualties are suffered and hardships endured from time to time, they will never shirk away from upholding the academy's motto of Who Dares Wins.

The following in a story outlining one of Warden Academy's graduating police squads and their bittersweet yet inspiring journey to the team we know very well today as the PAW Patrol.
