This is going to be purely for fun so don't read into it too much. One Piece x Dragonball/Z/GT/ Super x Journey to the West, but very little elements besides some obvious ones will show up.
Luffy will be very strong due to the context of who he is.

Prologue: Tear the Heavens Asunder
Why...
"Get back!" a voice shouted behind him before a blast of energy erupted at his right flank. He could feel the heat from the blast sizzle his skin, burn the oxygen and evaporate the moisture from the air just before he was pushed out of the way by one of his nakama.
And saw that very same comrade be painfully vaporized by the blast before his very eyes.
Why...How...
Crimson fell from his eyes as one by one, every nakama, every comrade he had was murdered before his eyes. Each one killed for sport and to set an example to all. Their cold, lifeless eyes staring at him as they fell was felt with a planet shaking quake as each one dropped.
His rage broke limits as each one of his friends, his comrades, his wives, his children. Every single one that he loved was murdered;, and as each one died, the shackles that bound the beast broke.
Why...did this happen...How could I have failed them...
The planet cracked as his rage was unleashed. His body burned like the sun, turning to dust in the wind, but his hatred, his fury echoed across the Universe. Thousands upon thousands came upon him, but all fell at his feet. All adversaries bent the knee only to die in the wake of his wrath.
I lost myself. Everyone died...and I lost control. I failed to uphold my own beliefs...my ideals...my dream. All of it...was for nothing.
Those that crossed him died. Planets were ravaged in his blinding rage. All life in the universe was threatened by his sheer existence. His will imposed a rage unlike anything else. However, as those of his own species survived his onslaught, he himself was not so fortunate. As his body had long since burned away from his own power. Even still, his rage, his sorrow, his wrath, his anguish was felt throughout the cosmos, and would forever still leave an echoing linger in the Universe.
I'm a failure. I shouldn't exist. I'm nothing more than a monster. An abomination. I should just die.
However, things are not always as they seem.
But...if there was ever a chance, out there, somewhere. I don't know where or how far. Yet can I dare to hope? Am I allowed such a luxury after all my sins? Can I hope...that my dream can become a reality? Would I ever experience something so beautiful as that? Just a glimpse...is all I wish.
And the cosmic winds shifted...
The great darkness cracked open...
And a majestic eye opened forth, a hand tethered a broken soul, capturing the last essence of greatness, and a booming laughter spilled forth from the great void.
"Hehehehehehe~! Interesting! Interesting! Your wish is most interesting! I SHALL GRANT IT!"
And in a flash of light, all was normal.
Save for one, tiny, minuscule, speck of creation on the outer edge of the Omniverse. A newborn Universe, unknown to all, but the Wishmaker, was slowly beginning to develop. And in that Universe, on a certain green and blue planet.
A red and silver orb was sent hurling into the planet, and into the womb of a young woman, mingling with the unborn child growing within her. She lay asleep in the arms of husband as they sailed the sea. Neither knowing that now growing in her womb would be a very special child. A child with a unique place in their world. A special little boy who would become something...more.
A boy with a dream. A boy with a goal. A boy...with a straw hat.

Monkey D. Garp hated storms.
It wasn't because he had a fear of storms; because he didn't. As he has fought in stormy weather throughout his whole career as a Marine. He'd grown used to the wind blasting him every which way, lightning roaring through the sky and thunder striking wherever it pleased. He was used to rain pelting him and the taste of salt water on his tongue. He was used to the turbulent waters of the sea and all that it threw at him.
Hell, he had done battle with Gol D. Roger, the Pirate King himself, in the middle of a storm in the new world that had swallowed whole islands. Did the dance of death with the man on land, sea, and in the sky, skirting around bolts of lightning, and gliding along the winds of the storms. So yes, storms held no form of fear over him.
No, the reason Garp hated storms is due to what they represented. In ancient times, a storm is the sign of a great tragedy or a terrible disaster. Garp knew this to be true due to a number of occasions where he had such incidents happen. Such as when his wife died on their way to a Marine stronghold to take care of a sickness she'd contracted, but the storm slowed them down to the point she had passed before they reached the docks. Or when his son, Dragon had first lost control of his devil fruit ability and caused a whole island to sink due to his lack of control.
Or on that fateful day when Roger did his final battle with him, it was storming that day, especially so when he had surrendered at the end. That caused a pit to form in his stomach as he would later learn that Roger was dying anyway due to sickness and wanted to have one last bout with his greatest rival before his end came.
Yes, Garp hated storms because they had been signs of where he had lost so much. Storms caused him to lose his wife. Storms made him weary of his own sons power, and the destructive force he can call forth. Storms were present to mock him at the loss of one of his closest friends, Roger.
And now, as he stood at perch of his Marine battleship, stationed just beside the Red Line his eyes reflected the storms that happened before him. Lighting roared across the sky, sending tremors throughout the area, and the wind causing waves to crash against his ship. Rain pelted his body, but even in the middle of this he remained still as a statue. Unbreakable in the face of mother nature's fury.
Then he felt a sudden shift in the wind, and a presence was instantly felt within the dome of his observation. Internally, he thanked his foresight by demanding the rest of his subordinates to rest below deck as an incredible phenomenon just occurred before his very eyes. The skies just swelled before a bolt of lightning struck down a few feet from him, and then a whirlwind swirled about until it revealed the person within the storm.
It was a man, tall and broad in stature much like he was, but not as tall. He was covered in a green cloak, but the presence was unmistakable to Garp who simply narrowed his eyes in caution. Strangely, the man was looking down for some reason.
"...What is it you wished to talk about, Son?" Garp was the first to speak up, and the cloaked man turned to look at him from over his shoulder. Then he turned to look down for a moment before he decided to speak.
"Father, you and I have never seen eye to eye on certain matters concerning the Marines and the World Government. Hell, we have always been at each others throats on the matter as to how the World Government should be handled. However, all of that, all of that petty arguing means nothing any longer." he said as turned to face his father, a bundle of red cloth held securely against his chest.
Garp was feeling a trickling amount of trepidation as he staring into the shadowed cowl of his first and only child. He was confused by Dragon's words, but nevertheless spoke his mind. "Is this what your message was about then? Just to settle our differences? That's not as alarming as you made it sound in you-" whatever Garp was going to say died in his throat once Dragon pulled down his cowl to reveal himself to the man.
The storm around them grew deathly quiet as Garps eyes widened in horrifying shock as he beheld the face of his son.
Dragons spiky black hair was a mess. Damp from the rain, and the smell of gunpowder and fire coming off him. His tanned complexion remained the same, but after that noting else remained the same. His face was covered in blood, his eyes staring at him, through him, and into the very depths of his soul. Lastly, there was a long bloody gash over the left side of his face.

"D-D-Dragon...what...what happened to you?"
Garp couldn't believe what he was seeing, Dragon, his son, was in such a state. Garp was probably the only one alive that knew the true extent of his sons strength, and to see him like this?
What the hell happened?
Dragon merely scowled before he looked down at the bundle in his arm, and Garp this time followed his eyes to see the bundle in his sons arms move.
"And what is that you're holding?"
His son merely let out a grunt in response before he looked back at his father. "To you're first question...Isabella and I...we were attacked on our way to you. They were assassins Garp, incredibly well trained ones at that. They knew of the Rokushiki way, and their movements...it was definitely Cipher Pol 0." he said top Garp's shock, but then his fury came in the way of that.
"Cipher Pol eh? Bunch of cloak and dagger lot they are, but what would they want with-" but then Garp paused as he looked at Dragon, and then he let a shuddering breath.
"No..."
Dragon's eyes only grew darker in response. "Indeed, they came for her, Garp. They finally made their move. This world's "Gods", the Gorosei's Masters, made their decision and acted upon it...They sent Cipher Pol 0 after Isabella...and in my moment of weakness...they poisoned her." he said before he looked down at the bundle in his arms.
"...I slaughtered them all, Garp. Not a single one survived besides the one I let live only for the sake of information, and only when I had torn out every ounce of information from him did I allow him to die." Dragon's eyes grew darker and more cold as his words spilled forth. Yet the hatred from his voice, the fury within was enough to make Garp pause and regard his son carefully.
Crossing his arms over his chest, the older man sighed. "I see...continue."
Dragon walked towards Garp as he continued. "Afterwards, I took Isabella and fled the ocean to reach the Cocoyasi village nearby to try and find a doctor. I found one by the name of Nako in the village, but by the time he did his diagnosis it was...far too late. The poison she was hit with was specifically concocted to slip into the bloodstream and attack the heart directly before spreading through the body." the pain in his voice was so strong that Garp closed his eyes in sympathy. Although, he took in the fact of the old doctor by Nako as something to dig into later.
"I...there are no words that I can say to express how sorry I am, Dragon. Isabella...she was a wonderful woman whom I like to think brought out the best in you." he said to which Dragon remained silent as he walked up to his father. However, Garps words didn't reflect what was going on in his mind as his thoughts swam with thoughts of how to try and fix this mess.
'Damn you Cipher Pol...but they would only act on these orders under the hand of the Gorosei. The order must have come from the very top of the Royal Family.' Garp cursed his own foolishness in not considering the ploy in which the Gorosei would act to go around him. They knew, painfully knew, how much Garp loved his family, and for them to attack his son and kill his wife, regardless of who she was.

The world seemed to bend at Garp's anger in that moment, a force erupted in the world as Garp's veins pulsed.
And as his anger surged, the Heavens gave way to express it.
Not so far away, an island's mountaintop exploded from a sudden shift in the atmosphere. A crushing amount of weight settled upon the sky, and the weather took a turn for the worst.
Veins pulsed from his body as his fists clenched. His eyes closed to hide the fury within his orbs. No matter how much the Marines meant to him, the fact that the World Government would attack his own family...
'There will always be a price to be paid...The "Gods" ordered the attack, the Gorosei carried it out, and the Cipher Pol delivered it. Those damnable fools! How dare they attack my family!' Garp's mental and emotional state were taking a turn for the chaotic as his haki started to affect the world him. His nails dug into his palms, blood slowly began to seep out of his fists, but just as his fists started to blacken with his armanent haki.
"...When did this happen?"
Dragon frowned before he looked out at the ocean. "A couple of days after we left the docks of Goa Kingdom. I wager the assassins tracked us down with aid from the nobles there." he spat, vitriol on his tongue. As it was the place of his birth, Dragon felt foolish for having ever come to Goa with Isabella to rest when it was nothing more than a den of vipers.
Garp sucked in a breathe through his teeth and felt his anger grow to even greater heights. 'Goa Kingdom...they'd do anything to curry favor with the Celestial Dragons. Selling out information on Dragon and Isabella wouldn't even be an afterthought to them.'
Oh, Goa Kingdom was going to pay for this; of that he was certain. While he couldn't directly attack Goa without repercussions pushed on him. He could suggest tariffs to be placed on their trading routes with other Kingdoms and with the World Government as well. Along with other suggestions to put on that cesspool of a Kingdom. Garp was confident with his pull in the Marines and the World Government that he could make things very hard for Goa Kingdom.
But that was neither here nor there, as present matters took priority if the posture from his son was anything to note.
"However, as she lay dying, Isabella bequeathed unto me a wish she wanted followed above all others. And it is a wish I in turn mean to grant above all else." saying this, Dragon finally extended out the bundle in his arms to Garp who looked down at it with confusion.
"She wished for her son...our son to live. To live without the fear of being hunted down, and she and I could think of no one better than you father." he said before he pulled the red cloth aside to reveal...
A baby boy.
Garp let out a small gasp as Dragon spoke.
"Garp, meet Monkey D. Luffy, your grandson." Dragon said, presenting the newborn to his father who could only look upon his grandchild in a state of frozen shock.
All his fury, all his anger, all his hatred, instantly calmed beneath a fatherly wonderment as he looked upon his grandson. Gently, he took the newborn from Dragon and held him close, and stared down at the newborn. His head was a mess of black hair and his complexion was lightly tanned compared to his and Dragons, but since the boy was asleep he couldn't see his eyes.
But that mattered little to the Marine War Hero. He could only look upon his new grandson with a surprised expression.
''Luffy...Monkey D. Luffy...it's...it's a good name. Despite the morbid circumstances, congratulations Dragon." he said only to see his son staring at Luffy with a dark look.
"You may want to save that for what I'm about to say. You may have wondered why Isabella and I didn't contact you earlier about Luffy's birth, but the circumstances around it were...strange to say the least." he said and Garp looked at him with a raised eyebrow.
"Strange? Dragon, you're talking to me here, I've seen enough strange things in my life that nothing out of the ordinary affects me anymore."
Dragon gave a small snort at his father's words, but remained silent as he took his son from Garp, and began to take the cloth off the boy.
"You say that now, but then what will you say when you see this?" he said as the man finished removing the last of the cloth to reveal Monkey D. Luffy naked the world.
Only with one extra thing about him.
Coming out from his backside, just above his butt was a full fledged monkey tail.
Garp's eyes bulged out in surprise as Dragon quirked an eyebrow.

Then he let out a booming laugh that echoed among the sea.
"BWAHAHAHAHAHAHAHA! I CAN'T BELIEVE IT! OUT OF ALL THE SONS AND DAUGHHTERS OF OUR FAMILY IT SHOWS UP IN MY GRANDSON! BWAHAHAHAHAHAHA!" Tears started to form in the corner of his eyes as his laughter reached it's peak. Yet as he laughed, Dragon could only look at his father with an annoyed look in his eyes. A frown digging into his brow as he held his sleeping son whilst Garp continued to laugh.
"What do you find so amusing about this, father?" he said before he kicked his forebear in the stomach getting a grunt from the older man.
"Haha! Ack! It's...it's nothing serious Dragon. It is just the sign of our ancestry waking up in Luffy here." he said getting a look from the man. Seeing this Garp calmed himself before folding his arms over his chest.
"I've not told you as I've not seen any reason to do so, but we, our family has been a very present force throughout history. Even I don't know how far back it goes, but there is one recent point in history that one of our ancestors carried the same monkey tail on Luffy here. Our line, the surname Monkey comes from a divergent point from the Family of D, and it was because of this divergent point that our ancestor that had this tail was born." he said and upon seeing that he had Dragon's attention he continued.
"No one knows this bit of information as I've gone to great lengths to cover up this part of our family from the world. The implications alone would bring me too many headaches to even begin to count. So, what I'm about to tell you must be handled with the utmost of discretion, secrecy is paramount, son." he hammered the severity of this by staring at Dragon and once he saw his father's eyes, the younger man gave a silent nod.
"I understand. Now tell me, who is this ancestor that is the cause for Luffy's...tail, and while were on the subject why did it show up now?" it was clear from the tone in Dragon's voice that he would suffer no more mysteries surrounding his son, and he would get the information one way or another.
Seeing this, Garp felt a bit of pride for his son rise up a bit from the concern his son was showing for his child. It was heartening to see, especially in these times.
'Still now that I think on it, this information alone could break the very foundations of the World Government if ever found out. God forbid those Elder's ever find out they'd have my whole line hunted and exterminated, and they'd have me thrown in Impel Down, regardless of what I've done for them.' Garp thought, but as his eyes went to Dragon then to his newborn grandson, in his soul he had already made his choice.
'Aw fuck'em my family is more important. Besides...' his mouth twisted into such a huge grin as he looked to Luffy that Dragon idly wondered if his jaw would break.
'If Luffy here even has a quarter of potential as my ancestor than there isn't a damn thing anyone can do.'
Looking to Dragon, Garp spoke. "In ancient times, people called him the Great Sage. The one who was equal to Heaven, and the one who set ablaze the sky in open rebellion to the "Gods". The people of the world at the time knew him as Son Wukong, but in reality his true name was Monkey D. Wukong. He was half-man and half-mink. He was one of the few Mink pioneers who settled upon the island of Zou on the back of the millennium old-elephant Zunisha. And it is through him that the Monkey D. family was formed." he said before he looked down at Luffy.
"Wukong had many wifes during his life, and thus he sired over 100 children before he died. However, the World Government feared him and his power, so any and all people related to him, the wives he had, the children he sired, were all killed off. Much like how they acted when Roger died. Thankfully enough, luck was on our side, as one child escaped the purge and that child was Monkey D. Satoshi, my great great grandfather."
"Seeing as Satoshi was the only living child of Wukong; he held a variable amount of Wukong's bloodline. However, as Satoshi's children were born the traits of Wukong slowly began to die off as those children began to take human mates which diluted the bloodline. The last one to show those traits was my mother, and those traits were the only thing we as a family held onto; our insurmountable durability and our physical strength." he said before he took Luffy from Dragon's arms and wrapped him back up with the cloth.
"And since then it was thought Wukongs mink bloodline died off with my mother, but that would seem to not be the case with Luffy. I'm no doctor so I won't even pretend to know how it happened, but what I do know is some of our ancestor's bloodline has reawakened in little Luffy here." he said as he rubbed the boy's tummy with his finger, and he cracked a smile when the boy let out a smile in his sleep.
Dragon, for his part, took all hbis father told him in perfect stride. He had never known of his families history since his father never wanted to talk about it, and he himself never held much interest in it. However, given this new knowledge about his family, and how it now centered on his son, the decision he was about to make became all the more paramount.
"I see, then this only strengthens what I am about to do next." he said getting Garps attention.
"Oh? What do you mean?" he said only for Dragon to reach within his cloak and pull out a stack of papers.
"To protect my son, and avenge the death of my beloved...I am going to change this world father. The World Government has shown me this day how far they are willing to go to silence all they find to be evil. They killed my wife, and endangered my son; they have no limits to their cruelty, and so I shall do what I must to change that."
He looked to his father and narrowed his eyes. "These papers include my certification as Admiral of the Marines along with any and all documents pertaining to my time serving with the Marines and for the World Government."
A small whirlwind start to appear in the palm of his hand before it sped up and in turn reduced the papers to nothing more than dust in the wind.
"This...is my resignation." taking a step back from his surprised father, Dragon looked to the flag flying high above his father's ship. His eyes turned cold upon seeing it, his hatred for the current system burning. The face of his dying wife flashed before his eyes, her cries as she held Luffy in her arms as eh took her last breath. All of it, all of it was fuel for what he was about to do.
Dragon clenched his hands, and the world reacted upon his building fury. The ocean rose up defiance of the Heavens. The skies split in twine revealing nothing, but a black abyss, lightning soaring throughout the Heavens, roaring with the ferocity that shook the planet. The wind churned the clouds, and tornado's came down upon the earth. The storm came down upon them, but the main focus...
Was the Red Line.
"And this...IS MY DECLARATION OF WAR!" he voice boomed out like a bomb. Pressure came down upon the world. The world seemed to quake at the pressure. The insurmountable Red Line shook upon his will. The storm reacted upon its master's fury and it rose up in open aggression against the rest of the world.
And the last thing Garp saw before Dragon disappeared was a behemoth of water, lightning, and wind born from the elements. It's eyes were miniature orbs of pure lightning. Wind compressed it's body of water, and it only grew in mass as it sucked up the ocean, absorbing the moisture and wind from the atmosphere and cloaking itself in the Heavens themselves. Iot's very presence was like being buried beneath the ocean. His ship began to crack beneath it, but Garp was only focused on protecting his grandson at that moment.
And it was a good thing too as this...thing, turned it's attention to the massive red line, and it's giant arms reached forward. Then a hurricane of force swirled about its hands until it formed a very very very big compressed sword of wind.
"Dragon...what have you created?" he said, staring in horror at that monstrosity as he picked up its sword of wind and pulled back, and upon realized what the titan like creature was going to do Garp's eyes widened in horror.
However, before he could do anything else, he heard a whisper among the winds.
'Take care of Luffy, father. Raise him, protect him, let him grow to become a better man than you or I.'
And that was the last thing Garp heard before he and Luffy were swept up in a tornado and carried away just as the titan swung down upon the Red Line.
And the world went white to Garp.

The first thing Monkey D. Garp felt upon waking up to the land of the living was his body lying down on a mattress of sorts. A thin sheet thrown over him and a pillow tucked softly under his head. His marine clothes were gone, and bandages were wrapped around most of his body. He opened his eyes slowly and he quietly took in his surroundings, and what he saw was somewhat familiar.
Then it slowly dawned on him. The smell of liquor and grilled meat in the air, the cheerful atmosphere, the sound of wind rustling palm trees.
He knew this place.
And his muddled thoughts cleared up when he heard a familiar sound of a village girl he'd come to know through her parents.
"Mr. Garp wasn't incredibly injured, Mayor, but from the way we found him he was thrown quite a distance from that freak storm. Luckily enough, his body broke most of the fall." the girl had said to which an older man grunted in response.
"As expected, Garp has always had an incredibly strong body. Not even being thrown from a natural disaster will do much to him. A couple of broken ribs and a dislocated shoulder only show he's getting on in age." he said in response as their steps got closer to his room.
"What I find to be incredibly strange was the baby he held so close to him. The boy wasn't even injured by it."
Baby...?
...Wait
'Luffy!'
Garp's eyes widened in alarm and he jumped out of bed. He looked around everywhere, but he didn't hide nor hair of his grandson. His alarm grew by the second when he couldn't sense him through his observation.
Then the door to his room opened.
"Ah! I see you're awake!" Garp jumped around to see the owner of the voice being a young girl with green hair and brown eyes, and beside her he saw an older man of whom he knew all too well.
"Makino...Woop Slap? Where, no wait. Where is that baby I had with me? Where is my grandson?!" he shouted. Makino stepped back in shock from Garp's mental state, but the mayor stepped forward to the window of Garps room.
"If you mean that little boy you had with you, do you mean to say...this..." he said before pulling the blinds to reveal Foosha Village in all it's glory.
And right there, at the center of the village, a monkey tailed newborn, was Monkey D. Luffy. Happily giggling while he ripped out two fully grown palm trees from the ground and started slapping them together as if they were nothing more than sticks.
Woop Slap looked from the boy who was being surrounded by amazed villagers and back to a shocked Garp with a raised eyebrow.
''….is your Grandson?"

Garp could only say one thing that could summarize the situation he was in at that moment.
"...Shit."
