Chiyo of Suna was no less of a seal master than Minato Namikaze of Konoha. The very title of seal master required an arduous journey ultimately culminating in the creation of an unique seal with devastating properties. Minato Namikaze while a prodigy, becoming a seal master in less than a decade with his famed Hiriashin technique, was not at all a better creator of seals than Chiyo was. Chiyo of Suna's Lion Closing Roar seal was by no means any less impressive than the Hiraishin, capable of sealing all 361 tenketsu of the target shinobi.

Jiraiya of the Sannin would only realize this fact when he checked up on Gaara's seal in an attempt to allow the exhausted Kazekage a chance to finally rest after years of being fearful of falling asleep. When Jiriaya finally checked up on Gaara's seal, he realized that Gaara's seal was literally perfect in every aspect, a perfect seal for containing the Ichibi and minimizing the effects of the Ichibi upon the container. The only difference between Gaara's and Naruto's seal was the presence of the Shinigami powering Naruto's seal, allowing the seal to contain the much more powerful Kyuubi. So why was Gaara always being tormented Jiraiya wondered, incapable of falling asleep without the insane mutterings of the Ichibi's endlessly echoing throughout the night. When Jiraiya finally voiced this thought out to both Naruto and Gaara, the confusedly bemused look that Naruto gave him before dragging Gaara out to enjoy some ramen stopped those thoughts in their track.

Jiraiya of the Sannin would never be able to work up the courage to ask his apprentice just what exactly he saw in his dreams every night.
