Alright. Chapter two of part two. For Shepard's cloak, think a black version of Master Chief's cloak from Halo 5
Also, Executor of C-Sec Chellick's first name is Declan.
"Shepard. I'd heard the Alliance wanted you on Earth, what are you doing here?"
"Running. I need as much fuel as you can get me."
"Hah! I like the attitude Shepard, but we don't have the resources to-"
"I know what resources you have. I've transferred a few million credits to you accounts. Use them to rebuild the krogan or build a solid gold throne, I don't care. And I'll also need a gunship. One big enough to pass through the relays."
Wrex stared down Shepard for a few seconds before he scoffed, "You are one special kind of crazy Shepard."
"Is that a no?"
"For this many credits I can get a serious jump on krogan infrastructure. You have a deal."
Shepard grinned. "Also, Tuchankan communications aren't monitored. I need to call Zaeed Massani. And how much is that coat?"
Wrex grinned and mock-bowed, "As you wish, my liege."
Shepard stood on the Citadel, walking up the Council chambers. The krogan cloak was about his size, just short enough to go down to his ankles, while being big enough to cover him in entirety while he had his armor on underneath. The hood was down for now, no reason for it here.
"Commander Shepard," the asari councilor greeted. "You have new information for us on the Reapers?"
"I do." He tapped on his omni-tool and played a clip. "This was recovered and compiled from several suit cameras. It is footage of the Collectors," he changed the video, "footage of a Reaper being created from liquified humans," Udina definitely cringed at that, but the others were too desensitized by years of work. "And here," he changed the video again, "is evidence that the geth were compelled by the Reapers." It was one of Legion's conversations, recovered from the security cameras aboard the Normandy. "Finally, this is a conversation with an actual Reaper. Its name is Harbinger." He pulled up a video from the Project Arrival asteroid.
The councilors carefully analyzed the videos provided to them, finding them sent to their own omni-tools, before the turian councilor responded, "You've given us much to think about while you are in custody, Shepard."
Shepard, through his helmet, made a mock-surprised face. "What? Not even a consideration to the ludicrous quantity of evidence I gave you?"
The asari councilor answered him, "We're sorry, Shepard, but the fact of the matter is none of this is credible."
Again, Shepard pantomimed surprise, "But why?"
The salarian councilor stepped in, "Between working with Cerberus, being sighted with geth, and what happened in the Bahak system, we can no longer take any of the evidence you submit to be factual until it is verified."
Shepard nodded, "Alright. I knew that was coming. Just let me leave the Citadel and I'll be on my way to jail."
Several C-Sec guards stepped forward to correlate with Udina's comment, "Shepard, Citadel Security will be escorting you to an Alliance transport shuttle. The Normandy arriving at Earth without you was already a bad surprise, we are not going to allow you to gallivant off to whatever you please. You have to take responsibility for your actions."
Shepard nodded, "Believe it or not, I knew that was coming too. That's why I brought along some friends."
A few moments of silence passed, one of the C-Sec guards pulled his assault rifle and casually aimed it at Shepard, clearly a threat, not an attempt to kill him.
Shepard's voice turned annoyed, "Fucking mercenaries. Always late."
The asari councilor responded with confusion, "Mercenaries?"
"Yes! Mercenaries! I-"
Several dozen flying cars smashed through the window to the Citadel chambers, throwing glass everywhere. They landed quickly and various humans, a few krogan, some vorcha, and batarians all poured out, all sporting colors of the Blue Suns, the Eclipse, or the Blood Pack. They began firing concussive rounds at the guards, subduing them, as per Shepard's orders.
Shepard nonchalantly picked up two assault rifles from the guards that had stood beside him and strode casually towards one of the cars. The door opened.
"Goddamn, Shepard, if the pay wasn't so good none of us would be here. This is suicide!" Shepard got in the back seat and the door closed, the car flying through the hole in the window as the mercenaries fired a few more rounds and individually begin to get back in their cars and follow Shepard and Zaeed.
"I'm well aware of that."
"Jesus Christ, what the hell was the point of that goddamn stunt anyway?"
"I had to try. There was always the possibility the Council might listen to reason. But I knew it would come to this. Your men didn't kill anybody, did they?"
"No, no. Like you said, concussive rounds only. We didn't hit any civilians either, just the C-Sec guards."
Shepard nodded. "Drop me off before they have a chance to figure out what just happened."
The car lowered itself into an ally as the other merc cars continued to fly off, all going to their ships to escape the system. A small team had taken care of the mass relay, making sure it wasn't locked down and the escape would go as planned.
Shepard got into his gunship. If he hadn't been a Spectre, he never would've been able to bring this thing into the Citadel. But on the other hand, it would serve as his base of commands for the next few months. As he began to power it up for lift off he said a few last words, "Zaeed, make sure everybody gets away clean, get them out of the system-preferably into the Terminus systems-and for the love of god don't get caught."
Zaeed laughed, "I've been doing this since before you were born Shepard. Nothing this high-profile, but still. I'll handle it."
Shepard nodded and opened his comms frequency, "Hey DECLAN! Come and get me! Transmitting my coordinates now ya little BIATCH!"
This is why he'd pissed off Declan by blatantly breaking into his office a few months ago. He just figured it would be the Council after him, not the Alliance. Declan was emotionally compromised. He would send all his forces after Shepard, if they weren't doing that already. That would allow everybody else to get away, and there wouldn't be anybody in custody. That could prove problematic.
He took off, evading C-Sec gunships until Zaeed gave him the all clear. Everybody had got away. He turned his gunship around, firing off a few warning rounds, and flying off towards the mass effect relay. The moment he hit the relay, he rocketed away to another system. When he arrived, he programmed his destination in and hit that relay, getting ever closer to his destination: Omega.
