Richter
Author note: I changed a few details about Richter. I'll explain later.
...
...Yet another bright and sunny day in little KokauaTown…one that Ms. Hasigawa was spending watering her fruits. Lilo, Stitch walked up to her fruit stand, Stitch's cousin "Droplet" hovering overhead as they sauntered over to the old woman.
"Excuse me, Misses Hasigawa." Lilo said kindly, cheerily waving at the old woman.
"Aloha, Lilo!" The tiny old woman said. "Whatever can I do for you?"
"We-e-l-l-l…we were wondering if you could use someone who likes to make water." Lilo said carefully.
"Makes water?" Hawaigawa asked perplexed, scratching her head as Lilo pointed to Droplet.
"This is Droplet." She explained. "He's an alien that has the power to make rain!"
"WELL! That IS an interesting creature…" The older woman said. "But how can it control the rain? That doesn't seem possible…"
"He can." Lilo insisted. "Let us prove it."
Hasigawa looked skeptically at Lilo, an eyebrow raised up before she shrugged. "OK, you can try. Go ahead."
"OK, cousin." Stitch called out to his flying cousin. "Do it."
The manta-like creature soured towards a fruit stand. It flew into a circle, creating a small raincloud, which started to lightly shower the fruit as Miss Hasigawa gasped. "Oh my Aunt Betty!" She exclaimed.
"He needs a home, though." Lilo explained. "Since you like watering stuff, maybe you can take him in? Even though he is different?"
Droplet stopped circling and hovered five feet in the air, and looked down on Miss Hasigawa as the raincloud dispersed. Miss Hasigawa eyed the strange creature in wonder. "OK, he can stay with me." She said. "It would really make things easier around here."
"Mahalo plenty, Miss Hasigawa ." Lilo said in relief.
"Ih! Takka, Hasigawa." Stitch concurred.
"Droplet likes fruits, health drinks and herbs." Lilo said. "Please take good care of him."
"I will dearie." The elder woman assured Lilo, smiling kindly at her as Lilo waved goodbye to Droplet.
"Good bye Droplet." Lilo said. "Keep things damp."
Droplet flew in a circle as if trying to say thank you, then he hovered over his new master and let out a purr of delight.
"Well it's nice to have you around Droplet!" Miss Hasigawa said cheerfully. "Please start keeping my stands moist." She asked of him as Droplet complied, enjoying his new purpose.
"Well that's taken care of!" Lilo said. "Now we focus on another cousin."
"Ih." Stitch agreed.

...On a faraway planet; a building stood taller than all others as if seeking to stab into the heavens like a giant sword. Deep inside one of its largest rooms with elaborate alien tapestries on the wall, with an aquarium filled with exotic creatures swimming within, sitting at the far back by an enormous desk was an unusual alien. He sat behind a huge desk with a computer and intercom, waiting upon a call, a flickering light indicating his awaited caller was finally reaching him. The medium-sized, slightly stocky alien smiled a bit, his black robe, open at the front with green trousers and shirt; his huge face had four eyes with two thick dark eyebrows, dark hair cut-short with silver streaking the sides of his head.
BEEEP! BEEEEEP!
The alien clicked a button. "Am I to take it he's here?"
"Yes, "Lord Kad." A voice said over the intercom. "Draco has arrived, and is waiting for you."
"Send him in." Kad said in a deep gruff voice as the doors opened and an alien of Kad's species entered. Muscular in tone with white, loose fitting trousers, and a white tunic to match; his face was lean, with spiky purple hair as he gave his father a curt bow.
"Greetings, Draco!" Lord Kad said. "I'm glad you've finally arrived."
"Greetings, father. You said in your message that you have another assignment for me?"
"Yes…" Draco's father said. "You've been successful in organizing operations my son. Now I have a new mission that shouldn't be very difficult."
"I'm listening, father." Draco said.
"First tell me. What do you know of Dr. Jumba Jookiba?" Lord Kad inquired of his son.
"He was a renowned scientist of Galaxy Defense Industries." Draco said. "Then he was arrest and exiled to Earth for illegal genetic experimentations."
"That's correct!" Draco's father said approvingly. "Did you know he created 626 experiments?"
"I did hear of it." Draco confirmed. "They were sentenced to a backwater planet called Earth for rehabilitation by some humanoids, if I remember correctly."
"Exactly." Kad confirmed. "I want you to capture the ones that are still dehydrated and stored away, so my scientists can study their DNA." Draco's father then handed him a data pad. "This data pad has facts about what you'll probably face but it shouldn't be a problem."
"How soon do you wish for me to start father." Draco said.
"Immediately…" His father said softly.
THE PELEKAI HOUSEHOLD...
Jumba was in a shed, working on a Dune Buggy whilst a wrecked vehicle of unusual origin lay nearby. Lilo and Stitch entered the shed, Stitch raising a nonexistent eyebrow up. "Jumba?" Stitch exclaimed.
"Wha-" Jumba explained. "Oh, Stitch, little girl it's you."
Stitch eyed the wrecked vehicle in disbelief. That wreck was a car size cruiser! And not just any cruiser, but a Federation Police cruiser.
"Jumba, what are you doing?" Lilo asked. "And where did that come from?" Pointing at the wreck.
"Jumba is modifying primitive Earth vehicle..." Jumba remarked, glancing at the wreck. "Well, you remember the police cruiser Stitch took on his way the Earth?" Jumba said.
"The RED one?" Stitch said, his memory returned to that intense moment.
"Yes,." Jumba chuckled. "I found the remains yesterday and had it taken here. It's too damaged to be fixed. I'm attempting to salvage parts and incorporate them into this Dune Buggy."
"Oooh!" Stitch murmured, excited at the prospect. "Mega Bootifa!"
"That IS cool!" Lilo said. "But Jumba, can we repurpose a new cousin now?"
"Ih." Stitch agreed.
"OK, OK." Jumba said. "I'll postpone project and we'll get started on experiment." He decided him, Lilo, Stitch and exiting the shed.

...Lilo, Stitch and Jumba entered Jumba's laboratory, Jumba heading over to the supercomputer and activating it as Lilo put her hands on her hips.
"Remember Jumba." Lilo said. "We're doing a hard one today!"
"Yes." Jumba said, accessing the Experiment Index. "I guess the Elemental series is quite hard." He clicked a button and an image appeared of a "cousin" with a bulky body and legs, and a hug tail with a triangle shape at the end. He had dark purple skin, with light purple belly; he had a round face, with a wide mouth, round nose, black eyes, short ears, and single horn on his head; and thick spikes down his back, the Numbers 553 were near the icon.
"Experiment 5-5-3." The computer said. "Primary function: geological disruption."
"Geological disruption?" Lilo asked.
"He is earthquake maker." Jumba explained. "He is programmed to seek means of getting underground. Once there, he smashes interior, triggering tremors, and possibly a very big evil earthquake. Hah, ha, ha, ha!" He laughed maniacally then cleared his throat. "Sorry. Jumba got caught in the moment."
"Buta woulda cage be strong enough hold cousin?" Stitch asked skeptically.
"OHHH no, no!" Jumba said. "He is very strong." His four eyes focused on Stitch, "Perhaps stronger then you. Plus he has telekinetic connection to geological elements!"
Stitch pouted at this, arms folding across his chest with a "harrumph". "No don't feel bad Stitch." Lilo said. "You're good at other stuff."
"Quite so." Jumba said. "True 5-5-3 is stronger then you. But your have advance vision, super brainpower, and agility is greater then his!"
"Ooooooh!" Stitch said flattered.
Then Lilo changed the subject. "So how do we activate this cousin if he is too strong?" She asked.
"Luckily, I built this." Jumba took out a device that resembled a collar, waving it in the air as Lilo raised an eyebrow up in skepticism.
"Collar?" She asked Jumba.
"An inhibitor collar." Jumba corrected with a grin. "It has the power to neutralize a Genetic Experiment's power. Here Stitch, try it on." He said, handing Stitch the collar.
Stitch scowled at the collar, but he put it on. The collar hummed and Stitch suddenly felt strange, like a great weakness had taken him, though he was strong enough to stand and walk. "Oooooh. Meega feel sick…"
"Stitch, are you alright?" Lilo asked.
"Well Stitch, give us a demonstration." Jumba said. "Show little girl that your now her equal."
Stitch turned to Lilo. They both grabbed each-other's hands and pushed against each-other. Though Stitch gave his best, Lilo was actually pushing him back.
"Wow Stitch." Lilo exclaimed. "I'm as strong as you now!"
"Negative." Jumba said. "As long as he wearing that collar he is as strong as YOU."
Stitch pouted. "Now taka this offa!" He growled, gesturing to the collar with an annoyed glint in his eyes.
Jumba chuckled as he took out a remote and pressed a button on it, the deactivated the collar fell off Stitch's neck. Stitch sighed in relief as he felt his strength returned.
"Now this won't be easy." Jumba warned everyone. "We can't put the collar on without activating first, so we should probably do it outside or he will wreck the ship."
"But how are we supposed to put it on him after he is activated?" Lilo asked.
"We'll have to risk it." Jumba said. "But I think Stitch can put the collar on one of his predecessors."
"Oki taka." Stitch said with a firm nod.
OUTSIDE THE SHIP...
Lilo and the others stood together. Jumba held a cup in one hand and the other hand he held. "Ready Stitch?" He asked.
"Ih." Stitch said, holding the collar in his paws.
Jumba took the pod and put it on the ground. Then he poured water on top of the pod. Everyone grew tense as the pod glowed and grew and Experiment 5-5-3 appeared. The creature swung his tail on the ground, causing a slight vibration.
"Now, Stitch!" Lilo shouted.
Stitch ran at 5-5-3 and jumped on his back. But unfortunately, 5-5-3 grunted and swung his tail on Stitch, dazing him with a THWKKA-THRUNK sound.
"Stitch!" Lilo exclaimed in horror as Stitch fell off 5-5-3's back and flopped to the ground.
5-5-3 snorted derisively and then ran as fast as his thick legs would carry him. Stitch groaned, and saw 5-5-3 running for it. Muttering angrily, Stitch clutched the collar and ran after 5-5-3.
Thinking fast, he grabbed a rock and threw it at 5-5-3, hitting him. 5-5-3 turned and growled at Stitch, fury in his eyes. Stich posed for battle as 5-5-3 eyed Stitch, body tense with anger. Stitch gestured 5-5-3 to make his first move. 5-5-3 grunted and charged at Stitch. Stitch waited as the bulky cousin, and then swung a fist into 5-5-3's face and swung the collar on his neck. 5-5-3 grunted, disorientated by a strange feeling.
"You got him, Stitch." Lilo exclaimed excitedly.
5-5-3 growled at Stitch and tried to jump on him, throwing his weight on top of him. But Stitch didn't collapse as 5-5-3 tried to leap on top of him, unfazed by the heavy creature that was standing on his chest. 5-5-3 was puzzled…until he realized his strength was gone, panicking and letting out a yelp, turning to run…only for Stitch to hold him in place. 5-5-3 grunted as he tried to pull himself from Stitch's strong grip without success.
"NOW you got him Stitch!" Lilo exclaimed excitedly. 5-5-3 finally stopped his struggles, and slumped in defeat. Stitch let go of his cousin. 5-5-3 trembled in fear at his captors. "It's OK, we won't hurt you." Lilo tenderly assured the experiment. "I'm Lilo! And this is your cousin, Stitch." She informed him as she gestured to Stitch.
"Hiiii." Stitch said in his rough voice, waving at his cousin.
"And you know your creator, Jumba, right?" Lilo gestured to Jumba.
"Ah, 5-5-3!" Jumba said. "Has been a long time."
5-5-3 grunted, scratching at the collar on his neck. "HRMPH."
"Sorry, cousin." Lilo said. "Till we turn you from bad to good, you have to wear that collar."
5-5-3 muttered something in an alien language, glancing off to the side.
"Jumba is sorry, 5-5-3." Jumba said. "But we can't have you going around wreaking havoc."
In response to this, 5-5-3 yelled something in his alien language, Jumba looking slightly flustered. "Yes, I know that's your reason for being…" Jumba admitted. "But little girl says evil is bad."
5-5-3 sulked to the ground, despondent. Lilo went over to him. "It's OK." Lilo said, touching his head. "We'll find a new purpose for you. But first…you need a name."
5-5-3 looked up at Lilo, puzzled. Then he rasped something alien.
"I think I know what you said, but trust me, a name is better than a number." Lilo said. "You're not just a genetic experiment. You are Ohana. Family. And family means no one gets left behind or forgotten."
5-5-3 blinked, puzzled by this concept.
"Now for a name." Lilo said, ponderous.
"How about a Richter? After the Richter scale you Earthlings use to measure earthquakes?" Jumba suggested.
"That's a great name." Lilo said. "Your name shall be Richter."
Richter grew thoughtful. Something about having a name was...unique.
...
...Pleakley was watching TV in the living room. The door opened and Lilo, Stitch, Jumba and Richter entered. "Hey gu- AAAH!" Pleakley exclaimed when he saw Richter. "What is that monster doing in here!?" He asked, his singular eye bugging out.
"His name is Richter!" Lilo explained. "He's an Earthquake maker. We're showing him around."
"And is he good yet?" Pleakley asked skeptically. "I mean he isn't going to destroy the house or anything, RIGHT?"
"This collar suppresses his powers. Jumba explained. "He won't be destroying anything." Richter suddenly groaned unhappily.
"Of course." Jumba added thoughtfully. "If his collar should malfunction, he could get lose and cause all sorts of havoc. Good, no?" He ginned deviously.
"No it's NOT good!" Pleakley retorted. "In fact it's very BAD! B-A-D baaaad!" The cycloptic alien snapped, tossing a pillow at Jumba's face with a "THWUMP".
Jumba glowered slightly, while Richter laughing at this with deep bellows.
"Pleakley's right, Jumba," Lilo said, "Evil and destruction are bad!"
"It's just a thought." Jumba said innocently, before he resumed his glare at Pleakley. "I will get you when you're asleep" He said.
Pleakley gulped, deciding he'd have to wear a hard hat for a few days. Just in case.
"Oki taka." Stitch said, looking at Richter. "This is living room." He pointed. "And that TV."
Richter turned and found the screen interesting. "Meega wat TV?" He rasped.
"Ohhhh no! No, no, no, no, no!" Pleakley started. "I'm using the TV! It's mine!"
Richter grunted irritably, knowing that he was powerless. "Come on Pleakley." Lilo said. "You use it every day anyway."
"But if HE uses it, I won't be using it!" Pleakley complained…before Richter growled and tried to run at Pleakley and swung around with his tail raised.
"AAAH!" Pleakley screamed as Richter's tail struck him in the leg. "OWIE! That…that really hurt!" He exclaimed, rubbing one of his three legs.
"Noodle man is lucky collar suppress experiment's power." Jumba said cleverly. "Otherwise hurt be least of problems."
"Richter, we don't hit people." Lilo rebuked Richoter as the cousin groaned unhappily.
Stitch glared at Pleakley. "Giva cousin a turn." He growled. "Or STITCH might hit."
"OK, OK!" Pleakley said. "Just keep that monster away from me." He turned and left in a huff as Richter took a seat on the couch, taking the remote and changed the channel over and over; chuckling at the different stuff he saw…then stopped.
Lilo, Stitch and Jumba looked at the show Richter had settled for. It was ironically, Godzilla". The scene featured hundreds people running away from the big, giant monster that was making the city quake with every step. "
"Eh-heh-heh-heh…" Richter chuckled with amusement.
Lilo, Stitch and Jumba threw worried glances at each-other.

...Draco was sitting in his chambers reading the data pad his father gave him. Suddenly, his intercom beeped. Draco sighed and clicked a button; the face of another alien of his race appearing on the viewing screen. "Lord Draco, we have arrived." He said.
"Thank you." Draco said, getting up and heading to the command center. Reaching it, he looked passed the crew…most of them of his own species, of course…and looked out the window of the ship. Up ahead was planet Earth. "Where do you wish us to land sir?" A pilot asked of the commander.
Draco clicked a button on a remote and a hologram of the island they were headed for appeared. He pondered this for a few moments. "Land in these mountains on this island." Draco said pointing to an aria. "We shouldn't attract attention there."
"Yes sir." The pilot said.
"After landing." Draco said "Secure the aria. I have some more planning to do."

...It was dark out by the time Nani Pelekai drove her car into the driveway. She had got home late. Exiting her car, she went up the stairs and entered the doorway, calling out "Guys, I'm home!"
Dinner is ready, Nani." Pleakley called out. "And we've almost finished it."
Nani turned and entered the kitchen and froze. At the two tables were Pleakley, Jumba, Lilo, Stitch, Bright Eyes, Rueben, Shifter, Droplet, Sandy, and a new creature with a collar.
"Lilo, uh…who is this?" She asked, gesturing to Richter.
"That's Richter." Lilo answered. "We activated him today."
"Oh by the way, Nani, we're almost out of food." Pleakley interjected. "You should go shopping soon."
Nani groaned. "Lilo, you need to postpone activating experiments for a while." She said wearily.
"But they're family!" Lilo pouted.
"Yes, but I can't afford to feed several people every night." Nani said, throwing everyone a glare, arms folded across her chest. "UNLESS someone wants to get a job and help me with the bills."
"Don't worry, friend." Rueben interjected. "I may not have shared my earnings with you but I have invested them wisely. In a day or so, I'll get my own apartment and my cousins can move in with me." He threw them a glare too. "You guys will help support it, right?"
A murmur went up from the other cousins.
"OK, let's just have dinner and try to relax." Nani said as calmly as she could. "But Lilo, can you please wait till they find their own homes before activating anymore?"
"OK, Nani." Lilo conceded with a sigh.
Nani took her seat. She had said grace and looked at the food. Unfortunately there wasn't much left save for a few drops of soup in a several bowls and crumbs of bread. She threw a glare at everyone.
"Sorry Nani." Pleakley apologized. "I didn't have anything to make a complete meal and everyone has big stomachs! Especially Jumba."
"HEY." Jumba retorted irritably.
Nani groaned. "I'll just find something myself." She said irritably as she went over to the snack cabinets as suspense surrounded everyone at the tables. Lilo and Stitch threw guilty glances at each-other.
"We really have to postpone activating cousins for a while." She suggested.
"Ih." Stitch agreed.
...
...The elevator took Lilo, Stitch and Richter to the highest room. "You'll sleep up here with us tonight." Lilo said.
Stitch took out some blankets from and a pillow and put them in a basket. "You sleep here, cousin." Stitch told Richter.
Richter grunted as he climbed on top of the basket and relaxed as Lilo and Stitch glanced at each-other. "I think he likes it." She told Stitch as Richter slumbered away in the bed.
...
Meanwhile, a ship had landed in the mountain areas. Inside it, Draco looked at four members of his crew. They were of his race, clad in dark uniforms with helmets and armed to the teeth guns.
"You know your assignment?" Draco said to his men.
"Yes, sir." The leader said.
"Then go." He ordered, "Do what must be done, for we have MUCH to do."
Earth (Early the next Morning)
The sun started to rise. Light started to come in through the window in Lilo's room. Richter yawned as he woke up, grunting painfully when he felt a cramp in his neck. He tried to rub it, and felt a metallic object wrapped around it. He tried to rip it off, but couldn't. Then it came rushing back, the collar, his lost powers and this...training to be good. He grunted unhappily.
"Huh?" Stitch exclaimed as he woke up. He looked over at Richter. "Good morning, cousin!" He said.
Richter grunted impatiently.
Stitch looked thoughtful. "You unhappata?" He asked sympathetically.
"Ih." Richter confirmed, scratching at his collar as his cousin.
Stitch looked sympathetically at his cousin.
"Hey, guys…" Lilo groaned as she lay in her bed. "I'm trying to sleep, y'know?"
"It IS morning, Lilo." Stitch said.
"Just a few more minutes..." Lilo sighed.
...
...Nani, Jumba, Pleakley, Rueben and Sandy were at the tables, eating breakfast. "OK guys, I have things that need to be done today." Nani said. "Pleakley, I need you to go grocery shopping. Here's the list."
"Got it." Pleakley said dutifully, giving her a nod.
"Jumba, I need you to-"
"No can do." Jumba cut her off. "I'm still working on that car."
Everyone stared at Jumba in surprise. "WHAT car?" Pleakley asked.
"Ih, gaba?" Sandy asked.
"I'm giving a dune buggy a makeover." Jumba asked.
"Makeover?" Pleakley asked.
"Make it more advance then these primitive vehicles Earth has." Jumba said. "Its good pastime."
"How did you get this Dune buggy?" Nani asked suspiciously, raising an eyebrow up in the air.
"I did part-time job for a businessman." Jumba said. "Was a good deal!"
Nani sighed. "I know you guys got jobs." She commented to Reuben and Sandy.
"Well that's something we have in common." Reuben said with a nod.
"Ih." Sandy agreed.
Bright Eyes, and Shifter entered the room.
"Gooda morning." Shifter said.
"Heya, cuz!" Rueben called out as Bright Eyes and Shifter walked into the kitchen to find something to eat.
Meanwhile, it was quiet outdoors. Droplet was flying around, enjoying the breeze. He would prefer to make it rain, but he knew it was wrong to use his powers without good reason. He then soured over to Jumba and Pleakley's ship before he noticed something. Flying towards the ship's hull, he clung to it like a bat and looked down with dark eyes.
Four beings were exiting the ship. They were of Jumba's species, but thinner, and looked like professionals, one of them holding a large case. They all headed in one direction. Droplet grew tense, soaring up into the air and heading for the house.

...Lilo, Stitch and Richter entered the kitchen. "Hey guys! Good morning!" Lilo called out. Everyone present greeted them with cheery smiles as she grinned back. "Where are Rueben, Jumba and Nani?" Lilo asked.
"Nani and Reuben lefta early." Sandy said. "Jumba went to do that project of his."
"That's unusual!" Lilo commented. Suddenly Droplet flew into the kitchen and started flying around, chirping frantically. "Droplet, what's wrong?" Lilo asked puzzled.
Droplet landed on a table, and reared up like a snake, his flapping his finlike wings anxiously.
"Whadda cousin trying to say?" Stitch asked.
Droplet grew frustrated and gestured in a direction. Then flew towards the door and back again.
"You want us to follow you outside?" Pleakley asked.
Droplet landed on the table again and nodded his small head. "I think he sada "yes"." Shifter said as Droplet flew around the door till it was opened by Pleakley, then he flew out followed by the others. Everyone followed the tiny rain maker who led them to the spaceship. The door was opened.
"The door's open?!" Lilo exclaimed.
"Gaba if neeka?" Sandy asked.
Stitch sniffed the door and froze. "Intruders." He exclaimed in shock.
"Intruders?" Pleakley gasped in fear.
"They must have stolen the cousins!" Lilo exclaimed. "Stitch can you find them?"
Stitch sniffed at the air. "Ih."
"You all go after them!" Lilo instructed the Cousins. "I'll get my suit and follow after."
"Yeah, you all do that." Pleakley said, stepping away. "I'LL go clean the house or something." He remarked, holding his hands up, the experiments all groaning and heading towards the woods, while Lilo ran into the ship.

...Lilo finished zipping her enhancer suit. Then she grabbed a helmet and put it on her head.
She took a dramatic pause, her eyes narrowed. "Lets Rock-A-Hula!" She declared before exiting the ship.
...
The thieving aliens ran through the woods. Their leader held the container while the others had their weapons ready.
They then came to a clearing where their ship was laying. "Let's go, people." He ordered his minions. One of the aliens turned his head. "Sir, we got trouble!" He exclaimed.
The leader turned and saw several creatures chasing after them and gaining. "Jumba's mongrels! Hold them off!" He ordered as the armed aliens started firing rapidly at the cousins.
"Loka out!" Stitch ordered everyone.
The experiments zigzagged as laser beams flew around them. Sandy grew rock hard, the shots chipped her skin, she grunted in pain. Bright Eyes ran like a cat, dodging the shots, but unable to get a clear shot of her own. Shifter had already morphed into his muscle form and charged. Richter grunted as a shot struck him in the neck. He recovered instantly as the broken inhibitor collar fell off his neck, his strength returned. He grinned.
"I'll slash and gnash you!" Shifter roared as he charged at them, enemy fire causing him to stagger.
Then a pair of lasers struck one of the aliens, causing him to fall. Bright Eyes came charging, firing another pair of laser beams at the aliens as Stitch and Sandy came up and bashed the other criminals.
In the window of a ship, Draco watched his strike force get taken down as if they were amateurs. He turned to his crew. "Get us out of here!" He ordered.
"You're leaving our men?" One of the crew asked.
"They're beyond saving." Draco retorted. "Get us out, that's an order!"
"Yes, sir." The crew confirmed, setting the ship to take off.
Meanwhile the alien thieves were soon defeated and surrounded by Stitch and the others, Shifter was breathing deeply as if ready to crush their fallen enemies if they should try anything. There was a rumble, surprising everyone. "Huh?" Stitch exclaimed as the alien ship took off into the air and went into the sky.
Suddenly Lilo came running up; her enhancer suit enhanced her physical body.
"Stitch!" She exclaimed as she caught up with the others. "The Cousins!"
"Cousins righta here, Lilo." Stitch explained, gesturing to the canister. "We got them in time."
Lilo looked at their captured foes. "Who are you?" Lilo demanded. "Talk!"
The thugs glared at Lilo. Then one spoke. "It's just a job." He said simply.
Stitch growled softly. "What will you do with us?" Another asked uneasily.
"Call the Federation." Lilo said. "I'm sure they'll ground you for a long time."
The criminals glowered at this impudent child. Lilo and Stitch turned and took off, while Sandy looked at the others and spoke to them in alien language, directing them to move the prisoners back at the ship.
"Ih." The others said, nodding in agreement.
...
...The felons were sitting in a clearing, scowling with Sandy, Shifter Hammerface and Bright Eyes stood watching them intensely. Lilo and Stitch exited the Ship. "The Federation police are on their way." Lilo said. "They'll take these stinky heads to jail." She remarked as one of the felons groaned.
Shifter then looked around puzzled. "Where is Richter?" He asked perplexity.
Everyone looked around startled. "Where is he?" Lilo exclaimed.
"Lasta time I saw him, he wasa with us on the hill." Stitch said muttered. "Cousin's collar damaged during fight!"
"He must have run off after we took out these guys." Lilo guessed. "Jumba said he causes earthquakes if he gets underground. We got to find him before he shakes up the island."
"What about them?" Shifter asked.
"You guys guard them till the Federation arrives." Lilo said. "Stitch and I will go after him."
" Ih." The cousins agreed at once with a firm nod.
"We better get Jumba, Stitch." Lilo said.
"Ih." Stitch agreed.
...
And where WAS Jumba? He was, of course, in the shack, working, and working on the Dune Buggy.
"Jumba!" Lilo's voice rang out, Jumba leaping slightly in the air in surprise.
"Aah!" He yelped out as Lilo and Stitch came up to him. "What is it, little girl?"
"Jumba, Richter escaped." Lilo said desperately.
"What?" Jumba exclaimed in surprise. "You didn't take his collar off did you?"
"It wasn't our fault." Lilo stated. "Some stupid-heads tried to steal the cousins."
"Someone's trying to steal my experiments?" Jumba asked.
"We gotta them." Stitch assured his Creator.
"But Richter must have gotten his collar broken during the fight..." Lilo said, nervously biting her lip.
Jumba sighed. "And his programming compelled him to escape." He predicted. "We better find him."
"But how will we find him?" Lilo asked.
"We'll use our car." Jumba said, gesturing to the Dune Buggy he had been working on. "But we'll need equipment to go after 5-5-3."
...
...Outside the space ship, Lilo and Stitch put arms loads stuff in the back of the buggy. Jumba was behind them. "Jumba?" Lilo said. "When we find Richter, how will we contain him?"
"Luckily, I have this." Jumba said, holding out an inhibitor collar.
"You have two?" Lilo asked in surprise.
"Correction, I HAD two." Jumba said. "Now Jumba has ONE. I should probably make a supply of them in case." Stitch and Lilo glanced at each-other before Lilo climbed into the front bench seat, while Stitch climbed into the driver seat. "Uh, uh, uh!" Jumba said. "You go into back, I drive."
"Naga!" Stitch said, holding out his paw. "Giva me keys."
"I remodeled it." Jumba retorts. "Jumba decides who drives and I decide that I'M driving."
"Grrrh." Stitch growled softly.
"Guys, we got a cousin to catch!" Lilo interjected. "Jumba, can't Stitch drive? I mean you did make him smart enough to."
"Yeah but-" Jumba hesitated. "Oh FINE!" Scowling, he handing Stitch the keys. "I'll sit in back."
Stitch grew excited. "Oh, yeah, yeah!" He muttered as he put the keys in the ignition. Jumba got into the back, sulking. With a rumble, Stitch had the craft hover a foot off the ground and drove down the street, towards town, but turned and drove a different road.
"So how do we find Richter, Jumba?" Lilo asked.
"Well that shouldn't be too hard." Jumba said, pointing to the front. "Access the scanner on the front." Stitch clicked a button on a small dashboard, and the small monitor next to console came on. A red dot flashed on the screen. "The red dot is us." Jumba explained. "You need to instruct the scanner to look for 5-5-3's signature." Stitch muttered something unintelligent and typed some keys. Then the screen beeped. "Scanner can't over more then a courter of a mile." Jumba said. "So we'll have to travel till we can pick up 5-5-3's signal."
Stitch groaned as he gave turned a corner. "So how we find him?" He growled.
"Head to rocky region." Jumba explained. "That will be likely destination."
Suddenly there was a rumble and the ground shook, a tree fell in right in front of them. Stitch swerved, missing the tree by a foot.
"Sounds like 5-5-3 couldn't wait!" Jumba said.
"We got to find him fast." Lilo exclaimed.
Stitch speeded up as he drove towards the mountain areas.

...Richter was walking through largely barren terrain that had a few trees scattered around. It felt good to be free. Free to roam unwatched and free to use his powers. He then stopped and raised his tail. And then he whammed it into the ground, generating telekinetic vibrations into the ground, causing the area to shake and some few trees fell to the ground.
"Ha, ha, ha!" He chuckled, enjoying the experience.
Far behind him, Stitch was driving the buggy towards the mountain area. Then the monitor beeped.
"We got him." Lilo said. "He's a little to our left."
"Got it!" Stitch exclaimed and turned to the sides. The car shook under the rough terrain.
"Ohhhh! Take it easy!" Jumba complained.
"There he is!" Lilo exclaimed, pointing up ahead.
"Huh?" Richter exclaimed when he heard a sound behind him. He gasped when he saw the car with Lilo, Stitch and Jumba inside.
WHAM! He slammed his tail into the ground, causing the ground to quake again.
Stitch swerved, Jumba and Lilo screamed. Stitch stopped the car with a jolt and eyed his four legged cousin.
Richter turned and ran, remarkably fast for a bulky fellow.
"You must get him, Stitch." Jumba instructed. "If you can overcome him, I can put this on his neck." Jumba said, holding the collar up as Stitch nodded in agreement.
"Ih." He said, leaping out of the car and racing after Richter.
"I'm coming, Stitch!" Lilo shouted, jumping out of the car like a kangaroo thanks to her enhancer suit. Richter kept running till he reached the mountain's edge, and turned and saw Stitch coming up to him. Scowling, Richter slammed the ground again. Stitch moaned as he lost his footing and fell to the ground. He got up quickly and ran at Richter again. Richter waited this time; his tail raised high, but didn't bring it down yet. Stitch was about five feet in front of him when Richter struck. The quake threw Stitch off his feet, dazing him. Richter rolled into a ball-shape and struck Stitch like a bowling ball and Stitch went flying.
Stitch lay on the ground dazed as Richter unfolded and raised his tail over Stitch. "Leave him alone!" Lilo declared as she jumped five feet in front of Richter. "You need a TIME-OUT, mister."
Richter growled and ran at Lilo, but Lilo jumped five feet over his head and eight feet away from him. "Come and get me if you dare, cousin." Lilo taunted. Richter growled when suddenly a recovered Stitch pounced on top of him, his front fists were pounding him in the head, while his extra arms held onto Richter's back. Richter grunted and yelled, but couldn't resist his clinging attacker. Then he fell over, dazed as Stitch's punches took their toll.
"Jumba!" Stitch called out, waving Jumba to come.
"Yes, coming!" Jumba said, running as fast as he could. Richter started to struggle and Stitch struck him in the head again, dazing him. Panting, Jumba reached Lilo and gave her the inhibitor collar. She quickly slipped it on Richter's neck. Richter slumped to the ground disorientated.
"Well we stopped my Earthquake maker!" Jumba said as he regained his breath. "Pity. An earthquake would have been fun…" Lilo and Stitch glared at Jumba, arms folded over their chest. "I'm kidding." He said quickly.
Richter groaned as he regained consciousness. He grunted as he tried to claw the inhibitor collar.
"Richter, you've been a bad boy." Lilo said, glaring at the cousin as Richter winced under her glare.
Stitch touched Richter's shoulder and spoke softly in an alien language. Richter answered in the same language.
"Jumba, what are they saying?" Lilo asked.
"Stitch is giving 5-5-3 empathy." Jumba explained. "5-5-3 gave into his original programming and Stitch understands how it feels."
Lilo looked at Richter. "Richter…" She started. "When your collar broke, you couldn't resist running off to do evil?" She asked of him.
"Ih." Richter rasped, lowering his head.
"Well you won't be losing your collar anytime soon." Lilo said crisply, arms folded across her chest as Richter groaned unhappily. "Now let's go home, Richter." Lilo tells the cousin as everyone headed back to the car.
A Thousand Light-years Away
In the vastness of space, it was quiet and unassuming. Then a ship came out of hyperspace. Inside, Draco looked at the crew. "Set up communications with Lord Kad."
"Yes, sir." One of the crew said, working at the console.
Draco waited. Seconds later, a holoscreen appeared in midair, featuring the scowling face. "Son, what report do you have?" He asked.
"I have failed, father." Draco said calmly. "I underestimated my opponents and lost a squad of experts. I will need to understand my enemy better."
"And how do you intend to do that?" Kad asked crushingly.
"I will have surveillance put on the island." Draco, monitoring their numbers, their strength, their weakness. But I need your permission."
Lord Kad stroked his chin as he pondered this. "Very well." He said at last. "But be careful. They will be on their guard. Don't rush in."
"I won't." Draco said. "I'll wait…though it may take many months."
…
…A Federation cruiser was parked in the woods next to Lilo's house. Several raptor guards were escorting handcuffed prisoners into the ship. Sandy and the others coldly watched the ordeal.
Another guard was facing Pleakley. "And you don't know anything else about these men?" He asked.
"Um...no." Pleakley said uneasily. "Criminal stuff isn't my area, just Earth stuff. By the way did you know that in Scotland, men wear a gar-"
"Thank you that will do!" The Guard cut him off. He turned to leave, throwing a scornful look at the experiments as the experiments glared back at the guard. Averting his gaze and rejoined his squad on the Cruiser. Seconds later, the Police Cruiser powered up and flew off into the sky, and in seconds it was gone.
The experiments began muttering into their own language. Seconds later, a car drove into the driveway as the Cousins went off to greet Lilo. "Hey guys." Lilo said as she, Jumba, Stitch and Richter exited the ship. "Where are the dummyheads?" She asked.
"They got taken away by those fancy guys." Sandy growled, her eyes scowling.
Stitch frowned. "What's wrong Sandy?" He asked curiously.
Sandy frowned. "Those police came to take those criminals away." She started. "But the whole time they were staring at me, Bright Eyes and Shifter like..." She didn't finish the word.
"Like you're different?" Stitch guessed.
"Like we were filth." Sandy growled. "What's their problem!?"
"Well you're the product of evil science." Jumba reminded them. "So naturally everyone sees you as-"
"That's NOT HELPING, Jumba!" Lilo snapped. She then looked at Sandy. "People just don't like those different from them." She said softly. "Trust me, I know."
Sandy sighed. Bright Eyes and Shifter glanced at each-other. From the side, Richter looked down despondently.
"Well this is an unhappy moment." Pleakly declared. "Why don't you guys go watch TV or something?" The Cousins moods lifted and turned to the house. "Well that did the trick." Pleakley said. "Now I better get the grocery shopping done."
"You remembered after all that happened?" Jumba asked amazed.
"Yeah." Pleakley said. "Why so surprised?"
"Well I forgot and Jumba is former evil genius." Jumba explained. "And you on the other hand are...well..."
"A one-eyed guy with a small brain?!" Pleakley guessed acidly. "Well I'll have you know that I know how to accomplish what is important, not to mention that it's less stressing then dealing with people trying to capture your little monsters."
"And is more boring." Jumba countered as Pleakley groaned and turned to leave. "And Jumba has car to finish remodeling." Jumba said, turning back to the car.
"Come in, Richter." Lilo said. "You need a time out for wandering off!"
Richter groaned unhappily, shaking his head back and forth as he followed Lilo into the house.

Author's Note: I edited a few details in Richter to make him (in my opinion) more realistic. His relapse is due to the fact that he still feels desires to cause havoc and he gave into temptation.
The collars as a means to prevent evil experiments from running amok till they are reformed. Their power levels make them hard to contain, and many are them are evil.
Lord Kad and his son Draco are my ideas. I based their crime family after the Mafia. Another type of villain to bother Lilo and her family.
The guards were disdainful to the experiments is because of prejudicial fear and mistrust. I want to have prejudice be a plot device in my series.
The wrecked Federation Cruiser is a nod to the Original film. The Dune Buggy Jumba is working on will play a role in later episodes
