This whole story takes place after chaos
Serena meets with the scouts about the decree
They decide to tell family & friends about the scouts
They tell them why they are now revealing themselves
The council of souls are tired of themselves being portrayed badly or too nicely
The rest of the scouts' blood is reverted back to how it was during the silver millennium
They put together a press conference.
They tell their civilian IDs
Tell how the scouts started

Tell the history of the silver millennium

Why they are revealing

Merlin who is watching at the conference mind speaks them to leave the name of who his is now out of it

The Nations are personified (Hetalia)
They do not tell who or what they look like and before the reveal obscured or erased magically anything that could figure them out
They give messages to nations from their parents/grandparents/siblings
Decide to end press conference because of how late it is
Tell them that people can make appointments with them later about their knowledge.
They then all transport to a safe house to rest
This is as far as I have thought about this story. It is still up for adoption, so if anyone wants it they just have to tell me that they want it. Multiple people can adopt this story if they want to.
