Chapter 4
The Council's Decision

Frea followed Lucy off the train back at the station in Magnolia, she smiled at the little creature known as Plue that was walking just in front of her. Lucy stopped outside the station and gave Frea a smile. "I'm going to drop my stuff off and head over to the Guild, see you there ok?" Lucy said and Frea nodded. Lucy turned away and Frea went the opposite way toward her home so she could drop her stuff off too.

She quickly unlocked the door and set her stuff inside before leaving again and heading toward Fairy Tail. She entered the Hall,

"Welcome back, how did the mission go?" Mira asked as she looked up from serving drinks.

"Great," Frea told her and Mira smiled before heading away.

"FREA! WHERES LUCY!?" Frea glanced over at Natsu who was racing toward her, she noticed that he looked worried.

"Why do look so worried?" She asked ignoring his question.

"She's not with you! She's ok right?!" Natsu demanded and Frea started laughing at him, causing him to give her a confused look.

"Natsu! Yes, she's fine. Lucy just stopped by her house to drop her stuff off before heading over here." Frea explained and Natsu let out a sig of relief.

"Oh, the Masters back." Natsu told her and Frea became alert.

"Where is he?" She asked.

"He's in his office, I think he wanted..." Frea didn't hear the rest of his words as she walked away, heading toward Master Makarov's office. She knocked on the door and waited for his reply before coming inside. She opened the door and pushed inside to see him sitting on top of his desk. He smiled as she entered and she smiled back.

"Welcome Home Frea." Master Makarov murmured.

"I'm happy I came back, I've really missed everyone!" Frea told him and he chuckled.

"Well everybody's missed you." Master told her and his smile faded. "Unfortunately the happy reunions are going to be coming to an end." Makarov said. Frea tilted her head and gave him a confused look.

"What's wrong?" She asked. Makarov sighed,

"The Magic Council has requested both of our presences." Makarov explained and Frea narrowed her eyes.

"What do they want?" She asked.

"I'm not sure but it cant be good." Makarov replied and got off his desk. "Follow me." Makarov ordered and Frea obeyed. He lead her into the main part of the guild and paused beside Mirajane. "We will be gone for awhile." He told her and continued walking. They exited the Hall and Frea closed the doors behind her.

There in front of the Guild Hall stood a single Rune Knight, Frea stayed silent as she stood beside Master Makarov and they were magically transported to The Council. They were escorted inside by one of the frog woman and set up on a stand in a makeshift courtroom.

"We have summoned you here to discuss the course of action the council plans on taking with the return of the Demon Frea." One of the members spoke and Frea stiffened at his emphasis on the word 'Demon'.

"As you already know, we have been against having Frea take part as a member of a Guild. Today we wish to come to pass judgment. We are placing you; Shade Demon Frea under arrest."

"On what charge?" Makarov asked and the council gave him a keen stare.

"On the charge of suspicion to commit mass destruction and the duty we have to the people of Fiore to protect them from any and all enemies."

"Why do you assume I am an enemy and plan to attack every living thing? I have never once in all my life committed a single crime, this isn't right!" Frea protested.

"Silence!" The Council snarled and Frea fell silent but still glared up at them.

"It is true, Frea has never committed a crime. I would ask the Council to reconsider, perhaps we could make some sort of agreement." Makarov suggested.

"Perhaps we could make a sort of contract?" One of the council members suggested and there was a period of silence.

"Perhaps a contract would do..." Frea narrowed her eyes, what sort of contract? "Very well, the decided terms of this contract will be enforced very strictly, any violation of these terms will be resulted in imprisonment for life, or death." The council began and Frea's eyes widened, Death..?

"The terms are 1. You are forbidden from reverting into either of your White or Black Shade forms unless it is absolutely necessary. Even then the reason will be reviewed by the council. 2. If anyone is harmed by your hand, either on purpose or accidental you will be arrested. 3. You must be excommunicated from Fairy Tail and never join another Guild." The terms were given and Frea stared in disbelief at the members of the council.

"I will not expel Frea from Fairy Tail, not as long as I am Master." Makarov told the council firmly. Frea glanced down at Makarov and was surprised to see he looked determined to keep her as a part of Fairy Tail. The head member of the Council glared down at Makarov.

"Guard, escort the Demon Frea from the courtroom, I wish to speak to Makarov alone." He ordered and Frea reluctantly left the room.

She was stopped outside the courtroom and the door closed, sealing it with magic so she couldn't hear the conversation inside.

Inside the Courtroom-

"Makarov if you wish to keep that Demon in your Guild, you must agree to a different term instead." The council growled and Makarov raised an eyebrow.

"And this term is?"

"If for any reason Frea is consumed by one of her persona's, the task of destroying her must fall to you." The council stated. Makarov looked up at them in surprise, they want me to agree to destroy one of my children...?

He stayed silent for a time before he looked back up at them.

"Agreed."

Makarov left the courtroom and Frea looked at him worriedly, "What did they say?" Se asked anxiously and he sighed.

"You may stay in Fairy Tail." He told her and she sighed in relief but narrowed her eyes when she noticed he looked unhappy.

"What's wrong?" She asked and he looked up at her.

"Frea, you must promise me that no matter what happens, you'll never let yourself be consumed by either Winter or Shadow." Makarov said and Frea nodded, looking serious.

"I promise, you'll see. I grow stronger and prove to the Council that I am more than just a Demon." Frea sad with determination. I'll also prove to those in the Guild that still don't full trust me that I can be trusted... Frea vowed silently.

You've grown a lot since I found you in the rain, one day you'll be one of the strongest wizards in Fairy Tail, I'm sure of it.. Makarov thought and he smiled as she smiled. You've always found a way to stay positive, that will make you stronger in time...

Updated! Got back today so I posted :). I realize that after Jellal's attack that the council was sort of in ruins but I didn't remember until after I wrote this so oh well... Follows, Reviews, Fav's or always appreciated!
