The paperwork that Mr. Dursley had completed was only partially done. He hadn't known the age of the child, nor the name or parents name.
Usually Adam would put the child's parents names into their name if the child had no name, but this child had no parents, no name, and no age. She looked about two years old though. From now on the child would be Appleby Caroline Wings, born April 1st, and two years old.
Adam had no idea when the girl was born so gave her the same birthday as his mother who had always found her birthday a particularly amusing occasion. His mother was a kindly woman, and Adam wished to honour her.
Jessie filled out the rest of the sheet, and put it into a large silver filling-cabinet. She then sat down at her desk and, handing Appleby to her father, she typed out an electronic form that legally recognised the child's new name.
The Children's Caring Home Centre was based in the next suburb along from Little Whinging, and simply didn't have enough space for the children they cared for. Instead, they arranged for foster homes and sent them there.
The company was French, and had an arrangement with orphanages all over the country where one of the orphanages would take in a child respectively, which avoided crowding.
A small village in the French countryside would take this girl in, and certainly the fresh air would do the pale child some good.
