Tobi waited, watching as the boy stole the keys from the rest of the machines. Then, the boy walked into the woods, and Tobi chased after him.
He ran in front of the boy. "Hey you! Whats going on here? Why did you take those keys? Did you hurt that Starly?"
The boy covered Tobi's mouth. "Shhh! You'll attract attention! Come on, ill tell whats going on, but not here!" He gestured for Tobi to follow him.
Tobi hesitated, but the desire for answers drove him to follow. The boy led him to a secluded part of the woods.
"The new construction of the city is putting Pokemon in danger. The pokemon have less places to live, because all this deforestation is destroying their homes. fights over territory have been breaking out, and to add to the injured pokemon, many workers have been hurting pokemon 'trying to get them out of their way'. I am trying to ruin the workers progress in hopes that they will get discouraged and give up, but they keep on working."
Tobi could sympathise with wanting to help the pokemon. "I wonder if i could help save the pokemon somehow."
"You could help me wreck the construction workers progress." Tobi shook his head. "No. ruining construction work is illegal. besides, i get the feeling it wouldn't get us very far. ill see if there's another way i can help." The boy nodded understandingly. "Come see me later if you figure something out, or change your mind."
Tobi nodded. "Before i go: Whats your name?"
"Kapin"
"Excuse me, nurse?"
"Yes?"
"I dropped off a wounded starly earlier, and Ive come to check up on her." The nurse nodded. "Of course."
She brought out the bird pokemon, who stood up and tweeted happily, feeling much better now that her injuries had been healed.
"This little starly is doing very well." The nurse commented. "She recovered quickly, and had very little problems. Unfortunately, her wings have been completely ruined. She may never be able to fly again."
Tobi nodded. "If she can't fly, she can't go back into the wild." Tobi walked up to the bird pokemon. "Starly, do you want to be my pokemon?" Starly twittered happily and nodded her head in reply.
Tobi got out a pokeball, and used to to catch his 4th team member.
Tobi sat down on a nearby couch. there has to be some way to help the wild pokemon.
Two pokemon trainers walked in.
"You know, someone should really talk to the mayor about all this construction. its getting in the way of my training."
The other trainer nodded. "I know. if i wasn't going to move on to Silver Town after the gym, i'd talk with her myself."
Tobi suddenly got an idea.
He'd go talk to the mayor, and see if she could help the wild pokemon out!
Tobi spotted Kapin in the forest, letting the air out of the tires of a lumber truck.
"Kapin! stop!" Kapin turned around, surprised.
"Kapin, i have come up with a solution to the problem! You don't need to ruin construction anymore!"
Kapin tilted his head at Tobi and inquired for him to continue.
"See, if we speak to the mayor, we could ask her to stop the construction. we can explain to her how all this expand is hurting the wild pokemon."
"Except if you stop the expansion of the town, the workers will be out of a job." Kuna, who had overheard their conversation, ran up to Tobi, glaring as he spoke.
Tobi narrowed his eyes. "Innocent wild pokemon are getting hurt, we cant just let this continue."
"This town has no source of income, Tobitatatsu, and needs to grow to support all the people living here!"
Tobi shot Kuna a glare. "Wild pokemon were here first!"
"Human beings deserve to live just as much as pokemon!"
Tobi sighed when he realized Kuna was right. "I guess your right. the mayor's not going to agree to something that may harm the town."
Kapin looked over at the two arguing boys. "ill give you a day to find another solution, and then if you haven't thought of anything, I'm doing things MY way."
Kuna nodded at Tobi. "If he goes back to sabotaging construction, I'm going to report him to the cops."
Tobi let out a breath, and realized that he had to come up with a solution soon.
Tobi sat in the pokemon center, trying to think of a solution to his problem. Tobi got out his backpack, and began sorting through it, trying to relive some of the stress of having to think of something.
Tobi was taking some empty pokeballs out of a small pocket to move into a larger one, when a peice of paper fell out out of his bag. Tobi picked it up, and relized it was the paper Kit gave him with her phone number on it.
Should Tobi give her a call? She may not be able to come up with anything, and the last thing he wanted was to stress her out. but Tobi really needed to talk to someone.
Tobi picked up the phone at the poke center, decideing that even if Kit couldnt give him advice he could at least vent.
Kit picked up the phone. "Hello Tobi! Whats up?"
Tobi told her the situation.
Kit was silent for a moement, then spoke. "I think i have an idea."
Kapin and Kuna both looked at Tobi as he stood outside the mayors building. they both sent him a look saying this better work.
Tobi smiled as the mayor called him in. "I wanted to speak with you about the construction going on in town."
She looked over him, with an eyebrow raised. Tobi let out a breath. Calm down Tobi, you can do this.
"The construction has been hurting wild pokemon. I know that you guys have fallen on hard times and cant afford to stop the construction without making several people lose their jobs, so i thought of a solution that could help bring tourism to the city and keep pokemon out of danger."
Tobi recalled Kit's idea, trying to insure he covered everything she did. "You should set aside some land for the pokemon to use, and make it into a nature preserve. The pokemon would have a safe place to live, and Kaizen could do construction without having to deprive pokemon of their homes. Plus, having a nature preserve will bring in tourist."
The mayor looked at Tobi, and gave a slight smile.
"You know what, i may just have to put your idea into motion." Tobi grinned with excitement and nodded. "Thank you! I'm so glad you agreed!"
Tobi then got another idea.
"Hey you know that boy who has been ruining the construction work? I think i know how you can 'punish' him."
Kuna realized that Tobi had fixed the problem, and went of to defeat the gym. Tobi arrived just as Kuna had manged to defeat the leader final pokemon, and receive his badge.
Kuna then left, moving on to the next town without even getting to see the new nature preserve being built.
Tobi greeted the gym leader.
"Hello Tobi! I'm Jade." The young gym leader smiled at him, as she had heard that he suggested they build a nature preserve. "You here for a battle? i won't go easy on you just for helping the town!"
She sent out her first pokemon, a beedrill. Tobi sent out Oddish.
Beedrill's first attack was a poison sting, which Oddish was able to take without too much trouble. Oddish retaliated with a vine whip, which was a critical hit.
A few more attacks and Beedrill was knocked out. Jade sent out a dustox, which Oddish hit with a razor leaf.
Dustox used venoshock, which did good damage to Oddish. Oddish was able to eventually bring down the dustox, but lost a lot of energy in the process.
Tobi switched out to Chairo as Jade switched in a yanma. Yanma hit Chairo with a surprisingly strong quick attack that sapped some health.
Chairo hit the yanma with a tackle. moves were thrown back and forth, until Chairo fainted and Yanma was very low on health.
Tobi sent out Starly. "Starly, use wing attack." Starly used the attack and KOed Yanma.
Jades next two pokemon, venomoth and burmy, were both Koed by Starly's wing attack.
Jade then sent out her last pokemon, Pinsir. Starly had a much harder time taking this one down, but soon Pinsir fell.
Jade grinned. "Heres the Dart badge! Also, heres the TM for fury cutter. Good luck with your journey!"
Tobi told her goodbye, and left the gym, though he had one more stop before he left.
Tobi walked to Kapin, who was in the nature preserve counting bidoof.
"Hey Kapin! hows this 'punishment' coming along?"
Kapin grinned. "The mayor told me i have to do community service by helping run the nature preserve. iv never been so happy in my life!"
Tobi was glad, and told Kapin goodbye. Heading off to the next town, Tobi found himself happy that he could have helped.
