Chapter 9: -Tenure of Tyranny-

In the Dust Tree, Queen Fieva was full of pride and recklessness, drunk on her new power. She sat in Miliani's throne, thinking the war was over.
"Scouts have been sent out, but I doubt Miliani can do anything. She and her ragtag group will not even be able to do daily tasks. Their Dust would have worn off by now, and I would love to see them now! They can't even get 2 inches off the ground!" she laughed maniacally.

"It turns out, antimatter was too difficult to create. It turns out, I can cancel out Dust without it! I just needed burgundium, a new element I invented!" she proclaimed with joy.
"What would the antimatter have done?" asked TockSinn, her closest assistant. The fairy wore all-black clothing which covered most of her glow. She wore heavy black eyeliner and lipstick, short spiky hair which was shaved on one side, and kept poisoned knives on her body which were worn like artwork. She was attractive, yet horrible; having no more ethics than her newly crowned queen. Her weapon of choice was a black, poisoned longsword.

"Antimatter would have killed while it canceled out Dust, but because the RDF can't fight without their precious ability to fly, they're as good as dead anyway," said Fieva with no remorse whatsoever over her actions.

The other closest to Fieva besides TockSinn was Emmorrul, a bully sparrowman who enjoys persecuting the populace in tyranny, control, and merciless "authority." In the past, he used illegal sports compounds to artificially bulk muscle mass. He wears all-black, uses a mace & chain in war, and does not have true strength, but a distortion of it. He had long hair, piercings, tattoos, and scars. He had a criminal record in Miliani's rule, and was released under Fieva because his support of her sent him to prison.

While the enemy was celebrating, the Royal Defense Forces were all being trained to fight without Dust. Trusted animal-talent fairies were furiously building new tunnels to travel to secure locations without being spotted.
Alivia, Clairette, and Doc were being trained while given access to safe houses and Miliani's personal bunkers.

Because the military was being trained to fight and operate without Dust, they could move at night and never be seen.
The strategic stockpiles of Pixie Dust were classified at the highest levels of secrecy, with compartmentalization, in case a high-ranking military official and trusted military industrial complex officer went rogue.

The Dust was rationed, controlled, and limited to those who had a need for its use. Miliani didn't enjoy this at all, but wished it could be free-flowing like before.

But the required limits were nothing like Fieva's treatment of the populace.
Fieva established a new kingdom called the "Democratic Fairies' Republic of Fieva," (or DFRF), and pronounced "Def Ref" by everyone.

She imprisoned anyone she thought might be a threat, or simply didn't like. All Incompletes were imprisoned without exception, forced to work under harsher labor than any others, and even executed because they were not "perfect."
The new queen restricted the Dust dose to all civilians to 25% of their normal amount, so that they would be too tired to rebel, but still needed some strength to feed the VEIL army.

Food was rationed, there were beatings, and civilians were executed without a trial. Free speech, assembly, media, and all weapons were banned.
The fairies and sparrowmen said in reply "but how are we going to protect ourselves from hawks, snakes, and wasps?"
Queen Fieva responded by placing signs everywhere which read "Hawk-, Snake-, & Wasp- Free Zone. All weapons are prohibited unless member of military or police."

The fairies and sparrowmen suffered greatly. They walked everywhere, sad because they didn't have enough Dust to fly. VEIL soldiers sometimes occupied their homes as well, and there was nothing they could do about it. The civilians were searched on the streets, as well as in their homes with no legal basis or probable cause to make said searches.

Fieva re-educated the masses by forbidding any other slideshow "screens" except her own, which gave her view of history, politics, "morals," and beliefs. She marginalized and criticized any opposing viewpoints. She taught in the promise of immortality by teaching that human children were the enemy, because they could cause fairies to die at any time. Romantic relationships {such as future Tink & Terence} were banned under Fieva due to possible marriages; and therefore married couples were extremely persecuted, marginalized, and penalized. Having biological fairy and sparrowmen children were completely banned because Fieva wanted to sell her "'laughed' fairies are in danger of dying of Disbelief" ideology. Fairy and sparrowman families with children were attacked without mercy. Fairies were not allowed to act feminine, but were forced to act unisex. Sparrowmen were not allowed to act masculine, but were forced to act unisex. She didn't want them to attract each other.

She rationalized her cruel treatment because she told everyone "once Miliani is dead, you will be treated the way you used to." The incentive was for them to stop supporting the "rebels" and betray the rightful queen.
Further, a fairy would get 100% of the Dust amount if they joined Fieva's military, pledging allegiance to her.

Queen Miliani's scouts, reconnaissance teams, and intelligence operatives were studying the enemy; marking on maps where important locations were, estimating the numbers of enemy troop, and discovering how bad the tyrannical rule of the war criminal was. Sea-glass binoculars were used to look at enemy positions from a distance, as well as camouflage from bunkers.

Counterintelligence operatives were also used to detect, neutralize, and feed misinformation to Fieva's own spies.

Miliani was heartbroken to hear of the war crimes committed against her people.
Every day, it took every ounce of self-control not to send her armies into an attack. She knew she had to be smart, logical, and stoic. She had to wait until the time was right, otherwise her army would just get defeated again.

And then there would be no chance of ending this.

Every day, Fieva's army became more complacent, thinking they already owned all of Pixie Hollow.

Every day, Miliani's military was becoming stronger, more determined, and more tenacious.
