Looking at each other with uncertainty, the countries waited for someone to get the door. When no one did, the door creeped open little by little.
That's when all the mochis flooded into the room. Countries jumped and screamed before smiling as the mochis comforted them. For a few, such as Sealand, it was one of their first times seeing their mochi.
However, it seemed as if this time comfort wasn't their only objective. A large box was being pushed by the mochis of England, Prussia, France, Japan, and Germany. The box was open and America was the first to glance in.
"What is it, America?" Italy asked in a weak voice. His mochi seemed annoyed with it's inability to cheer Italy up, and continued rubbing against his legs like a cat, wanting to be picked up.
America was speechless. He mouthed a few words but nothing came out. Slowly, he reached into the large box. He seemed to be acting with much more care than normal. As he stood slowly, everyone gasped. In his arms dozed a baby England. The entire room fell dead silent. In unison, Italy and China ran over to the box. Tears formed in Italy's eyes as he picked up a baby version of Germany. China held a tiny Japan. Greece and Turkey ran over to see baby Japan.
The entire room sat in awe as Canada ran over as well with Spain on his heels followed by Austria. Sealand was next to America staring at little England with a giant smile.
Canada pulled France out of the box, who immediately glared at England which resulted in England waking up and throwing a rattle at him. France retaliated by attempting to jump out of Canada's arms towards England. America and Canada started laughing as they separated them.

Spain and Austria looked into the box to see that it was empty. They both looked at each other with concern. Prussia's mochi, which looked more transparent than the rest, jumped into the box. He stared at them for several moments with a serious expression. Spain and Austria's faces fell. Carefully, he pulled a cover away to reveal a pale baby Prussia. Austria smiled, a real smile, and picked him up.

Everyone was in shock over the baby countries and rejoiced at seeing their mochis again. No one was certain where the mochis went when not with them, but that was a mystery for another time.
Italy finally brought up the question on everyone's mind. "How did this happen?"
Silence fell upon the room once more and everyone looked to the one of the oldest countries in the room, China. He sighed softly and handed Japan to a smiling Greece. Motioning for Italy to sit down, he started explaining.
"Since time began, us countries have suffered with our people. Famine, disease, war, the list goes on and on. Most countries are only killed when their people die out or sometimes when they are completely taken and claimed in a war. Of course, other times they become a servant to the country that took over their people. One of the exceptions is Prussia, only because many of the German people consider themselves Prussian.
However, once in every long while, something comes along that can kill countries regardless of their people or power. When this happens, the human part of the country sacrifices itself in order to protect the people. While this is rare and has happened few time in even my lifetime, the mochis pay close attention to it.
On the subject of mochis, they do not take kindly to getting their way. Which is why no one, not even the SCP foundation dares to contain them. When their countries are hurt, their anger is...powerful.
To understand what I'm about to explain to you, I must first explain how a country is born. For those of you who know, please excuse this brief explanation." China took a drink of water and a deep breath before continuing to speak to the silent room.
"When people start to consider themselves a group, a mochi springs from Mother Earth. As the people grow, it thrives. If the people disappear too quickly, the mochi dies. With enough strength and once the country or group has a name, the mochi splits into two things, a tiny baby country and the mochis that are around us. Yes, you came from the mochi. Not many of us remember that.
For a few years, sometimes more, sometimes less, the mochi and any other mochis that it trusts care for the baby country. When old enough, they send them to be under the care of their people and other countries if any are trustworthy.
The mochis then wait until they are needed once more. Usually this is after a time of great sadness, such as after a war. They have a healing affect on us. Everyone remembers the time after WWII when the meeting for the treaty was flooded. The humans were terrified."
Soft giggles came from the countries that were there at the time.
"So, now we move on to the other time they show up. Rarely, a country dies while their people thrive, as I have mentioned. The mochi undergoes a change. It grows again, feeding off of a power we know nothing about and splits again. It hurts them but luckily the only part they need to recreate is the human part that was destroyed. The power of the people supply the country part. Together, the country is reborn and taken to a place to be cared for."
Silence followed his words until Austria cleared his throat to get everyone's attention. "That is all well and good, but, what about when they start growing up? Will they have their old memories or will they have to learn their own history?"
China looked unsure how exactly to answer and Russia stood up and walked next to him. "I can answer that!" He said, smiling. "I know from when an accident took Ukraine at one time." Ukraine flinched at the memory. Not many countries shared their time of weakness so openly. "When they come back, they grow with little or no memory. They reach a certain age-"
"They look about five but it happens after a year or two due to an accelerated growth." Switzerland cut in before going silent again.
Russia nodded at him and continued. "When they reach that age, they go into a coma-like state and all the memories they had in their past life start returning one by one. This stage's length depends on the age of the country, the oldest could stay in this state for years. While here they grow into their original state, they just need protection. Nothing else."
America asked a question this time, quietly as to not wake the sleeping England. "What about their bodies? Do they grow as the memories come back? Do they acquire scars again? And do they have any physical reaction to the mental...well.. trauma they are going through?"
Surprisingly, it was Lithuania who got up this time. With a meaningful look to Poland, he started explaining. "Their bodies act as they did before. Meaning, at an accelerated pace, they will grow and attain the scars of their lifetime. I suggest to take them out of the child clothes they are wearing when this happens and put them under a cover. Otherwise, it may restrict the growing process. And...as the memories come back they may speak or react some. At times with great pain, they may scream. When sick, such as with the plague, they may have the symptoms of someone with the disease. You can not lessen the physical pain, so don't try. There may also be some...outcries when in times of sorrow. Whether you will understand what they are saying or not is another thing... So the main thing to remember is protect them. Also, you never know how much comfort you could provide them without knowing. They can still vaguely sense the outside world."
Everyone waited for more questions but no one spoke. Then, Italy stood and announced, "Well now our questions have been answered and our fellow countries have been returned. I think now we need to decide who will watch over them. Also, I propose that whoever watches over them should be someone they were close too and several people should help, switching the care ever so often. May I make a recommendation?"
The countries who knew the babies nodded in approval.
"Well...I believe first of all that America and Canada should look over England and France. Of course, other countries they knew can visit but they would do a good job of raising them."
America smiled and Canada nodded in approval.
Italy took a deep breath. "And... there are no objections I would like to care for Germany, Prussia, and Japan. I know someone else should care for Japan and I would be happy to let him be cared for by someone different every few weeks, same with Prussia, but... I would just prefer to be their main caretaker. Before death, I was their friend and would love to take care of them." Italy held his breath as everyone talked quietly for a moment.
China stood to talk. "As long as I am able to care for Japan a week or two here and there, so he doesn't get infected by western culture, that would be fine. Several other countries agreed, speaking of one of the baby countries.
Italy smiled. "Thank you everyone...now let us enjoy having our mochis here for the remainder of the meeting!"
Everyone cheered and Italy headed over to where Spain and Romano were sitting with baby Prussia.
"Romano, may I ask you a favor?"
Romano nodded at Italy.
"Will you help me care for Germany, Prussia, and Japan?"
"The potato bastards and stone face!?" Romano said, irritated.
"Please Romano?" Italy was on the verge of tears.
At that moment, Prussia decided to crawl off of Spain's lap and latch on to the angry Italian. Romano's face softened ever so slightly. "Fine.."
"I'll help too!" Spain declared.
Italy walked away smiling as he heard Romano start another argument he was going to lose.
Italy held baby Germany with care as he started dozing off. America walked up after giving England to Ireland for a few moment.
"Well Italy...they're okay...it's..amazing. When I heard England and everyone else were gone..." America shook his head. "I'm just so glad they're okay."
America had the most genuine smile Italy had ever seen on him. Italy smiled as well, nodding in agreement.
"What are you thinking about? You keep getting a thoughtful look on your face when you see Germany."
"Oh its nothing...just that..." Italy's smile was a gentle one as he looked down at the sleeping country. "Little Germany kind of looks like an old friend..."

"Oh? Who?"

Italy's smile dimmed ever so slightly. "He looks like...Holy Roman Empire..."
