In this chapter Henry, Anne and others visit France and will stay with King Francis, so yes in this story the French monarchy still in existence. Also I want to point out while arranged marriage aren't forced on people in modern times, in this story people from the upper class are highly pressured to marry members of their class that their parents might want them to marry.
