I hope that you guys don' mind, but this chapter is just a bit different. It is going to explain a few of the differences, or info that I made up on my own for this story, so please read and enjoy.

The Black Order was a mess, for the lack of better wording. Utter confusion was running rampant. As always, something had gone wrong.
When news of Allen's turning, behavior, and departure, the Vatican had found out that not everyone had known of Allen's little secret, and that they shouldn't have formed a really relationship with him. This little piece of information arose when there was a riot, on Allen's behalf, when they announced that he was now a noah and was an enemy to either kill on sight or run away from.
Most of the people revolting where newer to the Order. A lot of finders had become very fond of Allen because he treated them nicely, and not as if they were far beneath him. Even a few of the new exorcists, who had met Allen (and apparently missed the 'beware of Allen speech') were also very confused, but knew better than to do anything drastic.
"He couldn't be doing it by choice," shouted a young finder. "Someone or something has to be forcing him to do it. There is no way! He just isn't that type of person."
A lot of the people around him nodded their heads in agreement. Allen wouldn't, no couldn't do something like this, could he? Not the Allen that they had known at least. The Allen they had known wouldn't leave his finders behind. He would be merciful, even in battle. He felt sad for the akuma, but he knew what the Earl was doing was wrong. No, the Allen that they knew would never have done anything like this.
"This is not the same Allen that you once knew. He is a noah now, and he is highly dangerous. We don't even know if he will recognize you anymore. His personality and mannerisms have changed, according to what we were able to observe." Explained the Vatican representative, desperately trying to calm the crowd down, but they still weren't buying it. If the worst happened, they would see Allen on a mission, try to talk to him, and then get themselves killed. Maybe if one of them got killed by Allen, then their minds would change. But for now, there was nothing more that they could do.
(Black Order meeting room)
The Order had assembled all of their top members and exorcists to a meeting. This wasn't a normal meeting, but one to give everyone a little bit of background information of Allen's past, and the noah inside of him. Miranda was the last person to come into the room and take a seat, sitting in the back of the room bashfully.
"Now that we are all here, General Cross, you may begin you explanation," said Komui once he sat down in his chair, since he was up and about talking to others before Miranda had got it.
"Well, I guess that I should start at the beginning," started Cross, who was sober since he didn't have much access to alcohol at the moment. The Order had done all that they could to make sure that he would be able to attend this meeting, and staying sober was one of these things that annoyed him the most.
"That is usually a good place to start, but how far back is the beginning of this story?" asked Cloud Nine, trying to snap Cross out of his dazed look.
"Oh, well, back to when he was born, I guess. Maybe a bit before. As most of you know, I was an acquaintance to the previous fourteenth noah, Neah. I knew him up to his death by the Earl's hand. He was often a gentle man, but he had his moments of personality lapses. He had a very strong will, and wanted his human part of himself very badly. He became a noah older than most of the other noah's did, around the age of about 25-ish. He didn't age after that, but he was probably around 26 when I had met him by chance at a bar."
"Now, I'll have to skip ahead, since most of the information I know from that time is irrelevant. Anyways, I have no clue as to how Neah knew Allen, but Allen was born in the same town that Neah died in. Around the same time too, but there was a few months or so in between. I do not know the exact details of how a noah is reincarnated, but I know that most of the time it is random. I also think that if they are about to die, that they can pass the noah on to someone else of their choosing, if they are around when they die. Allen's mother was one of the women who tried to save Neah before he died, and she was about three months pregnant at the time."
Cross paused for a second, trying to remember some of the smaller details.
"Now, I think that by transferring his noah to an unborn child, he believed that the child would have an easier life, since he wouldn't have a human side to compete with his noah. All he would know of was his noah side, so he wouldn't have many troubles. The one thing that Neah could never have expected was that Allen was a parasitic innocence user. That was just a one in a million chance, which made everything worse. If Allen had been born without innocence, then he would have grown up a little bit nicer, and maybe he would have been a good noah, but that was not the case. Allen was born with his innocence in his arm, which was red at the time, and was abandoned. His parents where very religious, and they thought that he was possessed by a demon, so he lived on the streets. His parents moved away, and the people grew to hate the boy, who was only about two and a half years old. Allen grew to resent and despise most people, and became rude and very independent at a young age. This gave his noah side the leverage to come out, to become more violent then it had been before. Allen eventually joined the circus, and was given the name 'Red' because of his arm. He was put in part of the freak showcase, as I believe they called it."
Cross looked up at all of the faces of the people before him, and saw a lot of mixed emotions. Some had looks of sadness, since they had judged Allen very badly, not knowing of his circumstances. Some looked angry, because they could not believe that someone could do those things to a child. Others looked blank, impassive, and cold. These people where bookman, Lavi, and Kanda. Though inside of hid head, Kanda was very angry.
"But then, Allen was able to meet his role model, Mana."
Several people looked up, recognizing the name from when Allen had said it.
"Mana was Neah's biological brother. When he met Allen, he knew immediately that he held the fourteenth noah, just because he had felt the familiar presence from his brother once before. He was working as a clown then, as he had been since he had moved away from his parents. Mana had no clue what to do, so he decided to just watch the boy for a while. After the death of one of Allen's only friends, a dog, Mana decided to step in and help the child. Mana helped create the Allen that all of you knew. He was taught manners, how to speak properly, how to make people laugh, and how to smile, even when he didn't want to, just to make other's happy. Mana taught Allen what a child should be treated like, and what it was like to have someone look after him. A fatherly figure. Allen hung on to his every word, and followed him anywhere. Then, Mana was killed in when a carriage accident, right before Allen's eyes. This broke Allen, enough to where his grief got the attention of the Millennium Earl. It is a surprise that the Earl didn't sense the noah's presence then, but being with Mana had suppressed the noah, and had given Allen a human identity."
"As most of you know, the Earl offered to bring Mana back for Allen, and Allen said yes. But when Mana came back, he cursed Allen by cutting his eye. It was then that Allen's innocence awakened, and it destroyed Mana's akuma against his will. I think that before he was cursed, he had brown hair, but by the time that I had found him, his hair had started to turn white from the curse, and the cut on his eye ha started to heal up. That is when he started his apprenticeship with me, and you guys should pretty much know the rest." Cross concluded, sitting down in his seat, since he was tired of having to talk so much.
Everyone was still digesting the information that they had just heard. If Allen hadn't met Mana, then he would probably have been on the Earl's side earlier in life and raised by them. For some of the people in attendance, such as Miranda, this whole situation was unthinkable.
And I thought that my situation was bad growing up. Allen seemed so happy, too. No one would have know the wiser if General Cross hadn't told us.
Bookman and Lavi where processing the information just as they were supposed to. Without any emotions or opinions towards the subject.
I've seen many kids with situations like Allen's. They were abandoned because of a birth defect. It is fairly common actually, besides the noah and the innocence part, that is thought Lavi as he went over the information.
Kanda, of course, had an impassive face, but was putting the pieces together in his head, gathering more info than most in attendance.
He wasn't fed well when he was a child, so that could be why he is so short. His body didn't have enough food to hit puberty. Not to mention that he has parasitic innocence, which takes up enough of his food for growth.
There was definitely a change in the atmosphere of the room. All of them had wanted to know more about the noahs, but none of them would be able to see Allen the same way ever again.
And to think that they had only been pretending to like him.
"Thank you, Cross," said Komui, breaking the silence and last. All of this information was new, even to him. It had changed his opinion, but not much. The decision to be on alert for Allen was for everyone's own safety.
"Now, this is some of the biggest information that we have received in quite some time, and might help us to figure out a way to help Allen if we ever get him into out custody, which will most likely never happen, but just in case. Now, before the meeting, I made sure to give everyone their assignments, so you are all dismissed. I am sure that Cross would be glad to answer any other questions that any of you may have," dismissed Komui, getting up from his seat.
"Nope, I'm done. This is as much as I was required to do, so I am going back to my room now," said Cross, who was already walking towards the door.
Everyone else eventually got up and left, leaving only empty chairs and an empty table as they set out to meet the world with a new mindset.

Yeah! I hope that you guys aren't too mad that I made this chapter, but I thought that the story needed a little break, and I could explain a few things in this chapter.
I KNOW THAT SOME OF MY INFO MAY BE WRONG, OR DEAD PEOPLE MIGHT BE LIVING, OR THAT I MIGHT HAVE FORGOTTEN SOMETHING, BUT THIS IS MY VERSION!
I had to add this in there before you review. I know that some of the things might not add up to the manga, but such it up please, because this is a fanfiction and it is going to be different.
(p.s… my info on Neah and how Allen got the thirteenth is all made up, so if it turns out to be different, then please don't blame me for not being psychic, because the manga has yet to tell us everything…)
