I wanted to make this the final chapter of my fist arc, but there was so much to get through and when I finished writing the chapter it seemed rushed and skipped a lot of information so I decided to split it into two parts. I am extremely excited to begin the next arc in the story which I've already started writing, but I want to make sure I end my first one on a high note which is why the extra chapter was necessary.

Hajime;
If you're reading this it means I'm either in prison or the alternative, I know this will be hard for you to understand but know that it was never my intention to hurt you.
You were turned into what you are now because we were all desperate to create a perfect clone of the Level 5 RAILGUN, Misaka Mikoto; originally designed to outclass our previous failure, SISTERS.
During the cloning process of specimen 01 and 02 we combined Mikoto's DNA map with your own in hopes it would accelerate the growth of esper abilities within the clones. However both clones were failures, soon after we found that the missing link in the cloning process was a living host which would act as a catalyst and stabilise the growth of their esper abilities in order to create an artificial Level 5, and against my protest you were taken away to become that host.
After the cloning I was told you had died like the two before you, I couldn't bear the thought of losing you but continued my research in hopes to one day clone you perfectly so I could be united with you once more. As much as we tried we were unable to clone your esper ability known as 'Replication', the clones abilities changed every time they were cloned making it impossible to clone you perfectly, thus we gave the cloning subjects the code name COUSINS.
It was about four months later when I found out I had been lied to and you had been alive all this time believing you were a clone, I knew it was you the second you cried once you saw me, you remembered my face from when you were little. Memories cannot be transferred during cloning, that's how I knew for certain. In this drive I have stored enough information to expose all the wrong doings we've done with the SISTERS and COUSINS and the masterminds behind them. I can no longer be with you but at least I can make sure those monsters will never harm you again.

A gun shot fired, it echoed loudly through the corridor, Hidori Saitro who was pressing the barrel of his gun against Misakas forehead spun his head around to see a woman with purple hair, Toichi Hanako his co-worker with her gun pointed at the wall. The gun was aimed at a security camera which now had a bullet sized hole through it, she then lowered her gun and aimed it at Hidori.
"Wh-What do you think you're doing!?" Hidori yelled pushing the gun further into Misaka's head.
Misaka arouse from her dazed state noticing that the quarrel between the two had bought her some time to react, she directed an electrical pulse through her body and reached out with her hand. She touched the short fat man's shoulder, he looked back at her confused, the second she touched him as electricity pumped through him not a second later knocking him out cold before his body could hit the ground.
Misaka's bangs sparked as Hidori hit the floor, at the same time Hanako let her arm fall to her side, lowering her gun.
"Looks like you didn't need my help getting out of that situation." She said to Misaka.
"Well." Misaka responded placing her hands on her hips. "You two really took me by surprise for a second. I wasn't paying attention to my surroundings."
She directed her eyes towards Hanako who was standing still with her arms at her side, not showing any signs of being a threat, but was that just an act?
"So" She continued. "Are you planning to point that gun at me too?" She ran her right hand threw her hair as blue electricity sparked and glared at Hanako. "Cause I'd highly recommend you don't if you don't want to end up like him."
"I have no intention of harming you Misaka Mikoto."
A surprised expression crossed Misaka's face. "Huh? You know who I am?"
"Of course." Hanako smiled. "The third strongest Level Five in Academy City, the Railgun. You were the main focus of our experiments."
Hanako walked towards Misaka. "I bet you have a few questions, and I'll answer them." She stood beside Misaka and aimed the gun. "After I finish with this."
A gun fired again, the sudden sound of the shot next to her made Misaka twitch. The short fat man laid face down on the ground drowning in a pool of blood seeping from the back of his head right above his neck. Hanako stood above him, she was holding a gun in her right hand with her arm fully extended, she had shot her co-worker.
Misaka looked at the woman shocked for a second trying to process the scene she had just witnessed, she finally broke free of her daze and stared at the woman before her. "What in the world were you thinking? I already took care of him!"
She lowered the gun to her side. "I killed him for a number of reasons, but mainly to make sure this would never happen again." Hanako said without any emotion in her voice.
Misaka tightened her hands into fists angrily. "Even so, you killed him. Everyone involved in whatever this is will pay after they're arrested, there's no need to kill anyone else."
"I understand" The woman said walking away from Misaka. "I won't kill anyone else if you use your electromancer abilities to knock them out first."
Misaka grinded her teeth. "If that's how you're gonna play it, I could just electrocute you."
"You could." She said calmly. "But then you won't know how to get to the control room or find the person you're looking for. Misaka Toichi, right?"
"Toichi-san, you know where he is?" Misaka asked.
"Yes." Hanako nodded. "He's in the testing bay with his friend, they're in the middle of an experiment."
"What kind of experiment?"
"Seeing if they can make him an artificial Level Five."
"Huh?" Misaka's eyes widened for a split second trying to understand what she had just said. "Artificial Level Five. How? How could they turn a Level Zero like him into a Level Five just like that?" She asked loudly.
Hanako turned around and started walking down the corridor where she had come from, Misaka raised her hand trying to grab out to her but she was already out of reach, she just stood there for a second with her mouth open until the words she was searching for finally came out.
"Hey, wait a second. Where are you going? Are you going where Toichi-san and that guy are?" She just kept walking away and Misaka started to get even more frustrated. "Aren't you going to tell me anything?"
The woman stopped walking and turned her head looking back at Misaka. "Toichi Hanako."
"Huh? Toichi?"
"My name, that's all you need to know. That and I'm going to where your friends, I also won't hesitate to kill anyone along the way, so you'd better come along and make sure no one else dies." Hanako said walking back down the corridor leaving Misaka behind.
"Hey!" Misaka shouted as she started to follow her. "Wait a moment!"
Hanako pulled out a data drive from her coat pocket and handed it to Misaka as she caught up to her.
"What's this?" Misaka questioned looking at the drive.
"This drive contains files that Hajim-I mean Toichi needs to see." She replied handing the drive to Misaka. "Once this is all over you need to make sure you give this to him and let him see it."
Misaka nodded and put the drive into her skirt pocket. "Sure I can do that, but why not give it to him yourself?"
"I'm afraid once we go to the control room and face that snake Nakahara I may not be in a position to give it to him." Hanako smiled at Misaka then started to walk away down the corridor. "Now let's head to the control room."
Hanako continued to walk on ahead while Misaka just stood there taken aback. "Are you kidding me you've answered my questions with more questions." She sighed and started jogging to catch up with the woman in front of her. "You can't expect me to follow you without some explanation."
Hanako stopped walking and let Misaka catch up to her. "I'm sorry, I didn't mean to confuse you at all. I thought since you're his friend you'd know a little more about what's going on."
Misaka crossed her arms and sighed. "All I know is there's tanks full of people that look like Toichi-san a few levels below this one, a person looking just like him attacked another one of our friends and-" She paused quickly to think what to say next. "-he has a different bio-signature than a normal human."
"It's a similar one to your clones, the Sisters."
Her eyes widened once she heard the word Sisters escape Hanako's mouth, Misaka swallowed hard before she spoke. "You know about my Sisters?"
"Of course, I told you that you were the main focus of our experiments. We started creating your Sisters then moved on after their failure."
Hanako could see that Misaka was agitated hearing her confess that she was involved in cloning her Sisters.
"But enough of that." She said changing the topic. "I'll explain everything that's happening right now to your friend." She continued to walk, Misaka followed.
"But where to start?" She asked looking at Misaka.
"From the beginning." She answered. "I want to know everything that's happening."
"As you wish, Misaka Mikoto."
In hospital room 219 Uiharu slept peacefully while Saten started to draw the curtains, she paused for a second and glanced out the window, it was pitch black besides the lights that flickered around the nearby buildings in the city. She sighed and looked at Uiharu sleeping on the bed as she finished drawing the curtains.
"It's okay Uiharu, Toichi-san said he'll stop the person that attacked you." She sat down on a chair beside the bed. "The person that looks like him."
Shirai walked into the room holding a bouquet of flowers in a small vase. "How's she doing?" She asked while placing them on the bed side table.
"She's just being sleeping soundly. She's mumbled a few things in her sleep, but nothing I can make out." Saten looked over by the doorway checking to see if anyone else was there. "Isn't Misaka-san with you?"
Shirai placed her hands on her hips and shook her head. "I have no idea where she is right now. I had to stack some of her clothes in her bed to make it seem like she was sleeping there, and of course-" Shirai's eyes started to sparkle while she held her hands together near her face. "-I made sure to smell every one of her clothes I used to create Onee-sama's bed double!"
Saten let out a fake laugh not really surprised by that last comment. "You just used her shirts and skirts, right Shirai-san?"
"Oh Saten-san, if you want to believe when faced with this once in a lifetime opportunity all I did was sniff and savour the sweet smell of Onee-sama's shirts and skirts, you may believe that as much as you want."
"I really want to, but I know you did much worse."
Shirai's phone started to vibrate suddenly causing the unusual conversation to end, she pulled it out and placed it next to her ear. "Hello?"
"Good you picked up Kuroko." Misaka said on the other end of the phone.
"Onee-sama!" Shirai said angrily. "Do you realise what time it is? Why are you out so late?"
"That can wait!" She shouted at Shirai. "I'm sending you the address where I am, have you got it?"
"Just a second." Shirai said looking at the text message. "Okay I've got it. Why are you there? Oh, do you want me to come there so we can be alone together?"
"No that's not it. You have a better shot getting Anti-Skill down there at this time of night than me."
"Why do you need Anti-Skill?" Shirai questioned confused.
"Toichi-san is here and being used in-"
"He's there!?" Shirai shouted. "I'm coming straight to you and arresting him right now!"
"No wait Kuroko, that not why I'm calling you, he's-"
Shirai hung up before Misaka could finish and was about to teleport out of the room when Saten jumped out of her seat.
"Just a second Shirai-san, I think I know why Misaka called you to get a hold of Anti-Skill. Toichi called and said he's find whoever hurt Uiharu and I believe him."
"Huh?" Shirai said calming down a little. "What do you mean?"
Misaka continued to walk down the corridor with Hanako, she put her phone back in her pocket and sighed. "I hope she remembers to contact Anti-Skill, she didn't even listen to what I had to say."
"It's this next door on the left." Hanako said.
Voices arouse from the room they were approaching.
"What's going on?" A man's voice asked. "03 is only responding at 45%, we're losing control."
"What was that!?" Shouted another.
The automatic doors opened to reveal three men in the room, two men at a console each and the other a fat bald man, Nakahara. He started to run over to the console as the sound of a gun firing erupted in the control room, Nakahara fell to the ground grasping at his left shoulder gripping it as tight as he could while blood seeped through his fingers and down his arm. The pain of the bullet wound stung, it wasn't a deep wound but was still enough to bring the fat lard to his knees.
He looked up and saw Hanako sanding in the door way with the gun raised and pointed at the man next to him.
"You dirty bitch!" Nakahara squealed while collapsing.
Before she could let of another shot Misaka threw sparks of electricity at the remaining two men, they collapsed to the ground. Hanako lowered the firearm once the last man hit the floor, and walked into the room. Her eyes widened as she walked closer to the monitor in front of her, small tears started to cover her purple eyes as she stared at the screen.
"You didn't have to do that!" Misaka yelled from outside the room,
She ran inside not a moment later and looked at Hanako in the middle of the room, she was completely still, not moving an inch. It seemed like she didn't know Misaka was there and had separated herself from the rest of the world.
"You said you wouldn't shoot if I was there." Misaka said angrily. "Why did you shoot?"
"That man, Nakahara, he had done so many unforgivable things, to me and you. Death was too good for him." Hanko replied loosening her grip on the gun, it slipped from her fingers and dropping on the ground.
Misaka grinded her teeth as electricity sparked from her bangs. "You'll be arrested for this you know."
Hanako kept standing completely still while facing the monitor, making little to no indication of acknowledging her.
"That's it Toichi!" Touma yelled.
Misaka's eye brows raised from the sound of the familiar voice coming from the monitor, she walked into the middle of the room to get a better view of the screen that Hanako was staring at in front of her. As she got closer she began to make out the two figures on the screen, Kamijou Touma and Misaka Toichi were on the screen. Toichi was on his hands and knees on the ground, it looked like he was fighting with himself to stand up while Touma stood about two meters away from him.
"You made a promise to those two, don't let these guys take that away too." Touma continued shouting.
Toichi struggled on the ground, trying to force his body to obey.
"I-"
Hanako's eyes widened the second she heard Toichi speak, his voice was exactly the same as Hajime's. There was no doubt in her mind.
"-I won't let them." Toichi grunted tensing his entire body.
Tears crept down Hanako's cheeks as she ran up to the console near the screen and grabbed hold of the microphone. "Hajime!"
Touma and Toichi both turned their heads towards the sound of the scream of a woman coming over the speakers. Toichi's eyes widened after hearing the scream, it took a second for him to realise since it had been so long since he had heard that voice but he recognized it as clear as day.
"M-mama?" Toichi mumbled.
After Hanako's sudden outburst over the speakers the room fell quite for what seemed like forever when it was actually only for a few seconds, the silence was interrupted by Toichi suddenly screaming like he was in pain. Touma looked down at Toichi, his arms were beginning to flow with electricity, not long after the surge made its way to the rest of his body. He was completely covered head to toe with blue electricity that attacked his body, he was overloading with power he couldn't control.
"Oi, what's going on?" Touma asked as a stray spark jumped out in every direction, he raised his hand and evaporated the stray sparks as they flew towards him.
"Run Touma." Toichi yelled out in pain trying to sink his fingers into the ground. "Something's com-"
He cried out from the pain as fire erupted from his hands, it started to spread all around the room covering the floor.
Hanako slammed her hands on the console as she watched the screen. "Why is he overloading? Extrac-34 should have left his system minutes ago." She panicked while franticly searching around the room to make sense of it all.
Dashing to another console she quickly scanned the contents on the screen, on the screen was Toichi's Level rating, it was growing at a fast pace and had almost reached Level Five. Slamming her fists on the console in anger she looked back to the monitor the two boys were on, fire had spread through the entire room besides the area around Touma thanks to his right hand negating the flow. She directed her eyes back to the console screen as they all simultaneously turned off.
"What's this?" She asked herself scanning the room. "They all turned off, why?"
Misaka went to say something to Hanako when she suddenly turned around to face her. "We can no longer shut down the system from here, my guess it was set to reroute to a different location after his ability started to overload."
"Let me try." Misaka said "I can use my ability to get them back online."
"There's no time!" Hanako shouted. "Even if we do get them back online we won't be able to stop him overflowing from here."
"Then what can we do?" Misaka asked impatiently.
Hanako scanned the room again quickly and noticed that despite the consoles losing power the monitor was still on and showed Touma and Toichi. She could hardly think straight with Toichi continuously screaming in pain.
"The monitors are still on." Hanako pointed out. "So at least I can see what's happening. I'll try my luck here, you get down to your friends and save them. At this rate they'll both die if Hajime continues to overload."
"Right." Misaka said running out of the room and down the hall.
Hanako stumbled towards the microphone. "You there, boy." She shouted to Touma over the microphone. "You need to find a way to stop his power from overflowing."
"Overflowing?" Touma shouted back. "Is that what's happening?"
"His esper ability has skyrocketed to a point he can't control, his own ability is killing him as we speak. There may be nothing you can do with your own ability, that's why I've sen-"
A loud bang from as gun echoed through the compact room, Hanako screamed as the bullet drove its way into her left shoulder. She grabbed hold of her arm as her legs felt weak after the shock and gave way causing her to collapse, struggling to cope with the pain she slowly glanced up to see the figure of a bald fat man.
"Nakahara...you bastard."
He snickered to himself standing over her. "Just repaying the favour Toichi Hanako-kun, you shot me so it's only fair I repay you."
He aimed the gun at Hanako and scanned the room. "Seems Toharu's experiment was a success." Nakahara giggled.
"A success? You don't mean-"
"Yes, that's right." He smirked pressing the barrel of the gun into her temple. "He rigged all data to be transferred to another site the second 03 reached Level Five, the data everywhere in this building automatically gets wiped after the transfer and they shut down permanently. After that I am meant to commence the clean-up."
Hanako bit down on her lip. "The clean-up?"
He turned around and aimed the gun at the two men still unconscious on the ground, he let off two shots killing them.
"Kill everyone involved."
Hanako's eyes widened as she saw blood soaking into the men's pure white jackets, with her legs still quivering she reached up and grabbed the console with her right hand trying to lift herself off the ground. Another sharp pain struck her, this time from her right leg, a bullet dug its way through her again. She screamed out yet again trying to block out the pain from her shoulder and leg.
Nakahara knelt down so his face was level to hers, he gave her a sleazy smile and shook his head. "Now, now, everyone includes you Hanako-kun." He hissed.
She scrunched up her face and breathed in and out heavily trying to not think of the pain hopping it would go away.
"If it makes you feel any better I'll answer any question you want before you die."
She didn't need any time to think, she knew what she wanted to know, what she wanted to confirm. "Hajime, my son. He-he's specimen 03 Misaka Toichi isn't he!" She screamed out.
Nakahara lowered his head staring at the floor. "You really knew nothing about what we were doing did you?"
He looked back at her with a cheesy grin ready to laugh as if he was about to tell a once in a lifetime joke, he leaned in and whispered in Hanako's ear.
"Toichi Hajime is alive."
Hanako's eyes widened as tears of joy rolled down her cheeks.
"But" He continued. "He's not 03"
Squizzing his index finger tight he pulled the trigger back, a loud bang sounded as the gun fired. The barrel was against her temple and opened a hole right above her left ear. Her lifeless body hunched over slipping down towards the floor as the bald fat man with blood running from his arm picked himself up and headed towards the door with a sinister grin.
"You were really an idiot." He chuckled as he left the control room. "But that's to be expected, 03 is a perfect replica after all."
The screams from Toichi got louder and louder and Misaka raced down the stairs, she spied a closed door a few meters down the hall. 'That's it.' She thought getting closer to the door. As she pushed it open flames started to pour out the door towards her, they latched onto her skirt and started to burn a hole threw them.
Brushing her skirt and removing the small fire the data drive in her pocket fell out of the burnt hole and fell into the fire, she quickly reached down to recover it. She was lucky it hadn't fallen too far away, her hands hurt a bit when she reached into the fire but there were no visible injuries on her hand, the data drive looked slightly damaged though, she placed it in her other pocket hoping it was still intact.
She stood in front of the door way peering into the room, she could see Toichi now standing with flames surrounding him, he was screaming. She also noticed Touma with his hand held out in front of him, his hand parted the flames past his body as he slowly walked towards Toichi.
"Oi!"
She yelled out to Touma but he didn't seem to hear her, he kept walking forward towards Toichi without taking a second to look back to her when she called for him. She didn't think he was ignoring her since he was distracted by the flames rushing past him, but she needed to get his attention so they could find a way to save Toichi. She took a deep breath and went to shout as loud as she could.
"Oi you!" She shouted.
As she finished she felt a hand touch her shoulder, the next thing she knew she was standing outside. She blinked three times trying to make sense of what just happened, she turned to her right and saw Shirai standing next to her with her arms crossed.
"Honestly Onee-sama, leaving me out on something this big" Shirai pouted. "Anti-Skill will be here any second now."
"Kuroko?" Misaka said surprised. "You're here now?"
Shirai glared at the building in front of her. "Now the only question is should I bother saving that Misaka-wannabe-san and that ape of a man."
"Of course you should Kuroko, Toichi-san is a member of Judgement like you. He didn't have anything to do with Uiharu's attack, and that guy's a student." Misaka said convincingly.
"But with them out of the way." Shirai continued as she spun around and placed her hands on Misaka shoulders. "I can have you all to myself!" She squealed.
"As if you would." Misaka said pushing Shirai off her.
"Oh Onee-sama you can never take a joke." Shirai smiled. "I'm a member of Judgement, it's my duty to protect the inhabitants of this city. That being said, since you're not a member of Judgement I'll ask you stay here for now."
"Kuroko, I can help!" Misaka shouted.
"No way. Treat this as punishment for not telling me earlier."
Shirai teleported out of sight and back into the building, Misaka stood outside patiently waiting for her to return, she hung her head and stared at the ground for a few seconds.
'Is this my fault for not letting anyone know?' She thought staring at a worm digging a hole into the dirt. 'Toichi being in that much pain and being used by those men. That happened because I didn't tell Kuroko before when I had the chance. Even if that guy was there with him, he can probably save himself and Toichi, but he wouldn't need to if I-'
She lifted her head to stare at the night sky but got distracted by red and blue lights flashing, she turned around and saw a few Anti-Skill vans pull up three or so meters away. She tightened her hands into fists grasping at her skirt and lowered her head again as she began to cry.
"I'm sorry. I caused you so much trouble again."
Authors Notes: In the personal file I was going to go with 'BROTHERS' but changed it to 'COUSINS' since they're not exactly the same.
Again sorry for splitting the final chapter but it really needed to be done. This chapter focused on Hanako and Misaka, the next / final chapter of the arc will focus on Touma and Toichi when they're fighting. They're both set at the same time, just different parts of the story. And yes I'm an ass for revealing Toichi was the original in Hanako's message then having Nakahara say he wasn't, I'd like to hear your thoughts if you think he's real or a clone. Also in the next arc I'm introducing new Judgement characters so if you have an OC that you'd like in the fanfic please let me know.
