Steadying the Regions!
The Next Day…
"Ah." Ash grunted as consciousness floated to his surface. Getting up, the Kantonian looked around. They were in the makeshift League camp's medical sector.
"Stay down." Ash was ordered. He saw a nurse walking to him. Doing what she said, Ash laid back down. The nurse checked his pulse and did a few tests. "Your fine Champion."
Ash nodded at her and got up. Looking around, he spotted a few League Officers he knew and a few trainers. Giving those thumbs up, Ash walked out of the tent and walked over to the main tent.
"Sup." Ash called out, sitting on the ground next to Hilda. "How're you feeling Cynth? Lance?" Ash asked the two.
"A bit dizzy. Whatever Cipher did have a lot of side effects." Cynthia replied while clutching her left temple. "I feel so stupid! Cipher played all of us all along."
"It's partly my fault." Lance admitted. ''I shouldn't have been captured in the first place!"
"Lance." Steven began evenly. "We are Champions and people look up to us but we are also humans."
"Take your time to recover guys. We've got it covered." Ash told the duo. All of the Champions exchanged hesitant glances. "I know what you're all thinking." Ash sighed. "That what will happen to me and Amelia since Lance is back."
"Amelia and you deserve that spot." Lance told the two. "But…" He exhaled. "We have a trade for you." Ash gave them a curious look.
"What type of trade?" Ash asked all of them. Cynthia answered him this time.
"One is that you can challenge Lance to a private battle and the winner keeps the Kanto Champion position or," She gestured Amelia to continue.
"You can be the Champion of Hiero." She grinned a little. "You can shape the region just as you want. No adulteration in your choices. You can make the law and rule the region."
"We know you don't have lust for power or authority Ash." Diantha assured him seeing his strange look. "But Kanto is more familiar to Lance and with his arrival and all…"
"Okay." Ash sighed. "I don't want to fight anymore so I accept the championship of Hiero." Ash told the others. "Where are we right now?"
"We are in the place where the League's stadium will be." Steven replied. "This is the spot where all the darkness started and will be the place where the new era starts. The sun will shine once again on Hiero and Holon."
"It will." Ash told the others. "I guess Amelia told you about Alola?" There were nods. "What's the casualty rate?"
"Seven hundred fifty three trainers/officers and one thousand thirty two pokémon." Hilda sighed. "The League has suffered heavy casualties."
"We'll recover." Cynthia stressed. "But it'll take a little time." Ash nodded.
"When are we returning back to the Core Regions? I have to shift my island." Ash told them. Everyone was surprised. "What? I can call in a few favors. This place has an ocean near doesn't it?"
"Yeah. The ocean opens further into uncharted territory." Amelia spoke. "Don't even think of exploring it. It's uncharted for a reason."
"Sure. I'm not as hotheaded as I was before." Ash replied.
"You can loosen up with us Ash." Cynthia chided. "No need to keep everything bottled inside you." She turned to the others. "I'll contact city planners in Sinnoh once I make my official return."
"We all will." Lance nodded. "Ash. The region's will share their resources to stabilize the two regions."
"We can plan later on in the official meeting with Mr. Goodshow. Right now, let's relax." Hilda told the others. They nodded and began to chat with each other.
Ash felt at ease chatting away with the others. His tiredness showed but at least he wasn't as stoic as he was before. Checking his armor, he sighed after spotting his aura core in place.
"Where did you get that?" Steven asked.
"In the Kingdom of Rota. Cynthia suggested I go there." Ash replied. It was late night when they all were done catching up with each other.
"Excuse me." The Champions turned to see their secretary standing with her pad in hand. "Mr. President said that the next meeting will be held in Hiero and Holon and for you to stay here for a few more days."
"No problem." They all replied. Ash contacted Latias who perked up at his signal.
'Okay. How about we put your legendary status to use and ask Kyogre to move our islands near Hiero.' Ash asked her.
'I need to find her first Ash.' Latias replied. 'I'll try my best and leave in the morning.
'Okay Latias. Thanks.' Ash cancelled the connection. "So Cynthia, care to explain why you hid that Lance was abducted by Cipher?"
"I myself didn't know. And why I didn't tell you about Cipher…" She trailed off. "I have my reasons."
"What reasons?" Amelia snapped. "Do you know how worried he was after seeing your death? He-" She stopped seeing Ash's deadpan look.
"Was that important to tell?" Ash asked. He was then smothered into a hug by Cynthia, the blonde kissing the top of his head.
"Don't worry Ash. I'm here." Ash blushed as the other female champions cooed. She retracted and smirked at Ash's red face. Ash tried to make a sarcastic comeback when a flashing sound was heard.
"Amelia!" Diantha chided. The semi blonde smiled sheepishly.
"It's not every day your usually tough and stoic mentor blushes." She defended. "Anyway, I'm hitting the haystack. I'm really tired from all the fighting." Amelia yawned.
"We all deserve some rest." Lance, who was silent most of the time, spoke. "Everyone return to your tents. We'll talk later in the morning."
Ash was too happy to oblige.

The Meeting… (Three Days Later…)
"The president is here." Cynthia told the others. "With Gladion." She added. All of the Champions composed themselves and quickly took formal positions.
Charles entered with Gladion behind him and, after all the greetings, sat down with them. "A nice makeshift camp you made." He commented.
"No thanks to me." Gladion remarked. "You could've told me about the war sir!"
"We know you're itchy to prove your loyalty Gladion but you have to wait." Charles turned to the others. "First of all, how are you? Lance? Cynthia?" He asked formality aside.
"We're great Charles." Cynthia dropped the formality. "And so is our Dragon Master." She gestured to Lance.
"Yeah. I'm fine." Lance waved at Charles in a cheesy manner making the bearded man grin.
"Now, onto more important matters." He coughed. "What are your decisions? Amelia, please report."
"Cynthia Shirona will resume her position as the Sinnoh Champion and Ash Ketchum will be replaced as the Kanto Champion by Lance Wataru." She paused for dramatic effort. "In place, Ash Ketchum accepts the position of Champion in the Hiero Region."
"Good." Charles nodded. "What about Holon?" There was no one to volunteer.
"May I speak?" Ash asked. Charles nodded. "My Fourth Elite can act as the Champion. He has great leadership qualities and is as strong as me."
"You need the support of at least three Champions to give him the throne." Charles told him. "Anyone who vouches for him?" Amelia raised her arm immediately. Gladion followed and Cynthia was the third.
"I'll talk to him." Ash told Charles who nodded. "Also, I'll send one of my Elite Four to him for help.
"You'll take your Elite Four with you, am I correct?" Charles questioned. Ash nodded. "Lance Wataru, you can contact your previous Elites to resume their position or search for new ones."
"I will at once." Lance answered.
"Now, let's officially welcome the newest Champions into the League!" Charles cheered. "Champions Assemble!"
"Champion of Kanto Lance Wataru!"
"Champion of Johto Amelia George!"
"Champion of Hoeen Steven Stone!"
"Champion of Sinnoh Cynthia Shirona!"
"Champion of Unova Hilda Black!"
"Champion of Kalos Diantha Carnet!"

"Champion of Holon Ryuga Drake!" Everyone froze at the new arrival. All of them looked at the former elite and spotted an Espeon on his shoulder. "May I enter?"
"Sure." Charles said. Ryuga walked in, taking his spot next to Lance. "We will conduct the swearing ceremony right now." He nodded to his secretary and was handed a torch with the flame of Moltres.
"I, Lance Wataru, swear loyalty to League." Lance swore.
"I, Amelia George, swear loyalty to League." Amelia promised.
"I, Steven Stone, swear loyalty to League." Steven vowed.
"I, Cynthia Shirona, swear loyalty to the League." Cynthia pledged.
"I, Hilda Black, swear loyalty to the League." Hilda took the oath.
"I, Diantha Carnet, swear loyalty to the League." Diantha attested.
"I, Gladion Aether, swear loyalty to the League." Gladion warranted.
"I, Ash Ketchum, swear loyalty to the League." Ash proclaimed.
"I, Ryuga Drake, swear loyalty to the League." Ryuga averred.
"Now, we plan to expand our relationships to Orre as well." Goodshow began to the surprise of others. "We had some background talks and Michael's all for the idea. He just wants to talk to some of you."
"You mean we have to convince another Champion to join the League?" Ash asked with narrowed eyes. Didn't that old geezer have some peace?!
"Not at all." Charles defused the situation. "We just need to give him proof that the League will in fact help him. We just have to improve Hiero's and Holon's condition to a better one."
"Don't worry about that. Ryuga and I have that covered." Ash waved him off. "We'll start construction work once we get all the cities and geography planned. These regions are densely populated."
"Hiero and Holon don't have any native pokémon and the ones they have are close to extinction. The League will try to preserve those alive and wants the other regions to share some of their pokémon so they could thrive." Charles spoke.
"We will." Steven spoke on the behalf of others. "All the regions will have a census undertaken and some citizens could be sent off to the other regions. They will be offered equal rights."
"We also need to cure their bankruptcy." Ash added.
"Funds will be given and monthly budget will be provided to them." Charles cut in. "Until they stand on their own feet, Hiero and Holon will be fed."
"That's a nice term you used." Ryuga remarked. Charles ignored his comment.
"I have contacted builders all around the League and they have prepared a few plans. You two should check them out and do further tuning on your own." Charles ended. "Anything else?"
"When's the annual party?" Diantha asked. "We haven't had one for quite a while."
"It will happen." Charles assured. "Once Hiero and Holon are stable enough, we'll have a party to rejoice. Now, this meeting is over." Charles got up and all the Champions dispersed.
'Your island is moved Ash.' Latias informed the Kantonian. Ash nodded and thought over all the work he had to do.
'Latias. How good are you and the other pokémon in organizing?'

One month thirteen days later…
The League Office was officially built. Ash's big island and the smaller four around it were the Champion Islands, the place where League winner would go to challenge the Champion.
The city planning were going great! 9 towns and cities were already planned and skilled trainers from all over the League were recruited to run the gyms.
Ash had chosen three starters for beginning trainers, them being: Orchynx (Grass/Steel), Raptorch (Fire/Dragon), and Electux (Water/Electric). Unfortunately, only five other species of pokémon were remaining and they were also endangered. (A/N: For more information, visit wiki/Tandor for Hiero. For Holon, you can visit wiki. /Torren.)
Ryuga and Ash were working day and night in shaping the region in what they thought. Public speeches, demonstrations, organizing all was done many times through a day.
The people in Hiero and Holon were hardworking, working for their home region with pride. Ash smiled. He had no doubt Hiero would be the greatest region possible.
With Ryuga, Bruce, and Reyna gone to help Holon, Ash had to find three new elites. One was Nyx Midnight, a seductive beautiful Dark/Ghost Type Trainer that had real tactics and power to prove her spot.
The other was Khione, a skilled Ice/Psychic Type Trainer with lots of untapped potential. She wasn't at Elite Level and so, Ash was training her really hard to become one.
The last was, again, another female trainer. Her name was Amber and she was a Fire/Steel Type Trainer. She knew the types in and out and was more of an offensive styled battler.
Arora's specialty had changed from Ice to Ice/Water when she realized how similar the two types were. She captured a few Water Types and trained them to Elite Level as well.
It was only after agreeing on Amber did Ash realize how less he cared about gender discrimination. All of his Elite Four consisted of females and he was the only male.
Still, he was proud of his Elite Four and wasn't embarrassed at all. They were his friends, first and foremost, and he didn't care about what others would think.
Ash had managed to populate most of his population and those who weren't were sent to either of the other regions. The Pokémon League Stadium was almost complete and had to be inaugurated.
"What's the status on the Bealbeach Hydroelectric Power Plant?" Ash asked his personal advisor.
"We require a lot of budget for such a huge project sir. I think we should wait." He told Ash.
"Bealbeach needs electricity. It's the second biggest city of Hiero." Ash frowned. "How much is required?"
"Approximately Eight Million Pokédollars." The man answered. "Including all maintenance and stuff."
"We have builders and everything." Ash told him. "How much would it cost for just the supplies?" The two began to plan about the dam and other stuff.
Night fell and the advisor walked away. Ash was too tired to head over to his bed and collapsed in his chair. His head lolled to the side as he entered sleep.
The following morning, Ash was woken up by Arora who served him food and handed him files and all. Ash's Fourth Elite, Arora, was the one that handled most of the region next to him. It was like a shared post for both of them.
She signed files and agreed on deals without asking Ash. The Kantonian wasn't bothered at all, he trusted the bluenette. His other Elite's training was also done by Arora and his mansion and the islands were also handled by her.
Quickly scarfing down his breakfast, Ash got up and began to call various dealers and workers. He had yet to appoint a Professor and he had to give the last inspection to the gyms as well.
His pokémon also worked alongside him, checking up on construction, helping him manage his office work, or simply helping him. Gardevoir did up office work while Espeon stayed with him. Latias was on the former one more often.
His other pokémon were either training, building the special path to his island, or relaxing. Ash didn't want to involve them into the burden he was currently buried under.
Ash heard a call on his Xtransceiver and accepted it. "Hey Amy." Ash greeted while reading through a file.
"Hey Ash! How are you?" Amelia asked.
"Not good. Really busy in all the planning and stuff. With Reyna gone, all the planning stuff is on me and Arora." Ash complained.
"That's what being a Champion is. Should I help you?" Amelia questioned.
"Nah. I've got this covered." Ash told her. Signing on the file, he switched to another. "I really miss the carefree days when all I had to worry about was my Gym Battles."
"Tell the others I said hi!" Arora cancelled the call. Ash closed his eyes.
'Can you and Zoroark go on Gym Inspection? I'm really stuck in Office Work.' Ash asked Gardevoir. The Embrace Pokémon sent an affirmative. One work out of the way, Ash quickly winded up his signature stuff.
His hand pained slightly at the excessive use and Ash winced. It was time for his deal with the interviewers. Calling out Espeon, the feline quickly fixed him up with her Psychic Abilities.
"Thanks!" Ash told her and the duo teleported to the sight of the interview. Finishing it and gaining a chance to take a breather, Ash finally got the chance to breathe.
'The Hydroelectric Power Plant's location has been found! It's on the industrial side and completely in sync with nature.' Gardevoir told Ash. The Kantonian nodded and looked at the aerial pics of the towns and cities.
"Nice." Ash nodded. "You sure we shouldn't convert the towns into cities?"
"Yup. The pleasantness of towns shouldn't be adulterated by us." His advisor, Alfred, told him. Ash nodded. "The Hiero League Law Book has been prepared." Alfred handed him the heavy book.
"I'll read it." Ash told him. He'll get Metagross to do it. The Iron Leg Pokémon's brain worked faster than a supercomputer. "What about the Nuclear Towns? We were building them in collaboration with Holon right?"
"Yes sir we were." Alfred told Ash. "Champion Ryuga is all for that. I have called for a meeting between you and him to talk about the plants."
"Cancel them." Ash ordered sharply. "I'll meet him when I am free. He's my old friend anyway." Ash added. "What about the Archipelago?"
"They are a part of Hiero and will always be. We're a bit surprised at how they are closer to Hiero then they were ever before." Alfred chuckled.
Ash inwardly smirked. That was probably Kyogre's doing. Latias must've been her aunt's favorite to pull in such favors. "IS that all?" Ash questioned Alfred.
The advisor nodded and left leaving a mentally exhausted Ash. He called in Metagross and handed him the law book. "Check it and give me your thoughts on it."
Metagross nodded and walked away leaving an almost asleep Ash behind. Espeon popped out of her pokéball and nuzzled Ash's face with her own.
"What is it?" Ash asked her. Espeon's gem lit up and Ash fell into a peaceful dreamless sleep. For the first time in a complete month, Ash was able to sleep peacefully.

Three Months later…
"Thank you for all your support!" Ash spoke in the mic. "With your hardworking auras and with my leadership, we'll succeed in forming Hiero as the best Region!" The crowd cheered.
"Today, we have gathered here to inaugurate our official Stadium! Ladies and Gentlemen, welcome to the Champions Village!" The whole crowd burst into applause.
The ribbon was cut by Ash's First Elite, Arora, while his other Elites stood there seriously like trained soldiers. "From today, I announce the beginning of the Hiero Gym Challenge!"
"All the upcoming trainers will first go through a six month course system after which an exam will be undertaken. The trainers to pass in that with flying colors will be able to choose their starter pokémon on the given date!"
"To register for the test, you should contact the nearest League Help Center. Your official Hiero Citizenship Cards will be issued shortly after you get yourself identified! Remember, after this month passes, you'll need the Citizenship Card to own or buy anything."
"Well Wishes Citizens of Hiero!" Ash ended and walked off the stage. The whole crowd roared their approval and Ash smiled at the support.
'Keep it up.' Ash thought. His Elites walked behind him like trained soldiers. The four reached Gardevoir and the Embrace Pokémon teleported them to their home.
"That's out of the way." Nyx sighed. "I was seriously worried you messing it up." She smirked teasingly.
"Me messing a speech?" Ash asked back. "Really?"
"She's just teasing you Ash." Amber calmed him down. "Stopping putting fuel to fire." She chided Nyx. Arora and Khione watched from the sides, chuckling at how Nyx easily broke through Ash's tough demeanor with a taunt.
Nyx, as said before, was a beautiful black-haired woman with ample features barely hidden by her clothing. She wore a frilly black bra like top that somewhat covered her breasts and a skirt reaching her knees. Over the bra was a translucent dupatta that went down to her bare stomach. Her hair were always free and not in a style.
Amber wore a fiery tank top with designs of lava flowing and a tight red pants down. Her hair were, obviously, red and were shoulder length. Despite her specialty, Amber was a calm trainer more like her Steel trait.
Khione, being an Ice/Ghost Type Trainer, wore a long white gown with the designs of snowflakes and her dark black hair were held in place by a headband of icy blue. Her pale skin was mostly cold due to some reason and her icy brown eyes radiated coldness.
"Whatever." Ash muttered. "I'm all for a vacation since all this is over." Ash stretched lazily.
"The hard-working Champion is taking a break?" Nyx asked teasingly. "Never thought this day would come."
"Think again." Ash retaliated. "Gardevoir, status on the party."
"Charles had sent an email. The party is held on Wednesday in Lumiose City." Gardevoir told him.
"Meaning its two days from today." Ash muttered. "Everyone, you are free to do whatever you want to. It's a break from training till the party." His Four Elites nodded and went off to do god knows what.
"Don't bang Arora again!" Nyx fired a parting shot. Ash's brow twitched at how casual Nyx was about sex. It was like she did it on a daily basis. While he knew she was teasing and didn't shy away from flaunting her body, he knew her enough to know she didn't just bed with anyone.
That's why he didn't make a move on any of his Elites. They were his responsibilities and he didn't want to mess it up. Sure, they were all attractive but Cynthia and his mom had taught him enough to not judge a book by its cover.
'Maybe I can play her game against her.' Ash thought with a smirk. "Hey Nyx!" Ash called out. The Dark/Psychic Type trainer turned around.
"Yeah?" She asked. Ash beckoned her over. Nyx walked forwards, reaching him with ease. "What is it?" Ash met her obsidian black eyes, once hard and full of hate, with his own chocolate brown ones.
The two held their gazes for a few moments before Ash pumped aura into his eyes. His eyes shone with power yet Nyx didn't wince or look away.
Ash ended his Aura Scan and blinked. Nyx blinked as well. "What was that?" She asked.
"Just checking something." Ash replied.
"Done?" Nyx questioned. Ash nodded. The Elite turned on her heel and was about to walk away when…
The air around her shifted and she was suddenly in the water surrounding the islands. Nyx let out a small shriek at the sudden change and almost drowned.
She quickly resurfaced and spluttered out water. Looking at the smug look of Ash, she began to swim towards him. Ash chuckled and, throwing off his shirt and pants, jumped into the water.
Nyx reached him and grabbed him furiously in a dead lock making Ash chuckle weakly. "What happened Champion?" She asked. Ash smiled and wrapped his arms around her.
He pulled the Dark/Psychic Type trainer close to him and began to rub his body. Nyx smirked slyly to his correct prediction and her mouth captured his.
The two began to kiss in the water, tongues swirling one around another. Ash's hands went down to her ass and groped it, squeezing it tightly.
The two broke the kiss and Ash chuckled at the look on Nyx's face. "I knew what you wanted Nyx." Ash's fingers trailed down her bare back sending shivers up Nyx's spine.
"That's what you were doing when gazing into my eyes." Nyx commented. Ash nodded.
"It's not every day one can gaze into the eyes of someone capable of utilizing the power of shadows." Ash nuzzled into her neck making Nyx croon.
"That's true." Nyx replied. Ash's nuzzling turned into a kiss and Nyx had to force him off. "That's enough for one day lover boy." She smirked. "You're already tired. Regain your strength and we'll have a full session together."
"Okay." Ash agreed. The two swam to the shore and quickly dried themselves off. Ash thought about Nyx and how much emotions she carried inside her.
'They still have a lot to go.' Ash sighed.
His world turned white suddenly.
