Chapter 12

"Serena," Gibbs called up the stairs.

No answer.

" Serena?" Gibbs called again.

Still no answer.

"Serena!" Gibbs barked in a aggravated tone. "Young lady you have about thirty seconds to be down here fully dressed and ready to go out the door or there will be consequences."

Finally he heard a set a feet thundering down the hall way and down the stairs. "I'm sorry Daddy I had a hard time deciding what to wear. It's the first time in a long time I don't have to wear a uniform to school."

Gibbs looks from Serena to Rini who was waiting patiently by the door ready to go. Rini just smiled, "You have to love her anyway. Fortunately I get my punctuality from my father." then she walked out to the car.

"Serena how often were you late for school in Juban?" Gibbs asked.

Serena blushed with embarrassment, "Ah well," she said trying to come up with an answer that wouldn't get her in to much trouble.

The lack of answer was answer enough, "Well lets get one thing straight I expect you to be on time each and everyday. I also know how smart you really are and I expect your grades to be an accurate reflection of your intelligence is that completely understood." Gibbs said with a sternness that left no room for doubt that he was serious.

Serena looked sheepishly at him, "Yes Daddy."

"Good girl. Now lets go, we are not going to be late for your first day," Gibbs said as he ushered her out the door.

Gibbs pulled the car into the high school parking lot, "You're sure you have everything?" he asked.

"Yes Daddy, I'm suppose to meet Mrs. Anderson in the principle's office before I go to my first class. Then after school the girls and I will pick up Rini and then we'll take the bus to NCIS."

Gibbs nodded before handing her some money for lunch and bus fare, "Have a good day."

Serena leaned in and kissed his cheek, " I will Daddy." Then she turned Rini who was in the back seat. "Okay Squirt I'll see you after school." then she opened the door to leave.

"Serena," Gibbs said

Serena stopped and looked at him.

"You be careful, and make sure you all watch out for each other." truth was Gibbs was very nervous about letting Serena out of his sight.

Serena simply kissed him again, "Don't worry Daddy everything will be fine. I love you."

"I love you too." he said.

Serena closed the door and ran towards the school Gibbs watched her until she was out of sight silently praying for God to protect her.

"She'll be fine," Rini broke through his thoughts.

" I wish I could be so certain," Gibbs said.

"Serena has the best bodyguards on the planet, if someone looks at her funny Rei will incinerate them." Rini said. "Besides she knows how to handle herself pretty well, she's beaten everything that's come up against her so far."

"And what about you?" Gibbs asked. "Who is watching out for you?"

"Hotaru will be at my school she's a couple grades higher then me, but I have my communicator and my transformation broach so if anything were to happen the girls will be right there." Rini said confidently.

Gibbs just shook his head, no wonder Serena never told her mother about any of this he hadn't had this information twenty-four hours yet and he could feel himself getting older by the minute.

Gibbs drove around the corner to the elementary school. He got out of the car and went to help Rini out of the back seat. Then took her by the hand and headed into the school, when they reached the principle's office they were greeted by a middle aged woman with glasses.

"Hello I'm Principle Sorensen, you must be Mr. Gibbs." She smiled as she shook hands with Gibbs.

"Yeah that's me. I hate to drop in on you last minute like this but I was hoping to get Rini registered for school today."

"That's not a problem at all. If you would just come with me we'll fill out all the necessary paperwork and then afterwards I will escort Rini to her classroom." she smiled politely.

Gibbs went in and filled out the paperwork listing himself as Rini's legal guardian. Once the forms were all filled out Mrs. Sorensen was ready to take Rini to her class.

"Ok sweetheart looks like your ready to go. You have a good day and I'll see you this afternoon." Gibbs said.

Rini gave him a hug and a quick kiss on the check, "Bye Grandpa, I love you."

"I love you too." he said.

After Rini left for her classroom Gibbs got back in his car and went to work.

As Ziva stepped off the elevator and entered the bullpen she could see Tony and McGee already sitting at their desks.

"Your late Ziva! You're lucky the bossman didn't catch you." Tony teased her.

"Gibbs knew I was going to be a little late this morning. I had to go to Lita's school and get her registered." Ziva said.

"How did that go?" Tony asked.

"Well its certainly interesting to suddenly be the legal guardian of a teenage girl, but it went fine. Our biggest dilemma was deciding what to wear." Ziva said

"Mina was having that same dilemma this morning, but Abby handled it just fine." Tim said with a smile.

"Well the first impressions are everything in high school it defines who you are for the rest of high school life. So picking out your clothes for the first day is a big deal." Tony said.

"Especially if you're a teenage girl who is used to wearing uniforms to school." Ziva said with a smile.

"So is this what federal agents really do all day sit around and gossip about clothes?" came a new voice.

As Tim, Tony and Ziva turned and looked they saw the outer scouts standing in the bullpen.

"What are you doing here?" Tony asked in annoyance.

"Agent Gibbs told us that you might need our help with your investigation." Amara said as she glared at Tony.

"You don't know one thing about conducting an investigation how are you going to help?" Tony asked skeptically.

"If those things show up again are you going to be able to do anything except sit on your ass?" Amara spat back.

Just as Tony was about respond there was a loud shrill whistle, "HEY!" everyone turned to see a very aggravated Gibbs staring at them, "Knock it off we have work to do." Once everyone was quiet and acting civil towards each other Gibbs addressed his agents. "Tony have you ever dealt with these creatures before?"

"No Boss," Tony replied.

"Which means you probably don't know much about them right?" Gibbs asked.

"Right Boss," Tony replied again.

"So wouldn't it make more sense to have someone around with a better knowledge with how to deal with these things?" Gibbs was hoping Tony was seeing where he was going with this.

"I get it Boss," Tony said.

"Good. Now shut up and behave yourself before I come over there a shove my foot up your ass." Gibbs said. "Now what have you got for me?"

McGee stood up, "I have the petty officer's laptop and smart phone I'm on my way to Abby's lab to analyze all the files."

Ziva grabbed the remote, "Our victim's name is Petty Officer Veronica Blake, parents are Robert and Cynthia Blake who are currently living in Annandale. Her service records are classified I am currently working on getting her records unsealed and her parents are waiting in the conference room."

Tony grabbed the remote from Ziva's hand and put up the picture of Rattler he had taken up on the plasma, "Abby ran this scum bag's photo through facial recognition. Meet L. Cpl. Steven Armstrong he went missing during his last tour in Afghanistan eighteen months ago. Ziva and I were going to go talk to his C.O."

"Ziva's busy getting clearance on Black's service record take one of them," Gibbs said dryly as he pointed at the outer scouts.

Tony gave a disapproving look as he turned towards the scouts.

"I'll go," Amara said as she stepped forward.

"I thought you didn't like me?" Tony said.

"I don't!" Amara said, " I'm going so the others won't have to endure you."

"Ah, Michelle?" Trista said.

"Yeah?" Michelle answered.

"Maybe you should go to." Trista knew that if anyone could keep Amara's temper in check Michelle could.

"I was just thinking the same thing, " Michelle said as she took Amara by the arm.

Gibbs looked at Amara and Michelle, " I'm going to make this simple, I respect your abilities and your loyalties to Serena. However you are not federal agents, so Dinozzo is the one who will conduct the interview, understood."

Amara growled as she glared at Tony, "Amara," Michelle pulled on her arm trying to reason with her then addressed Gibbs, "We understand Agent Gibbs."

Reluctantly Tony retrieved his badge and his service weapon, " Come on." he said to Amara and Michelle as he walked to the elevator.

After they had left Gibbs looked at Trista, "Come on, lets go talk to the parents."

Trista quietly followed Gibbs to the conference room as they opened the door there was an older couple standing in front of the window. Mr. Blake held his wife in attempt to comfort her while she cried. As Gibbs and Trista entered the room Trista's heart started to ache for the grieving parents as they turned towards them with red rimed eyes.

Gibbs didn't hesitate as he greeted them, "Mr. and Mrs. Blake before we get started I want to offer my condolences at this difficult time."

Mrs. Blake managed a weak smile, "Thank you."

"We just have just a few questions we need to ask but we'll try to be as quick as possible." Gibbs said.

Mr. and Mrs. Blake nodded in agreement.

"When was the last time you spoke to your daughter?"

"Saturday afternoon, she came over to have lunch with us and then she was planning on going out with her friends that evening." Mr. Blake said.

"Did anything seem to be wrong when you were visiting with her?" Gibbs asked.

"She was quieter then normal, but when I asked her what was wrong she brushed it off and said it was nothing." Mrs. Blake said as she tried choke back her tears.

"Did she ever talk about her job?" Gibbs asked.

"No never, Nica was a paper pusher at the Pentagon. She always said there was nothing worth talking about." Mr. Blake said

"Just one more question before you go. Was there anyone that you can think of that would want to harm her?"

"Absolutely Not!" Mrs. Blake spoke up, "My daughter was warm and friendly to everyone she met."

Gibbs stood up handed them his card, "Thank you so much for your cooperation, and let me assure you that NCIS will do everything in it's power to get to the bottom of this. And if there is anything you can think of or need please don't hesitate to call me."

The Blakes took the card and then were escorted out of the building. Once they had left Trista turned to Gibbs and asked, " Why do we need to ask all these questions don't we already know what killed her."

"We never assume anything, we run down every lead like we don't know anything, because once we tell ourselves we already know the answers we close our minds to other possibilities." Gibbs explained.

Tony pulled the car up to the guard shack at Quantico as the guard approached the car Tony rolled down the window and flashed his badge, "I'm Special Agent Anthony Dinozzo NCIS. These are my associates Ms. Tenoh and Ms. Kaioh we're here to talk to a Capt. Williams."

The guard nodded, "Yes sir," he signaled the other guards to let them through once Tony found the building he was looking he pulled the car into the parking lot. As they started to walk towards the building Michelle saw the opportunity for a little small talk.

"So how long have you and Ziva had feelings for each other?" she asked.

Tony looked at her like she had just gone crazy, "What the hell are you talking about?"

"You and Ziva there's obviously some chemistry between you two?" Michelle stated.

"Ziva and I are partner's, co-workers nothing more." Tony said.

Amara couldn't help but snicker sarcastically, "Yeah right, that's why she was ready to tear your head off yesterday when you were flirting with Michelle. Because you're just co-workers."

"How is this any of your business!" Tony snapped back, "Look even if I had feeling for Ziva, which I don't. It could never be anything more a professional relationship."

"Why?" Michelle asked.

"Rule 12," Tony said.

"Rule 12 what's that?" Michelle asked again.

"Never date a co-worker." Tony stated.

"Well that's a stupid rule." Amara said.

"That's a Gibbs rule! Tony said a bit offended.

"Do you always do what your boss says?" Amara asked.

"I try to, he's usually right," Tony said.

"Usually, is not the same a always Tony." Michelle said. "I respect Agent Gibbs, but I have to disagree with that rule, love can come from anywhere why smother the flames of something that could be beautiful."

"Armstrong was a strong and talented Marine, he shattered very record in basic training, he was also arrogant and hot headed and those two character attributes cost his a number of promotions." Capt. Williams said.

"When was the last you saw the L. Cpl. Armstrong?" Tony asked.

"We were in the middle of our last tour, we had just finished securing a local village. We trying to locate a group of insurgents but when we asked around the villagers were afraid to talk to us." Capt. Williams said.

"Of course, they were afraid if they said anything that the insurgents would come back for revenge." Tony said.

"Exactly, well Armstrong was trying to get some information out of a couple of men from the village and when they refused to talk he got hostile. He ended up beating one of them pretty badly. When we took Armstrong into custody he accused us of being to soft on the enemy. He was brought up on charges but during the investigation he mysteriously disappeared and no one's heard from him since." Williams said

Tony finished writing all the information then he stood and handed the captain his card, " I want to thank you for your time, if you can think of anything else please don't hesitate to call me."

"Always a pleasure to help NCIS."

Serena and the girls got off the bus in front of the NCIS building, they stopped at Security to pick up their visitor badges before Serena lead them to the elevators.

"Did you see that cutie pie in third period. I don't know how a girl could possibly get any work done with a piece of eye candy like that around." Mina said.

"He was cute but he was nothing compared to my knew lab partner what a total babe." Lita said.

Amy and Rei just rolled their eyes while Serena laughed, "Nice to know that even half way around that your priorities haven't changed." Then she turned to Rini and Hotaru, " What about you two how was your first day?"

"It was good," Rini said. "Everyone seems friendly but I'm the new kid so everyone is curious."

As they came to the elevator Serena saw a very familiar face. Serena heart jumped up as she ran to greet him. "Uncle Bias!"

Tobias Fornell look in surprise as young blond came running up to him. It took him a moment to figure out who this hyperactive teen was but by the time she reached him he held his arms wide open to her. "SERENA! What are you doing here?"

"I moved in with Daddy last week, I just finished my first day of school." Serena informed him.

Tobias hugged her tight and laughed, " When I see your father I'm going to kick his ass, he should have told me you were in town."

Serena laughed and hugged him tighter, "Are you happy to see me?"

"What kind of question is that to ask? Of course I'm happy to see you, with you in town that old man of your might actually be bearable."

"Uncle Bias, I want you to meet my friends from Japan, there here on a foreign exchange program. This Rei, Lita, Mina, Amy, and Hotaru." then Serena guided Rini forward, "This is my cousin Rini she's staying with me and Daddy."

"Nice to meet you girls I'm Tobias Fornell, I'm a close friend of Serena's father." Tobias said.

"It's a pleasure to meet you Agent Fornell, Serena's told us a lot about you," Amy said as the girls bowed politely.

Tobias and Serena stepped off the elevator together as they came down the hallway they could see Gibbs was standing with Tony getting updates on the case.

When it seemed like the right moment Tobias spoke up, "Hey Gibbs!"

Gibbs looked him, "What?"

"I was on my way to see you and look what I found in the lobby," Tobias said with his hand on Serena's shoulder.

Gibbs just smiled, "You know she looks familiar to me."

"Hi Daddy," she said as she walked up to him and kissed his check, " I just wanted to let you know that we all made it alright and that we are going down to Abby's lab to do homework and to ask you when we can talk about the 'Extra Circulars' that we've been working on.

Gibbs nodded to let her know he understood, " Go do your homework first, I'll be down to discuss the rest of it when I'm through here."

"Ok Daddy," she turned and waved to the others, "Bye guys see you later.

Once Serena had left Tobias looked around and noticed several new faces around the room. "Did you get some new agents on your team?" he asked as he looked at Trista, Amara, and Michelle.

"They're working as consultants on our current case." Gibbs said.

"Speaking of which you and I need to talk." Fornell said.

Gibbs and Fornell looked at each other for a moment then headed for the elevator.

"Where are they going?" Amara asked.

"To their personal conference room." Tony said.

"Where's that?" she asked.

"The elevator, once they're alone in there Gibbs will hit the emergency stop button. That way Gibbs and Fornell can exchange information without anyone else listening in."

"Yeah but if Fornell is here that usually mean our investigation has stumbled into something the higher ups don't want us to know about." Ziva said.

"I need you to bring me into the loop of your investigation on Petty Officer Blake." Tobias said.

" Why is FBI interested in the death of a navy paper pusher?" Gibbs asked. Who is she really Tobias?"

"She was part of a joint task between NIA, and Homeland, she had access to information pertaining to just about every terrorist group and military movement in the middle east."

"If she was part of NIA why did they send you?"

"Your reputation proceeds you Jethro they thought you might be more forthcoming with me then you would be with them." Fornell said.

'Damn it,' Gibbs thought, 'With Serena and her crew involved in this the last thing I need is other agencies looking over our shoulder."

"I can keep you in the loop but I'm afraid that's all I can do on this one. I can't let you help me." Gibbs said.

Tobias looked at Gibbs and studied him for a moment, " Ok, I'll keep them busy for you but they're going to want to see this resolved quickly." he handed Gibbs a folder, "here is Blake's personnel file you better move quickly."

Gibbs nodded," Is there anything else?"

"Yeah," Tobias laughed. "What the hell is wrong with you? Serena's been here a week and you never said anything."

"I've been a little busy Tobias," Gibbs laughed, " once this case is over you and Emily will have to come over."

Once Tobias left and the elevator doors were closed again Gibbs picked up his phone, "Dinozzo, get everyone to Abby's lab ASAP."

As Gibbs walked into Abby's lad he was greeted by the sound of laughing teenagers. When he looked around he could see Serena and most of the girls sitting around a table in the back corner studying and regaling each other with the days events at school.

He turned to see Abby and Amy working together at Abby's computer, "Hey Abbs, what do you got?"

"Gibbs, welcome to my after school study hall," she said.

"Are they actually getting any work done or are they just playing around over there." Gibbs asked.

"They're teenagers Gibbs even studying can become a social event." Abby said.

"Serena," Gibbs called over to her.

"Yes Daddy?"

"A little more studying, a little less socializing please," Gibbs said.

"Yes Daddy," she replied. The group quieted down and seemed to be more focused on their school work.

Ami looked at Gibbs in shock, "How'd you get her to do that Agent Gibbs?"

"You can just call me Gibbs Amy, and how did I get her to do what?"

"I've had study group with Serena before, and trying to get to focus on her work is like trying to train a humming bird sit still."

For a moment Gibbs looked sharply at his daughter who was giving him that charming smile she always gave him when she was trying to charm her was out of trouble.

Gibbs just smiles and shakes his head, "It's real simple Amy I'm her father when I speak she listen's, she know better then to disobey me."

A few moments later Tony, Tim, Ziva, Ducky and the outer scouts walked into the lab.

"Abby would you mind?" Gibbs asked.

Abby picked up the remote for the door and locked it then she turned her music down.

Gibbs let out a loud shrill whistle to get everyone's attention. Once everyone was quiet he returned his attention to the task at hand, "Ducky?"

"My initial examination suggests the cause of death was poisoning. Blood, hair, and tissue samples were collected and sent up to Abby for further analysis."

"Abby?"

"Micrurus tener, better known as the Texas coral snake, the venom is deadly but only if it's left untreated if she could have made it to a hospital they could have given her the anti-venom and she would have been fine."

Serena felt a serge of guilt wash over her. If she could have only gotten to her sooner Veronica Blake might still be alive.

Gibbs caught Serena's expression out of the corner of his eye but decided to tuck it away for later, right now they all needed to focus on the case.

"Dinozzo,"

" L. Cpl. Amrstrong was a talented highly trained Marine, with an extremely bad temper. He was arrested during his last tour for brutalizing a couple of the locals but he mysteriously disappeared after he could be formally brought up on charges."

"We still don't why they were targeting Blake," Ziva said.

"The youma was trying to take her place so they must of needed her for something." Rei said.

"She worked at the Pentagon with access to every military movement and terrorist group in the middle east."

"That's a lot of valuable information," Tim said.

"So lets review," Amara said. " our new enemies are targeting military personnel, with access with classified military information."

"We can't confirm it yet but it's a very good possibility." Gibbs said.

"Well a least it gives us a direction to go on." Michelle said. "Now we can start patrolling."

"Is there any other information we're forgetting that would help up know what we're looking for." Ziva asked.

"Snakes," Serena said, " both times we were fighting snakes, the victim was killed by snake venom, and that ass called himself Rattler."

"I think we'll get farther if we break up into teams and we take turns patrolling at night." Gibbs said.

"Okay but there are four field agents and ten scouts how are we going to split everyone one up?"

"Eleven," Any said, "With Tuxedo Mask there are eleven of us."

"Hey Serena," Mina spoke up, "where is your Romeo anyway."

"Serena looked at Gibbs and then Gibbs spoke up, "As soon as I figure out an official reason for him to be here he will be. If we have to many visitors coming in here everyday we are going to start raising red flags. The inner scout are all legal dependents of someone who works here. The outers are officially consultants on this case but three consultants on one case is pushing it."

"Hey Boss," Tim said.

"Yeah, McGee"

"I happen to know that there is a job opening in the supply department."
