To Right a Wrong
"Actually, that sounds like a good idea." Naruto said casually.
"What?" Neji whispered, glaring. The veins around his eyes really enhanced the effect.
"A seal that prevents bloodline theft? What clan wouldn't want that? It's a great idea!"
"It turns us into slaves! The Main House uses it on the Branch House like we are cattle! How dare you even suggest that this... this abomination is a good idea!" Neji spoke with a passion never before seen in a Hyuga. He truly believed his words and everyone could sense it. Which is why most of the stadium was glaring at the Hyuga Clan and muttering obviously unflattering things about them.
"Well obviously not that part of the seal. You can't tell me that torturing you is integral to protecting the Byakugan. So obviously there are two parts to the seal; the torture seal is evil, yes, but the anti-theft seal is a great idea. Why, I wonder why all clans don't use it! Even those who don't have a bloodline can help protect those who do. And there are hidden bloodlines and potential bloodlines right?"
Every ninja clan head in the stands suddenly got a thoughtful look in their face. After all, they hoped to develop a bloodline and it never hurt to prepare.
"In fact, there are techniques for learning village secrets from corpses and even inconsequential findings could prove important. So why not make the seal mandatory for all ninja of the Leaf?"
Even the civilians were murmuring appreciatively now. Protecting the village ninja was important, everyone knew that. And many of them had sons and daughters in the program and added security for their children was always good.
"Hell, I bet we could sell it to other villages. Sure it would impede our information gathering a little but it will bring us a lot of goodwill and prestige."
The various daimyo's and assorted nobility were nodding. They could see the advantages to having a seal that prevented bloodline theft and the same techniques could be used to produce false heirs and otherwise muddle succession. They would all be hiring Konoha to apply that seal to their families as soon as possible.
"As far as I can tell, the only thing standing against this plan is the fact that the Hyuga Clan likes to keep slaves." Naruto turned to glare at said clan and so did the rest of the stadium. The Hyuga could plainly see opinion turn against them and with this becoming a security issue they could not use the Clan Protection Laws to protect the status quo.
The only person in the stadium not glaring at the Hyuga was Orochimaru who was glaring at the blond brat with the loud mouth who just ruined half his plans. He could feel precious bloodlines escaping and it was all that boy's fault!
While the stadium erupted again into excited whispers about the new security measures that would make everyone safer (even against such remote dangers) Naruto winked at Neji and whispered:
"I can't let another person suffer because of seals, right?" And he grinned.
