A/N: Two chapters in two days! The New Years resolution is off to a great start! Unfortunately once school starts up again I will probably update less often, but I'm trying to write chapters in advance so I can just post the regularly. Thank you all for sticking with me for so long! Remember, faves/follows/reviews make me write faster!

"So, tell me why you want to work for the Amity government."

"Well…" think, Veeta, think! Why do you want to work in government? Because it seems like the least boring Amity job? Because maybe they'll trust you more? Because you crave power? Why? Veeta couldn't remember. Her head felt fuzzy, and she wasn't sure what to say. She took another sip of tea to delay her answer. The warmth from the tea spread to her fingers and toes, and she remembered why she had come to the government building. "Well, my dad is a leader in Dauntless, and he told me to come here because something big was going to happen, and I thought if I worked here then I could help." She smiled proudly; surely Alice couldn't get mad at her for just wanting to help.

"Really? Now that is interesting, did your father say anything else about this 'big thing'?" Alice didn't seem surprised by Veeta's answer, but Veeta was beginning to think that maybe she should have kept it a secret. Her dad had told her not to tell anyone, he would be so mad.

"No, he didn't. Please don't tell him I said anything, it's supposed to be a secret. Please don't tell on me!" Veeta usually didn't fear her father, but right now she was very frightened of him. But Alice was a good person, she wouldn't tell. Veeta trusted her now; she had made her this yummy tea after all. Veeta took another sip of tea.

"Shhh, don't worry," Alice comforted her, "I won't tell on you. Have some more tea you'll feel better. Now, I need you to tell me everything, or else I can't help you."

Veeta could see something in Alice's eyes. She had thought it was malice before, but now she thought maybe that was just how Alice looked. Alice was a leader, Veeta could trust her.

"He told me that things in Dauntless would change, and I wouldn't be safe. I think he thought that I wouldn't make it through training. He told me to come here or to Candor, because Erudite and Abnegation were changing too. Like, they were making initiation harder or something."

"I see, and why did you choose Amity?"

Veeta took another sip of her tea. She knew why she'd chosen Amity, because she lied too often for Candor. But instead of saying that, she blurted out, "Because I'm in love with Belle Dubois." She slapped a hand over her mouth, "Oh my god, don't tell her that. Please, please, please do not tell her that."

"It's alright dear," Alice assured her, "I have no intention of revealing your secret to Belle."

"Good, because that would just suck. Because she only just stopped thinking that I only want to be her friend so I could have sex with her, and if she found out that I actually do want to have sex with her she would be so mad at me!"

"I understand dear, it is often the things we love most that destroy us." Alice's hand slid up to her swollen belly and her eyes looked far off for a moment. It was then that Veeta remembered who the baby's father was.

"Shouldn't you know about the changes in Dauntless?" she asked. "Hasn't Max told you anything?"

"You said you wanted to help, dear? Who do you want to help? Your father?" Alice asked, avoiding the question.

"I don't know, just in general, I guess. I just thought if changes were being made everywhere, then maybe you guys would need more people." Veeta set her tea on Alice's desk and laced her fingers in her lap. "Plus transfers are good for inter-faction relations, and Amity and Dauntless aren't on the best of terms."

"Did your father encourage you to get this job? Did he ask you to…bring him anything?"

"What do you mean, I don't understand. My dad didn't even know for sure where I was transferring, he didn't tell me to do anything." Veeta could feel her head clearing up. "Wait a minute, are you asking if my dad told me to bring him information? Do you think I'm some kind of spy?"

"Of course not, honey, have some more tea." Alice pushed the mug towards Veeta and suddenly her mind was crystal clear.

"You drugged my tea." She stared wide-eyed at Alice. "You drugged my tea with that Amity happy powder so you could question me!"

"Veeta, don't be silly. I didn't drug you, the tea just has a little serum in it all the time." Alice sipped her own tea. "I'm sorry if it came on strong to you. It does hit a little hard your first time, I just assumed you had been eating our bread."

Veeta felt the urge to punch Alice, but instead she took a deep breath and smiled sweetly, "Well, thank you for taking the time to meet with me, and for the tea, but I just remembered I have a prior commitment to attend to. Good day." She got out of Alice's office as quickly as she could, keeping her fake smile plastered to her face all the way back to her room. When she got home, she slammed her door shut and screamed into her pillow. Alice had drugged her, and she had fallen for it. She had never felt so stupid in her life. The things she had said, she had told Alice about Belle! How humiliating. And what was with Alice thinking she was a spy. What could possibly be going on between the factions that they needed to spy on each other? And drug children, for that matter. And what did her dad have to do with all of this? Veeta's head was reeling, and she wasn't sure if it was from all the questions swirling through her mind, or just a hangover from the tea.

The door opened up and Belle flung herself onto her bed.

"Rough day?" Veeta asked.

"Yep, you?"

"The worst. I went to the government floor to look at jobs, and Alice drugged me with spiked tea."

"You were looking for a government job?" Belle sat straight up in bed, eyes wide.

"Um…yes?" Veeta eyed her nervously.

"Why!" It really wasn't a question.

"Why not?" Veeta snapped. "I'm not an idiot, my dad has been in government my whole life. I know how it works."

"You know how it works in Dauntless, but I didn't mean it that way."

"Then how did you mean it?" Veeta sat up and turned to face her roommate.

"You know what, how about I just show you instead of telling you." Belle picked Veeta's jacket up, from where she had left it on the floor, and handed it to her.

"Okay, but what exactly is there to show? I was just up there."

"I think it would be best if you saw our other half. If you go down this path, you will interact with them a lot."

Veeta decided to stop asking questions and just follow her out. As they walked down the dirt road, Belle began to explain, "I don't know how they handle things in Dauntless, probably by placing all the power in the hands of a few leaders, but here in Amity our government is divided in two branches. There are the leaders, and there are the enforcers. The leaders work in the compound, as you saw, but the enforcers work in the Justice Building."

"Why didn't we see the Justice Building when Shannon was showing us all the jobs?" Veeta inquired. It seemed like an important job market by the way Belle talked about it.

"You have to be in Amity at least ten years before you can even apply for an enforcer's position, she probably didn't think it was necessary. The leaders make all the laws, but the enforcers are the ones who actually enforce them, as the name suggests. They issue citations, handle court cases, in rare cases they even break up physical altercations. Many Dauntless transfers do become enforcers, but right now our head enforcer is Eileen, who happens to have a huge stick up her ass when it comes to faction traitors."

"And let me guess, anyone who was not born Amity, and stayed in Amity, is a faction traitor to Eileen?"

"If they show any sign of remaining loyal to their former faction, yes. She hates the triplets."

"I like her already," Veeta muttered sarcastically.

"Unfortunately for her, Amity doesn't have many written laws, it's mostly interpretation, so she doesn't run the show around her. But if she doesn't like you and something bad happens, like, I don't know, having an altercation with your mother when she attacks your sister, Eileen can exact pretty much whatever punishment she wants."

They stopped outside of a large wooden building with a huge Amity symbol carved over the door. It didn't really look much different from all the other buildings on the street, except that it was larger.

"This is it?" Veeta was actually a little let down.

"I read once that the original designer, from Erudite, wanted it to be made entirely of marble. But the Amity wanted it to be simple so it wouldn't use up as many resources. The carving was the only luxury taken in its final design."

"You read too much." Veeta actually loved Belle's random facts, but she wasn't going to tell her that.

"And you don't read at all." Belle laughed, holding the door open for her.

The inside of the building was darker than the Compound. There were very few windows and minimal lighting, probably to conserve power. There was a thin woman, probably in her 50's or so, sitting at a desk just to the right of the doors. She was dressed in a thick orange sweater, that looked far too warm for the mild weather outside, and her hair was pulled up in a tight bun. Veeta noticed a stack of papers and envelopes on the desk, all with the same symbol on them, a rainbow striped heart.

"What's with the heart?" Veeta whispered to Belle.

"It's the seal of the enforcers, they all wear it on their clothes and it's on all their documents."

"The scariest people in your faction and their seal is a rainbow heart?"

"What else would it be? Besides, they aren't even-"

"Can I help you girls?" The woman at the desk asked, giving them a stern look.

Belle approached the desk with a smile, "Yes ma'am. We are initiates and we were wondering if we could speak with anyone about open positions? And my friend Veeta here would just love to meet Eileen, if she is available."

The woman gave them both a suspicious look, "There are no open positions for initiates at this time. If you are interested in working in government then you should go to the top floor of the Compound. You should know that Belle."

"We have been to the compound, but we just wanted to make sure. It is our only free day, we wanted to explore all our options."

"Well, as I said, there are no open positions. And we are closing soon, so you should head out."

"Of course, thank you for your time. I do hope we didn't disturb you."

The woman was already picking up the phone to make a call, and did not respond to Belle.

Once they were outside, Belle turned to Veeta, "Now do you get it?"

"Damn, what a bitch." Veeta said.

"Shhh." Belle shushed her, "this is not the place to say that."

"Right, I mean, wow, she was very impolite. My feelings are hurt." Veeta rolled her eyes.

"Yeah, and she's the nice one. Eileen is about two hundred years older and has twice the attitude. And if you go into government it means working with them constantly."

"Well that sounds awesome!" Veeta exclaimed.

"What?" Belle looked at her like she was nuts.

Veeta kept a perfectly straight face as she said, "Yes Belle, I want to be a Rainbow Warrior."

They stared at each other for a moment, faces blank, before they both dissolved into giggles, clinging to each other to stay upright.

Belle stood up, wiping tears of laughter from her eyes. "God Veeta, I love you. Let's go grab some dinner."

As Belle walked away Veeta whispered to herself "I love you too."
