In one of the ports of Dunwall, inside of a warehouse Spymaster waited for her guest to arrival. She knows that the ninjas are gathering their numbers together and strengths together to attack Dunwall to get their hands on Naruto the only one who can save their way of life. Not that Naruto would be able to do much as the Outsider would only renew the contract if he does it willingly and is a powerful ninja. And there's less then a year to do so and even with the latest medical technology in the Isles, the damage that Naruto's body suffers from, would take between 3 to 5 years to heal. As healing an old wound is much harder then a fresh one. (1)
Of course it never hurts to prepare for the worse. Which is why she has gathered the best bounty hunters of the Isles. They're good at what they do and have hunted the Whalers more then once and knows how to handle foes that are quick on their feet. With the best bounty hunters after the price on the ninja's heads, the less well known bounty hunters and mercenaries would also be after the ninjas. Reducing their numbers by the time they reach Dunwall.
Stepping into the warehouse came the bounty hunters that she had invited to this meeting. The first ones are Gold and Silver a pair of assassins who are brothers. Gold has a golden false eye and Silver wears a mask that hides his third degree face burns. They use everything from blades to guns to get the job done.
There's also another pair of hired killers, Ms. No and Ms. Ir. Both of them wear metal mask and wear white robe like clothes that doesn't get in the way when they want to move fast. They use guns in their line of work but also uses other weapons when it's needed.
Bolt a woman who uses a crossbow with special trick bolts. She often uses a crossbow that can be reloaded by a pumping action that feeds a new bolt, by a clip mounted on top of it. She likes using bomb bolts as she likes to make sure that her targets are dead. For she hasn't seen anyone ever survives having a bolt being shot deep into their body and then blows up with much of their body with it. She also wears a large round shield on her back that she uses not only to protect herself but also as a throwing weapon.
There's also the Mcfly family, who are all bounty hunters. Gasback and his wife, Betty are both highly skilled gunslingers. Gasback's primary weapon is a mechanical gauntlet that he wears on his right arm which contains a rotating triple-barreled machine gun and rocket launcher. His wife Betty wields a umbrella that has a grappling hook and chain and can be used as a spear. She carriers many hidden guns underneath her dress that she can just drop and grab a loaded one when she's out. Their young adult daughter wields gauntlets that can fire lightning blasts or long blades built in them. All three of them are strong, intelligent, cunning and highly driven in their line of work.
X9 a gunslinger who wears body armor and a metal helmet underneath his hat and coat. He uses twin guns in his line of work. Few people show any real skill in wielding two guns at once but for ones like X9, who do know how to use them. Many people found out how deadly he is.
Richardson a tall, bald, dark skin, muscular man and always wears red circular glasses. He is incredibly confident in his own strength and skill and loves the thrill of combat. He has become the best mercenary after Butcher put down his blades. He's skilled in just about every weapon and is able to fight on any level.
"Thank you all for coming," Spymaster said to them.
"I wouldn't miss this. It's not often that the Spymaster sends for bounty hunters like us," Betty said.
"But showing yourself like this with people like us? There are people who would pay much to see you dead," Richardson said.
"Butcher tried that and, I only let him live to serve as a living warning to any who thinks, I'm a easy target. He was after all the best," Spymaster said. "But then again why attack me and make yourselves an enemy of the Empire? After all you are all after the samething and you all will be well paid for your services."
"And what would that be?" Gasback ask.
"I'm putting a bounty on any ninja from any village. 10,000 per head with head band to be sure the heads aren't just random people. 20,000 for higher ranks ones and 50,000 for any name ninjas on the list that will be given out later," Spymaster said.
"You're not messing around," Ms. No said as 10,000 is double the price for a dead ninja. She and Ms. Ir had hunted ninjas before on the settlement on the coast of the Element Lands. With the ninjas attacking the settlements on orders from the lords of the land, many bounty hunters make their living killing ninjas for the price on their heads.
"That's the reason why, I have gather you the best bounty hunters and mercenaries around. I want you all to spread the word around in every rats nest and wretched hive. That it's ninja season and that the Empire is paying well for any ninja head that is brought in at any army outpost," Spymaster explains as she hands out booklets with the names of high value ninja targets.
"There are many troublesome targets in here," X9 said looking over the ninjas listed in the booklet.
"Which is why their price on their heads are higher," Spymaster said. "I have also given this information to the Shadow Broker and word will soon spread through the Shadow Broker's network. So if you want in you all should hurry before all the good targets are gone." (2)
Gold and Silver in a burst of speed attack Spymaster, Gold with a claw glove and Silver with a pair of pistols. With a display of strength and skill Spymaster grabs Gold's arm and spun around throwing him at his bother who had held his fire, so he wouldn't hit his brother. The force Gold was thrown sent he and Silver flying across the room. The other bounty hunters were all shock seeing Spymaster in action, they all heard how Butcher lost his leg to her. They had thought that she had help or used a powerful weapon. But seeing her in action they could see why Butcher lost to her. Every move she made was like a machine in action, it was like she knew how they fought.
"If you two you can make your riches by killing me, it be easier to hunt the ninjas to do so," Spymaster said dismissing the attempt on her life.
"No one has ever managed to do that to us," Gold said grunting from the pain as he and his brother pulled themselves back together.
"That's what Butcher said to me when, I defeated him in single combat and before, I cut off his leg," Spymaster said to the two. "And you two aren't as skilled or as powerful as he was."
With her power she had learned every hard won skill that Butcher had the moment she saw him. Butcher quickly realized that she had copied his fighting style perfectly and that she's more machine then human. He's the only one who had figured out that much as others just think she has replaced some of her limbs with those of a guardian. She had learned fighting skills from her late lover and father of their child. But Butcher's fighting skills combine with her machine body's strength allowed her to defeat any danger that came in her way or that of her daughter's. And with each defeated foe her skills only increased as the skills she learned never fades away. While her machine body isn't as flexible as that of a flesh and blood one, the fact that her machine body doesn't have any weaknesses of that of her old body and is stronger, allowed her to just overpower any foe.
"I already know which is easier. But some of these ninjas will be hard to kill with their blood limits and jutsus," Bolt said.
"That's why we're giving out these," Spymaster said walking over to a crate and opening it to reveal some records for music boxes. They replaced the old music rolls allowing smaller music boxes to be made and be sold to the public.
"You're giving us those chakra and magic sealing music?" Ms. No said as they're hard to get a hold of if you're not in the army or with the Whalers. The music is kept guarded so that it wouldn't be misused and to keep the ninjas from getting their hands on it.
"I thought you kept them guarded so that the ninjas wouldn't be able to figure out a way to block it's effects," Ms. Ir said.
"It won't matter soon enough," Spymaster said as soon only magic users be left who will be effected by the music.

Elsewhere -
Standing on a small boat a figured watched the scene between the spymaster and the bounty hunters. The figured listened on in and remembers. A passing ship block the line of sight between the open door of the warehouse and the small boat. When the ship passed, the small boat was empty.

Author's Notes -
1 – Healing an old wound is much harder then a new one. With Naruto's body having healed badly from lack of medical care, even with the medical ninjas working themselves to the bone, they wouldn't be able to fix his body in time. Like fixing a badly healed broken bone, would need the bone be rebroken so that it can be set right. And most of Naruto's bones will need to be reset to be healed right. Only the Outsider in this world would be able to heal him in seconds.
2 - The bounty hunters in this fic are skilled enough to fight most ninjas on an even level. Like how the bounty hunters are able to fight against the Jedi's in the Clone Wars. Sure they get their butts handed to them thanks to plot armor and that the main cast have to stay alive if the Clone Wars remains cannon to the movies. It takes a lot of skill to be able to fight toe to toe with a JedI as in the Clone Wars they're shown how powerful they really are without having to deal with the limits of special effects in live action. And the bounty hunters aren't pushovers as both X9 and Richardson are from Samurai Jack. X9 the gunslinger who lasted longer then most foes against Jack and Richardson is the guardian who defeated Jack.
A reviewer wrote that, I keep on writing fics where, I keep repeating that Naruto's life in the village is bad and that, I keep having him turn his back to it. Yes, I do as how many writers have written fics where Naruto hates the village and turns his back to them? Not many as, I have a heck of a time finding those fics. So, I write fics that fill the empty slot of Naruto will never just forgives the village at the drop of the hat, that so many other fics do. For, I will never just write a fic like that and if, I do the village will have to earn that forgiveness. And if you readers know fics like that, I would like to read them.
