When it came to matters of S-ranking. Or rather Hokage's eyes only. Only an idiotic Kage would ignore the advise of their council and heed what they woud want. However, that would show that they were uncapable to lead the village. This was the situation that Senju Tsunade now found herself in. Tsunade's advisors were hang overs from when Sarutobi-Sensei and Minato-kun were Hokage's. Hashirama had made the rule that the team mates of the Hokage, unless clan heirs or in positions of influence in the clan were not allowed to become advisors.
Minato's team-mates were clan heads; Inuzuka Tsume and Hyuga Hiashi. Her own team-mates; one was a perverted, denmented and notorious mass murdering scientist psychopath and the other a drunken perverted lech who had arguably more raw physical chakra than herself and the other team mate combined but seldom used it.
Tsunade's problem was that her advisors were telling her to not do anything and just allow the Akatsuki to pass on by. "It is the smartest thing to do Tsunade. Don't attack the Akatsuki, let them do what they need to do." That caused Tsunade to snarl with rage and another desk's working life was claimed by the enraged Godaime.
"I will not have the Akatsuki in Hi no Kuni." Snarled the Godaime before turning to Shizune "Get me the people on this list. Tell them the Niju Shotai is a go." Shizune vanished in a puff of smoke.
"I am this village's Kage. My word is law. You two will follow my orders. My orders are to assemble the finest Jonin, Toku Jonin and the occasional Chunin who shall investigate and take out the Akatsuki in order to prevent them from getting our jinchuriki." Homura and Koharu's eyes widened.
"Do you know which of the Akatsuki we are up against?" Tsunade nodded slowly "Hidan and Kakuzu. How the second one survived my grandfather I do not know...Encryption have only just broken the code." The messenger had bird come from a town about two days civilian pace away. It came from a retired jonin, who had moved there and had taught the village a thing or two about chakra. That was one of the reason's Konoha shinobi were so vast in divergence of skills, many only came to Konoha to be sworn into the ranks and had developed their skills in small villages in the surrounding area's of Hi no Kuni (Think Roman Soldier settlements).
Koharu and Homura nodded "Hashirama-sensei mention Kakuzu in passing. He was a most formidable opponent, capable of withstanding almost certain death blows and able to use all five elements. He was also horribly scarred and held together by stitches."
Tsunade nodded "Elders, have you thought that the stitches maybe the reason Kakuzu was able to do the things that he is able to do? If it is the same Kakuzu as you have told me of, I may well have use of your expertise."
Koharu nodded "You shall have it. What of this Hidan?" Tsunade pulled out a folder "Hatake Kakashi's fourth ANBU mission. Investigate and retrieve anything of use pertaining the Village of the Hotsprings...This was two to three days after finding out it had been wiped off the face of the earth by an unknown foe."

Hidan and Kakuzu smirked, apparently the detection seals surrounding Konoha had degraded over time. The moment they stepped into the village alarms and klaxons began to blare and shinobi of all ranks appeared out of buildings and sidewalks.
All of these shinobi had one thing in common, they were the best at their fields. Even if it wasn't very pleasant. Sarutobi Asuma stepped forwards slipping on his trench knived "Hidan and Kakuzu of the Akatsuki..." His trench knives began to shriek as wind chakra was pushed through them "...You won't get what you came for."
