I'm almost done writing this story... I'm way ahead :) I've liked having Cat in Starling City and yes, she will return to Starling and perhaps check up on Barry at some point. (Hmm, maybe show up in the TV crossover ;))
but after this story, Cat will continue on into what... the millionth or so story in her series? okay so it's like number 5 but come on, I've never had a series go on this long... so as long as you keep loving it and reading it, Cat will be here :) but yeah, the next story is called Promises To Keep.

Cat stood off to the side, staring stonily ahead as everyone milled around her. They had just returned from Moira Queen's funeral, where Oliver was notably absent from. Cat had sat behind Thea, trying not to react, even as Laurel reached beside her and gave her hand a small squeeze. Cat felt awful, beyond awful, a part of her wondering what would have happened if she had gotten there just thirty seconds earlier. Would she had saved Moira Queen?
"If anyone would know where my brother is, it would be you." Thea sidled up beside her, her arms across her chest as she looked around the room.
Cat pursed her lips together, risking a glance at Thea before looking ahead again. "If I knew where your brother was, he would be here and not have missed his own mother's funeral."
Thea sighed, looking like she wanted to say more but Laurel approached them. She gave Cat a small smile before grasping Thea's arms.
"I'm here for you." She told the younger girl.
"I know, thank you." Thea moved closer to hug her.
"Ms. Queen."
All three looked up to see Sebastian Blood walk closer to them.
"I wanted to offer my sincere condolences on your loss. Your Mother was a good woman, she would've made a good Mayor."
Cat's head cocked to the side as she stared at him, something not sitting right with her but she couldn't quite place her finger on it and she hated more than ever not having her psychic abilities anymore.
"I'd love to speak with Oliver." Blood continued.
"Well if you see him, tell him he missed his own Mother's funeral." Thea walked away before anyone could respond and Cat went to follow but was stopped by Laurel grabbing her hand.
"No one's seen Oliver in a few days." Laurel told him.
"We all grieve in different ways, and the loss of a parent, well it changes you."
Cat fought back a sigh as he continued talking, trying to walk away again when Laurel yanked her hand back again.
"If you see Oliver, tell him that I came by."
"Of course." Laurel said with a small smile, watching him walk away before turning to Cat. "I don't trust him."
"I think that's already been established." Cat replied with a raised eyebrow.
"There's something more. Can we talk later? I may have some information about him."
"Of course."
"I'll talk to you later, Cat." She said as she walked away.
Cat called a goodbye before turning to find Felicity and Diggle. She walked across the room to where they were quietly talking to each other, the blonde dabbing at her eyes. As Cat reached them, Laurel's last words hit her and she turned to find her but she had already disappeared.
"What's wrong?" Diggle asked.
Cat frowned. "I think Laurel just called me Cat."
"Are you sure?" He asked, looking concerned.
She shrugged. "I swear she said 'I'll talk to you later, Cat.' But perhaps I'm wrong. I hope I'm wrong."
"How could Oliver not be here?" Felicity wondered.
Cat sighed, thinking back to how she missed Allison's funeral. "Grief does things to you, City."
"If Oliver's smart, he ran back to his Island to hide."
Upon hearing the voice, Cat pulled her blonde friend behind her as Isabel Rochev stepped up to them. She lifted her chin in defiance as she narrowed her eyes at the woman she had thought was dead.
"Maybe he'll attend your funerals." Isabel finished with a smirk as she walked away.
Cat turned to look at the other two, motioning with her head it was time to leave.
"I thought you said she was dead." Felicity hissed at her when they were outside.
Hearing the other woman still in the vicinity, Cat held a finger to her lips, motioning for her to remain quiet. It wasn't until they were in the car and driving away that Cat looked at the other two.
"I shot her close range, she should be dead and she smells different."
"Different how?" Felicity asked, her eyes wide "Like is she a zombie or something?"
Cat let out a small bark of laughter. "Don't be absurd."
"Says the psychic werewolf." Diggles muttered.
She sent him a quick glare before responding. "Touche. but zombies aren't real, as far as I know… hmm…" She shook her head, "But no, she smelled different, as in she has the Mirakuru in her now."
"Oh great." Felicity muttered.
When they reached the Lair, Cat went to check on Roy while Diggle followed Felicity to her computer so she could show him how much luck she wasn't having trying to find Oliver. He had left his phone so his tracker was of no use either and Felicity feared something had happened to not only him but Sara as well who seemed to have disappeared.
"So what does everyone suggest?" Cat asked, joining them.
Diggle sighed. "There's someone we can talk to, they can find anyone."
"Who?" Felicity asked.
"Amanda Waller and ARGUS."
Cat's eyes widened. "I don't think that's a good idea."
Diggle stopped and looked at her. "You know about them? I never told you."
"No, you didn't but she knows about me, werewolf me, I was hoping to slip out of the city, under the radar before they came knocking."
His brow furrowed. "We need to talk to them, Felicity and I will go."
Cat was about to agree when she stopped and shook her head. "No, I don't trust ARGUS, I'll go with you."
"How could you not trust them? How do you even know about them?" Diggle asked.
"Oliver knows Amanda Waller apparently and after showing interest in me, told me. So after, I may have hacked ARGUS' files to learn more about them."
Felicity's eyes went wide as she stared at her friend. "Lina, I can't even hack their files, I've tried."
Cat shrugged with a small smirk. "What? Like it's hard?"
"Just a little." Felicity cried. "Lina, how did you do it?"
"I"ll tell you later, I promise. First, let's find Oliver."
They gathered up their stuff and followed Diggle out to his car, since he knew where ARGUS was located. Cat was nervous, wondering what would happen when she was face to face with Amanda Waller. Would her group try and take her right then or would they have something else planned?
When they arrived, the girls left Diggle to do the talking, Cat trying to melt into the background as much as possible.
"You seem uneasy." Felicity observed.
"One way of putting it." Cat muttered. "Anything from Caitlin and Cisco yet."
"Not yet." The blonde sighed.
"This way." Diggle motioned to them and they followed someone down a hallway and into an office where a woman sat at her desk, not looking up at them as she wrote.
"Thanks for agreeing to see us." Diggle told her and Cat let in a sharp breath as the woman looked up at them and she realized who it was.
Amanda Waller had a no nonsense look on her face as she glanced at Diggle before her gaze passed over both Cat and Felicity before resting again on the redhead as she looked her over, her eyes slightly lighting up before she turned back to Diggle.
"Mr. Diggle. I thought I made it clear after our last meeting, as far as ARGUS is concerned, you're all out of favors."
"I'm not asking for myself, Amanda, I'm asking for everyone in Starling City." He replied, stepping closer to her desk. "I need you to find Oliver Queen."
Amanda stood up and walked out of her office, leaving the three to follow after her. They entered a room filled with computers and people working on them and Felicity gasped, rushing over to look at the computers, the one's that weren't even supposed to exist yet. Under other circumstances, Cat would've been all over the computers too but instead, she hovered near the door, wanting an easy out if needed as she kept an eye on Amanda Waller who was talking quietly to one of the workers before walking over to Diggle and Felicity.
"I don't have time to keep track of your friends Mr. Diggle, we have more pressing issues."
"You don't understand." Diggle told her, stepping closer. "Oliver's disappeared."
"Maybe he needs some time." She shot back. "Or is it possible the three of you haven't been looking in the right place? Did you try facial recognition?"
Felicity lifted her chin, looking very put out. "Yes, I've run it three times."
"Amanda, please." Diggle grabbed her and moved her further away from some of the workers, putting them closer to Cat. He lowered his voice so no one but Cat could hear them. "Slade Wilson has an army of men just like him."
Her eyes widened and she looked like she was finally taking this seriously. "How many men have been exposed to the Mirakuru?"
"Enough that I'm of no use against all of them" Cat said, stepping forward with her arms crossed over her chest. She saw Amanda open her mouth, probably with some comment to act as if she didn't know who Cat was but she cut her off. "Don't worry Amanda, you don't have to play dumb with me."
She looked shocked before her mouth twisted into a smirk. "You're very brave to come here then."
"Ollie's my priority and it should be yours too, not me right now."
A look of resignation filled her eyes. "I"ll see what I can do." She disappeared to go speak with people and Diggle looked at Cat.
"Are you okay?"
She shrugged, glancing around the room again. "I'm not going to lie, I'm extremely on edge here, hopefully they'll find him soon."
She moved back against the wall, watching everyone move around as they waited. Felicity kept flitting around the room, looking at all the equipment like a child who had been let loose in a toy department.
"Is that the satellite frequency communicator TX five zero?" She finally asked a woman who was typing away on a computer. "Can I touch it? I know that sounds a little weird and creepy but I've never seen one in real life." She reached over to grasp the base of the monitor.
"That's classified equipment, Ms. Smoak." Amanda told her as she walked back towards them.
Felicity snatched her hand away as she straightened. "You must feel very powerful, knowing everything about everyone. Not powerful in an evil dictator, Stalin way, more of a power is knowledge kind of way."
"I think it's creepy." Cat told her, moving to stand behind her friend as she glared at the woman.
"Ma'am, we have something." A man in a suit approached them with a tablet, holding it out to his boss.
"I should've known." Amanda muttered, looking at the tablet.
"What?" Diggle asked.
"Oliver's at the lair where he conducts his operations."
"But we were just there." Felicity muttered.
Amanda raised an eyebrow. "Not that lair, his other one."
She handed them the tablet and they took it, looking it over for the location of the lair no one else knew about. Diggle handed it back and they turned to leave, Amanda calling Cat back. She stopped and turned around her chin raised in defiance.
"We'll be meeting again soon, I'm sure."
"No. we won't." Cat shortly replied.
"What makes you so sure?" Amanda asked with a smirk.
Cat shrugged, lifting an eyebrow as she turned away. "Stay away from me, Amanda."
She followed after Diggle and Felicity, catching up with them in the lobby.
"Everything okay?" Felicity asked.
"For now." She muttered. "I have the address memorized so should we go see him?" Off their looks, she shrugged. "I have this weird thing with memorizing numbers, I always have."
They got in the car and Cat recited the address, Diggle drove them there and when they arrived, Cat looked for a loose board on the door, pushing it aside so they could all slip inside. They found the stairs and followed them until they found Oliver across the room, sitting on the floor, with one knee propped up as he stared ahead, not seeing anything. Cat didn't wait as she walked across the room and sank down beside him, resting her head on his shoulder as her hands wrapped around his arm.
"How did you find me?" He asked, still looking straight ahead.
"Waller." Diggle told him.
"We were worried about you." Felicity whispered.
"After you missed your Mother's funeral." Diggle finished.
"I'm sorry I didn't go." Oliver told them. "I left for the cemetery but I ended up here."
"Here is?" Felicity wondered.
"Here is a secondary facility in case the foundry was compromised. But it became somewhere I can just go and… be alone."
"Do you want us to leave you alone now?" Cat softly asked.
"She's dead because of me." He answered, moving his head to rest it on top of Cat's. He grabbed her hand and gave it a small squeeze before releasing her and standing up. He offered her a hand, helping her to her feet as well before he continued. "Five years ago I could've cured Slade and that could've prevented all of this. And now, all the people left that I care about, we are all in his cross-hairs. It ends tonight."
His three team members exchanged glances before Felicity voiced what they were all wondering.
"How?"
"I turn myself over to Slade. I end this vendetta." He reached over and picked up his suit jacket.
"Oliver, you think this ends with you turning yourself over to Slade?" Diggle asked.
"Yes, I do." Oliver replied. "After she was gone, he told me that one more person had to die… then it would end. This ends for Slade when he kills me."
"I don't accept that." Felicity cried, stepping towards him. "You shouldn't either. You can't just accept things, Oliver. If I accepted my life, I would be a cocktail waitress in Vegas like my mother and I never would've gone to college, I never would've moved a thousand miles away to work at Queen Consolidated, and I never would've believed some crazy guy in a hood when he told me that I could be more than just some IT girl. Please don't do this."
Oliver who had been staring intently at Felicity, finally looked up and away from her. "Felicity." He whispered. "Someone once told me that the essence of heroism is to die so that others could live."
"It's not that simple, Oliver." Diggle whispered.
"Yes it is." He snapped back. "Slade's whole plan was to take everything from me. He did. He wins. All that's left is for me to die."
He stepped past them, even as Felicity said that there had to be another way.
"No there isn't." Oliver whispered, giving her hand a squeeze.
"I call bullshit." Cat finally spoke up, causing everyone to turn to her.
"Cat-" Oliver began, only to be cut off by her.
"I came to Starling City to save you, then kill myself but you wouldn't let me because you said we would find another way."
"This is different." Oliver told her.
"No, it's not. I thought there was no other way, I thought all was lost but you wouldn't believe it and now, when you think all is lost, I don't believe it. I was sent here to save you, Oliver Queen and letting you go hand yourself over to Slade Wilson isn't going to save you."
His lips pressed in a thin line as he glowered at her. "It won't save me but it will save everyone I care about, including you."
Cat was about to answer but stopped as her text messaging went off, and kept going off, one right after the other. She finally pulled it out of her pocket to shut it off when she saw the messages popping up and she quickly scanned them, her eyes widening slightly. She looked back up at Oliver who was watching her expectantly as she pulled out his phone and handed it to him.
"You left this at your house." She told him. "We cant stop you from doing something insanely stupid but if you change your mind, call me, I will find you."
"Thank you." He whispered. "For understanding." He leaned down, placing a kiss on her forehead and they watched him walk up the stairs and out of sight.
"How could you let him go?' Felicity cried, spinning on her, tears in her eyes.
"Because he's not getting far." Cat told her, still watching where Oliver had disappeared. "I have that tracker chip in his phone, I also bugged his phone and I also received some interesting text messages just now."
"About what?" Diggle asked.
Cat finally turned to look at him. "I think Laurel will be able to answer that better than me."

"Cat, you're alone." Laurel exclaimed as she met Cat in the alley behind Verdant.
Cat shrugged, pushing herself off the wall "I don't have a lot of time, Laurel."
"Has there been any word from Oliver?"
"Kind of. Look, you said you needed to talk, that you had proof about Sebastian. And you called me Cat, again."
"You didn't deny it." The older woman pointed out.
"Yeah, well when its been the name you've gone with since you were little, it's hard to not answer to it."
"Your name isn't Lina?"
Cat frowned. "It's Catalina. I started going by Lina when I came here so my friends wouldn't find me. But some people still call me Cat."
"When you wear the purple outfit. That's why you were so adept at fighting in the courthouse. You're helping the Arrow, as Cat."
"How did you figure it out?" the redhead asked.
"Slade Wilson told me who the Arrow was, I figured out the rest."
A sigh. "So you know now. He's thought about telling you, a lot you know."
Laurel opened her mouth but clamped it shut again, instead stepping forward with a file folder. "You said you've been in touch with Oliver, kind of. Well, I need to talk to him. Sebastian Blood works for Slade Wilson. Slade killed Oliver's mom so Sebastian could become Mayor. I have a press release that Sebastian wrote about the death of Moira Queen. It was dated the day before she died."
Cat's eyes widened as she snatched the folder away and opened it up to read over it before softly swearing. She looked up at Laurel when she was done. "I knew there was a reason I didn't like him. Come on, we need to go rescue Oliver."
"From where?" Laurel asked, following Cat as she took off towards the Foundry. "Where are you taking me?"
"Our base of operations." Cat told her, leading her down the steps. "Oliver will probably kill me for bringing you down here but considering he's gone off to get himself killed, I really don't care."
"Wait, what are you talking about?"
"He's going to kill you." Felicity said when she saw Cat with Laurel in tow.
"Considering he went to commit suicide, I'm kind of at the not caring part." Cat dryly replied. "Beside, Slade told Laurel exactly who Arrow is."
"You mean…"
Cat nodded, dropping down in front of her computer.
"We can't just sit here, we need to find Oliver before he does something stupid. What do you mean he's going to kill himself?" Laurel asked, sounding panicked.
"He's convinced it's what he has to do." Cat said with a sigh, bringing up Oliver's phone, she saw he had placed a phone call to Isabel recently and brought it up for them to listen to.
"Yes?" Isabel answered her phone.
"It's Oliver." He said by way of greeting. "This ends now, I'll be at the pier, I'll be alone.
He hung up and Cat brought up the trace on his phone, wondering where he was at the exact moment.
"How long until he's at the Pier?" Felicity asked, her concern growing even more after the phone call.
"Not very long." Cat replied with a frown.
"We need to go stop him." Laurel cried.
"Diggy?" Cat yelled and he appeared from the weapons area, a questioning look on his face.
"Tranqs?" She asked.
He nodded, disappearing again. They always kept many on hand for her but today, it was for Oliver.
Cat stood up and grabbed her Cat outfit, going off to change. When she reappeared, Diggle held up tranquilizers for a gun and for arrows.
"I'll take the arrows." Cat told him, grabbing her bow. "I feel if I pull a gun out and there are people around, it won't end well." She frowned. "Diggy, you need to come with me, I can't walk away from the Pier carrying some guy who's a foot taller than me and outweighs me by at least 100 lbs. Talk about bringing even more attention to myself."
He nodded, grabbing a tranquilizer gun for himself.
"Let me come with you." Laurel begged. "I can talk to him."
Cat turned to her. "You need to stay here with Felicity. This is an extraction mission. We need to get in and out of there as fast as possible before Slade appears."
Laurel opened up her mouth but shut it again with a glare from Cat.
"You can talk to him when we get back. Ready Diggy?"
The tall man nodded and the two went up to his car, Cat on edge as he sped towards the Pier. They arrived to see Oliver standing on the edge, alone as he looked out at the water. Cat motioned Diggle to stay put as she checked to make sure the coast was clear before exiting the car and walking down the Pier. She knew there was a chance he could turn around and she had her bow up, an arrow at the ready, to get him before he turned around.
But he didn't seem too interested in seeing who was behind him. Cat knew he was aware that someone was there as he turned his head to the side but he looked back out at the water. She could hear his heartbeat speed up as he began to talk.
"This is where it all started. Got on the Queen's Gambit, right over there. I should've died on that boat. If I had, none of this would've happened. I never would've met you. Shado and my mother would still be alive."
Cat watched his shoulder raise in a deep sigh. "No one else is going to die because of me."
Her heart broke for him and she aimed the bow, hoping he would forgive her for this. He started to turn around and before he could catch sight of her, Cat let the arrow fly, getting him in the chest. He grunted as he grabbed at it, before falling to the ground. Cat ran over to check on him, motioning for Diggle to hurry up. He rushed over, throwing Oliver over his shoulder and Cat followed them back to the car, making sure no one was around.
They took off down the road and it was only as they turned the corner did Cat see a car stop at the end of the Pier and as they moved out of view, she caught sight of a man with an eyepatch exiting the car.
They had gotten out of there, just in time.

As Oliver came to, Cat pulled Felicity and Diggle back, knowing how pissed off he would be and that he would possibly lash out at someone. He opened his eyes and lifted his head, looking around in confusion before his eyes landed on first Felicity, Diggle, then Cat.
"Cat, what the hell?" He hoarsely whispered.
Cat didn't respond stepping aside to reveal Laurel behind them. She watched as Oliver's eyes moved to her in confusion as they tried to focus before widening in shock when he realized who was standing behind Cat.
"Slade Wilson. He told me who you were." Laurel told him, stepping closer.
Oliver was instantly alert as he stood up. "Did he hurt you?"
"No." She replied as she moved closer. "He was trying to hurt you. And when you went missing, I reached out to Cat. She told me what you were planning on doing."
He looked away in shame. "What I have to do."
Laurel sighed, looking at the other three. "Can you give us a minute?"
Cat shrugged, walking away, the others following her towards her cage.
"I feel like someone should've told her you can hear everything." Diggle muttered as they all stood around.
"I can't tell you what's going on if you do that." Cat scowled.
"What is going on?" Felicity asked.
She turned an ear towards the conversation, listening in as Oliver told Laurel that Cat could hear everything, it was part of her special abilities. Laurel started to ask about them before stopping herself and switching abck to the topic at hand.
"Cat says you've thought about telling me and you have, didn't you? The night of the undertaking?"
"I thought about telling you every night."
Cat could hear his voice catch and she immediately stopped listening, knowing it was a private conversation. She told the others as much as she stepped away and pulled out her phone, knowing she should call Stiles. She had been neglecting him with everything going on lately and just hoped he wasn't too upset with her.
"Hi." He happily greeted when he answered the phone.
"What's going on?" She asked with a smile.
"Guess I could ask you the same thing."
Cat sighed. "A lot. Oliver's Mother is dead. Slade killed her."
"Shit." Stiles breathed. "Is the end happening soon?"
"Yes." She simply replied. "How long will it take you guys to get here?"
"Uhh, how long do we have?"
Cat caught the hesitation and gave a small frown. "Stiles, where are you?"
"At home."
"Doing what?" She asked.
"Stuff…" He hesitantly replied.
"Stiles." She warned him.
"Well, I'm not getting ready to head down to Mexico with everyone and quite possibly get us all killed, if that's what you're wondering."
Cat's brow furrowed as she tried to figure out how to react to this. She decided to focus on what this could mean.
"You found Derek?"
"Possibly. Scott went by your place, says your scent seemed awfully fresh, but not the point. He found bullet casings with a skull etching that Deaton says is the mark of the Calaveras, a Mexican family of Hunters. So since you're not here, we decided to get Lydia to try and see if he was… well, dead."
"And?" She prompted.
"She doesn't think he's dead but she's not sure if he's alive either and she doesn't know what that means, so don't ask."
"So you're going to Mexico, to do what, exactly?"
"To get Derek back from the Calavera's."
Cat softly swore. She had complete faith in her friends but if they were going up against a bunch of experienced Hunters, she was more than a little worried.
"How long do I have?" She asked.
"For what?" He wondered.
"To get down to Mexico. You need all the people you can."
She heard Lydia in the background and moments later, she was on the phone.
"Hi Cat."
"Hey Lydia." She nervously replied.
"First off, is Oliver Queen single?"
"Seriously, Lyd?"
The strawberry blonde sighed. "I'm angry at you, you know. I lost both of my best friends at the same time."
"I'm sorry." Cat whispered.
"But you look like Allison and that's a fitting tribute."
"Lydia-" She began, only to be cut off.
"I know you want to help us, Cat and I know I would even feel better if you were coming with us but right now, you need to finish what you started there, what you went there for."
"But-"
"Cat, you need to help them, if you don't they will die."
She sighed, glancing at Felicity and Diggle briefly. "Banshee?"
"Banshee." Lydia confirmed. "Finish there first and we will see you after, Cat. You have a lot of making up to do. I'll tell Stiles you said goodbye. You know, I never really saw you two together but I have to admit, it works. Bye Cat."
The line went dead and Cat pulled the phone away from her ear, looking at it in confusion.
"What's wrong?" Felicity asked.
"Just Lydia, being Lydia."
"Cat."
She turned to where she had left Oliver and Laurel.
"Did you hear us?"
"No. I tuned you out to call Stiles. What did you need?"
"Find out where Sebastian Blood is going to be, we're going to have a meeting with him."
"We?" She asked.
"We." He confirmed. "Change into some business attire. Felicity, Diggle, come with me."
Cat did as he asked, and learned he would be going for dinner at the Tokyo Sake Bar and told Oliver as much as soon as she finished changing. He nodded, turning to go but winced as he did so and Cat immediately grabbed his hand to take the pain away. He let out a small sigh of relief before giving her hand a squeeze.
"What did I miss?" Laurel asked, looking between the two. "I mean, she grabbed your hand and there was… relief on your face, like she got rid of your pain."
Cat shrugged, not answering the question. "You should stay here, you should be safer here."
Laurel looked ready to protest but Oliver's pleading look kept her silent as the two went up to her SUV, Cat deciding she should drive.
"Where did you send the other two?" She asked.
"To find out what they can about Slade and his soldiers." Oliver replied with a frown, looking over the file Laurel had given him, the one Cat had read earlier. He shook his head in disgust.
"I'm sorry." She whispered .
"You were right about him too." Oliver muttered. "I should've listened to you. I should've listened to you a lot."
"Hindsight is 20/20 or something like that." Cat said with a shrug. "Honestly, the whole psychic thing is a little hard to grasp, when you have it coming in and out like I did, it's even harder to grasp and take seriously."
"You're handling this awfully well." He noted. "I thought for sure you'd have a big 'I told you so' ready for me."
"I do." She confirmed with a grin. "The biggest 'I told you so' ever. I was just waiting for the end 'cause I'm building it all up, so just wait for that."
"If we all make it out of this." He muttered.
Cat pursed her lips, giving him a sideways glance. "We will, all of us. I'm sure of it."
He sighed and was silent the rest of the way there.
They were seated when they arrived and Cat pulled out her tablet, checking out Sebastian's location and letting Oliver know he was just parking. He nodded, telling her to let him do the talking.
"Do you think he knows about you?" Cat asked.
Oliver shrugged. "Listen to his heartbeat, I guess that will tell you."
She nodded as Sebastian appeared, telling the man he was with to go wait in the car, that he would be safe there. The man left and Sebastian began shaking people's hands as they congratulated him on becoming Mayor. He thanked them as his eyes found Oliver's, his smile faltering.
"Sebastian, will you join us for dinner?" Oliver asked.
He nodded, moving to sit across from Oliver and beside Cat.
"I hope I'm not interrupting a date, perhaps?" He asked with a small smile, noticing how close the two were sitting together.
Cat opened her mouth to shut him down, annoyed that everyone thought they were dating but Oliver reached over and grabbed her hand, giving it a small squeeze as he smiled at the other man.
"We don't mind, really."
Cat glanced at Oliver now, wondering what he was playing at, acting like they were on a date. He had always been adamant that nothing was going on between them.
"I missed you at your Mother's funeral." Sebastian said. "I wanted to offer my condolences."
Oliver only nodded, shifting uncomfortably, and this time Cat gave his hand a small squeeze.
"You're the Mayor." Oliver stated, pointing out the obvious. "Congratulations, you've always wanted that."
She heard the tone in his voice slightly changed and looked over at Sebastian to gauge his reaction. While he tried to keep his composure, Cat could hear his heartbeat start to speed up
"Believe me, Oliver, I wish it had happened a different way. Your Mother and I, we didn't agree on much but we both wanted what was best for Starling City. I will help this city find its heart again, I promise you that."
Oliver leaned forward, letting go of Cat's hand as he rested his elbows on the table, looking at his former friend. "Do you really think that He would let that happen?"
Sebastian gave him a look, not quite understanding who He was but Cat could hear his heart speed even more.
"Slade Wilson."
He visibly swallowed, glancing round as he tried to regain his composure, she could smell the first tendrils of fear emanating off of him as he turned to face Oliver again.
"How do you know I've been working with Slade Wilson?" He asked.
Oliver stared at him. "Because I'm The Arrow."
"Of course." Sebastian replied with a small shake of his head and an eye roll but Cat could tell he had been in the dark, he had no clue that Oliver was the Arrow.
He gave a small chuckle. "It all makes sense now, it was right in front of me." He leaned closer. "You came to my office and you shook my hand, you said that together we could save this city."
"You think there will be a city to be saved after you release Slade's Mirakuru army?" Oliver asked in disbelief.
"They'll only cause enough damage to make this city ready."
Oliver's eyes narrowed. "Ready for your leadership?"
"For my vision of what this city could be." He threw back. "A better city. And after the storm they're about to suffer, the people of Starling will support and follow me to that city."
"Whatever Slade promised you, he will not deliver. He wants to hurt me. You are a pawn in a much larger game."
Sebastian sat back with a small smirk. "Slade promised me City Hall and he delivered. He makes good on his promises." He lifted the cup of tea and took a drink. "I understand he made you a promise too."
Cat moved to get up and grab the smug bastard by his collar and quite possibly throw him out the window, but Oliver grabbed her arm, quickly pulling her down.
"Really? The Mighty Arrow has his assistant fight for him?" Sebastian asked, his smirk growing as he leaned closer to them. "What are you going to do, Little Girl? Attack the Mayor in a restaurant full of people?"
Cat bared her teeth, growling as her eyes flashed blue. She smirked back at him as he quickly stood up, obviously spooked by her display.
"It's a new day in Starling City, Oliver. And there's nothing you can do to stop it."
He walked away, leaving Oliver staring stonily ahead and Cat glaring after him, wanting nothing more than to rip him to shreds.
