Kakashi let out a sigh as he looked over the recent reports from his teams. They were establishing good relations with the towns on the island, but he knew eventually they would have to branch out. He let out a sigh, and ran his fingers through his hair before turning to look out the window at the village.
"Yo, Sensei." Kakashi spun back around in his chair to see Naruto grinning at him.
"Naruto, your back." He gave his student one of his patented eye smiles. "How's everything going?"
"Pretty good, say can you get one of the ANBU to get Baa-chan for me?" Kakashi nodded and looked to the corner of his office.
"Raven, if you would please." The ANBU stepped out of the shadows, and gave a quick nod before disappearing in a swirl of leaves. "So do we need to wait, or can you start your report?"
"I can give you some details." Naruto replied before taking a seat in one of the office chairs. "We helped capture all of the agents belonging to Baroque Works. The others are watching over them until the Marines can come get them."
"Any problems?" Kakashi asked curiously, but Naruto just shook his head.
"Not really, though Tenten has a new favorite pet-weapon thing." The sage chuckled as he thought of Lasso. "Apparently some scientist figured out a way to have a weapon eat a Devil Fruit."
Kakashi watched Naruto for a second trying to figure out if he was joking or not. "Seriously?"
"Yep." Naruto said with a pop at the end for emphasis. "She now has a cannon that turns into a dog or a hybrid dog gun."
"….That sounds perfect for her." Kakashi replied after letting it all sink in. "Do you know the procedure to do this?"
"No." Naruto answered while shaking his head. "They just had the weapon."
"That's unfortunate, but I think you should keep an ear to the ground for that information." Naruto nodded to his sensei. "What of Crocodile himself?"
"I let the Straw Hat kid beat him. Well, I gave some support, but it was mostly him." Naruto told Kakashi as he thought it out. "Team effort with me contributing twenty percent."
"I see, so what's the plan now?" Kakashi inquired.
"We're going to stay a few days to help with some stuff, and then head out." Naruto responded immediately. "Oh, and I got a job offer while I was In Alabasta that I want to check out."
Kakashi raised a brow at this, and was going to ask, but Naruto cut him off. "Some rich business guy wants us to do some smuggling or something. He mentioned it's not extremely illegal but it is not exactly encouraged either."
"Very well." Kakashi said with a small nod. "What is your impression of Alabasta as a whole?"
"Reminds me a bit of Suna, but with a more friendly ruler. Don't get me wrong Gaara's a great Kage, but not the most likable guy." Naruto responded with a chuckle. "I think we should consider a treaty with them, or at least a trade agreement to sell wood for their glass and stuff."
"I would be happy to look over what they could offer us. This could help us learn more about the world as well." Kakashi said with a nod. "Let their King know we're interested, and see what he says."
"No problem I'll do that as soon as..." Naruto started to say when the door was thrown open, and Tsunade walked in. "Hey Baa-chan, did you miss me?"
"Psh, like I missed you annoying me all day." Tsunade said with a roll of her eyes. "What do you want Gaki? I was enjoying a relaxing drink when you called for me."
"You know Baa-chan, you should be nicer to me." Naruto said as he reached into his coat, and unsealed a folder. "After all, I did to get you this." Tsunade and Kakashi exchanged a confused look before the Sennin took the folder.
Tsunade opened the folder and began skimming the contents, all the while Naruto had the largest grin Kakashi had ever seen on his face. The Hokage watched his predecessor as her face slowly started to go from annoyed, too happy as she franticly turned the pages. Then it happened.
Kakashi remembered the days when the fan girls would squeal and chase after Sasuke, but today he was amazed, to not only to hear one person out do them all, but the fact it was Tsunade Senju made it even more bizarre. As he and the ANBU in the room shook their heads trying to repair their hearing, Tsunade pulled Naruto into a hug that was slowly turning him blue from lack of oxygen.
"Thank you, thank you, thank you, thank you!" She said as she spun Naruto around. "You're the greatest Gaki in the world. I'm going to pack right now! Won't be long." And then she was gone, leaving a trail of dust in her wake. Naruto was on his knees where she dropped him, breathing heavy.
"What, the hell, just happened?" Kakashi asked as he regained his composure.
"Here." Naruto wheezed out as he continued to gain his breath. He handed Kakashi the folder Tsunade had dropped in her haste. The Hokage took it and looked it over.
"You got her a Casino?" Kakashi spoke in a loud whisper.
"Yep." Naruto replied, as he got to his feet, a wide grin on his face. "In all honesty, I just wanted to take it from Crocodile, but as I thought about it; I figured it could have better purposes. One, Baa-chan would love it and she could use something to do other than sitting around drinking." Kakashi nodded his head in agreement; everyone knew Tsunade was going crazy being on the council, even before the village got transplanted on this island. "Two, if we make a treaty with Alabasta, Baa-chan can be our go between. Plus, now you can send shinobi to act as guards at the Casino, and support if Alabasta needs any."
Kakashi leaned back in his chair, and thought over Naruto's idea. It definitely had merit and could provide valuable resources. Plus, Tsunade could send them money from the Casino so they can get their economy back to its' proper state. They haven't had too many problems yet thankfully, but he had received reports of unrest in the village. "Well, I agree it was a good idea to take it. Maybe not to sign it to Tsunade, but I can see why you would."
Naruto chuckled.
"How, exactly, did you pull it off?" Kakashi inquired.
"Oh, that was easy." Naruto said with a shrug and took his seat again. "I knew Crocodile would be out of the Casino, and that he occasionally played with high rollers. So, I created clones to act as me, him, and Sai." Naruto broke out into a fox like grin. "They played a real close game, but the me clone was slowly winning. Then the Crocodile bet the deed to the Casino; even had one of his men bring it down, and after I won I signed it. The Crocodile clone left in a huge huff so it would seem real. I then had the same employee write a deed for Baa-chan."
"Impressive." Kakashi replied with a bit of amusement in his voice. "So, this is totally legal?"
"Yep, I'm going to talk to the King to be sure, but I bet he will make sure it is." Naruto responded absently. "Anyway, that's our update; I'm going to go help Baa-chan pack up her stuff. We will stop back here before we leave."
"Very well." Kakashi said with a nod.
Xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx Konoha Dock, Two Days Later xxxxxxxxxxxxxxxxxxxxxxxxxx
Izumo Kamizuki and Kotetsu Hagane had been the gate guards of Konoha's main gate since they first became Chunnin. At first, the duo was grateful for the job. It was easy, and gave you a C-Rank mission pay every week. That all changed after a year of sitting there day in and day out. They quickly realized it was a tedious task, and they wanted out, but Hiruzen was happy with their work and didn't want to rotate them out. Even after the fourth war Kakashi said he needed people with experience there until things calmed down, conveniently forgetting about them after peace started to spread. So, when the village was transported they thought they would finally get a new job and they were right.
"I'm boreddddd." Izumo whined as he looked out of the window of the watch tower. Since Konoha was so far from the water, Kakashi had a guard tower built near the dock for people to keep watch from. If anyone showed up from the sea, they would then need a guide to the village, as it was decided to keep the village hidden and not to make a trail leading directly to the village.
"I'm not enjoying this anymore than you." Kotetsu snapped back. they were both irritable as it was the hottest day they had experienced so far on their new home island.
"No need to snap." Izumo said as he pushed his chair back so it was leaning on two legs. "Can't believe we let Kakashi talk us into this."
"Please, as soon as he said he wanted to move us off the gate we agreed." Kotetsu replied with a sigh. "He did it on purpose, and we fell for it." Resting his head on the ledge, Kotetsu narrowed his eyes. "What's that?"
Izumo moved his foot so he fell forward, and stared out into the distance. "What?"
Kotetsu pointed out towards the water and reached for a pair of binoculars with his other hand. "That dot over there." Looking through his binoculars Kotetsu moved his head until he found the target of his curiosity. "It's a ship."
Izumo grabbed his binoculars, and searched out the ship, spotting it he noticed the words Marine written on the sail. "Marines," Lowering their binoculars both men looked at each other. "Guide or inform?"
"I'll inform, you guide." Kotetsu said as he grabbed his flak jacket, and headed for the stairs. "Remember to take a circle around to the East Gate."
"Got it." Izumo shouted after his friend, before looking back through his binoculars at the approaching ship. Not knowing how long it would be, Izumo leaned back in his chair, but kept his eye on the distance.
An hour later, Izumo walked down the stairs to meet the Marines as they started to disembark from their ship. As the shinobi approached, he noticed only eleven marines had come off the ship. Ten were in the same outfit, sleeveless white button ups, blue pants and white baseball caps with Marine written on them. The man leading them was a man of average height and looked well built. His hair is black and combed back; he also had a handle bar moustache. He wore a yellow suit with thin black stripes over a dark red shirt with an orange tie, and a white coat with yellow braids on its shoulders hung from his shoulders. Izumo stopped a good distance away, and stood with his hands at his side to be sure they didn't think he was hostile.
"Afternoon gentlemen," He said with a nod. "Can I help you?"
"I am Vice Admiral Stainless, of the Marines." The man said as he pulled out a small notepad and flipped through it. "I am searching for a village called Konohagakure. I believe your headband means you are affiliated with them."
"I am." Izumo replied calmly but was preparing to strike in case.
"Some people with similar headbands are wanted by the Marines." Snapping his fingers over his shoulder a Marine behind him pulled out some papers and handed them to Stainless, who held them out to Izumo. "Do you recognize any of these people?"
Izumo took the flyers, and as soon as he saw Naruto's face, he let anger flash on his face, but went back to looking calm. It was something Ibiki taught them to do; anyone trained would see his quick change and assume Naruto had done something to make people hate him. Izumo quickly flipped through the others and then handed them back.
"I believe, you should talk to the Hokage, our leader." Stainless nodded and spun on his heels.
"Captain Tressel, you and the others guard the ship. I will return in…" Stainless yelled before turning back to Izumo, "How long will it take to reach your village?"
"We're about ten miles inland, so I would say three hours give or take." Izumo responded with a shrug.
"I see." Stainless said with a hum. "I will be back after dark, roughly eight hours!"
"Understood sir!" A voice called out from the ship. Nodding Stainless turned back to Izumo.
"We are ready." Izumo nodded, and led the men to the forest and began walking the planned route to the village. No one would see the hidden signs that Izumo followed, so he wasn't worried about them being able to findthe path.
Tim went by as the marched through the trees, Izumo didn't try to strike up a conversation and neither did the marines. Although Izumo did hear the marines complain about the hike. Finally they walked through the brush, and came out on a trail leading straight to the village. "Welcome to Konohagakure." Izumo said over his shoulder to the Marines.
Stainless took in the giant walls and the few buildings he could see in front of them. His main mission was to acquire information on the Storm Pirates, but he was also told to gather information on their home and if possible secure an alliance. Following his guide, Stainless focused on the two figures ahead of him. One was in similar clothes as Izumo, and had spikey black hair, while the other person was a woman with short black hair dressed in a purple kimono and holding a pig, Stainless wondered how they knew they were coming, but assumed it was called in on a den den mushi.
"Vice Admiral Stainless, this is Shizune, the Hokage's aide." Izumo gestured to Shizune, who gave a quick bow.
"Welcome to Konohagakure Vice Admiral, I can escort you to the Hokage while Kotetsu and Izumo show your men to the hotel to rest." Shizune said with a nod two her companions. Stainless hummed in thought and looked over his men.
"Very well." The Vice Admiral replied after a few seconds. He would prefer to have his men nearby, but didn't want them to assume he thought they were hostile. Shizune flashed him a smile, and gestured him to follow her.
As they walked through the village, Stainless examined the buildings and people. Although everything seemed normal, he realized he had yet to see anyone in a uniform or anything resembling a military. To him, it seemed they were in a basic village, but his gut was telling him there were more eyes on him than just those of the villagers. Soon, they came to the Hokage tower and climbed the steps to Kakashi's office. Shizune gave a quick knock and opened the door when Kakashi called for them to enter.
"Hokage-sama, this is Vice Admiral Stainless." Shizune gave a quick bow, and gestured to Stainless while Kakashi rose from his chair.
"A pleasure, Vice Admiral. I am Kakashi Hatake, Hokage of Konohagakure." Kakashi greeted, holding out his hand. "Oh and Hokage is simply our title for the Village leader." Kakashi said quickly as Stainless moved forward to shake the offered hand. Shizune closed the door and took a post in front of it. "How may we help you?"
"I am here for two reasons. The first is information on these people." Stainless reached into his coat, and pulled out a stack of wanted posters and handed them to Kakashi. Unlike Izumo, Kakashi did not show any emotion as he scanned the faces.
"May I ask why?" Kakashi asked, as he finished looking them over, and tossed them on his desk.
"They are wanted by the Marines for a number of crimes, and have been marked as Pirates." Stainless replied while he took one of the waiting seats.
"I see." Kakashi said with a nod. "I can confirm they are from here, but we too have been looking for them." Stainless nodded along, though he didn't totally buy the story. Many villages and towns claimed they didn't know, or were chasing people who were wanted by the marines from there.
"Then we have a common goal." Stainless said with a smile. "If you give us information on their skills and abilities; we can bring them to justice."
"Hmm." Kakashi hummed as he leaned back in his chair. "While this is true, I cannot just hand over sensitive information."
"I see." Stainless replied grimly. "Can we not come to some agreement, where you can give me some information on them?"
"Names, height, weight, a picture; that's it." Kakashi said with a shrug.
Stainless leaned back in his chair and stroked his mustache. "Perhaps, if your men were involved with their capture?" he suggested.
Kakashi was actually surprised by the statement, but years of training kept him from showing it.
Stainless continued, "If you and your men are half as skilled as they are; you could become valued members of the Marines."
"I have no desire to send my people out to fight a war." Kakashi responded.
"Isn't that their decision?" Stainless asked, as he looked towards Shizune. "How do you know they all feel this way?" Suddenly, a cold chill ran up Stainless' spine. Turning back, he saw Kakashi still sitting calmly, but his gaze had grown hard and cold.
"Vice Admiral," Kakashi began with a quiet voice that made Stainless shiver, "if your goal is to create a rebellion in my village; you may gather your men and leave." Kakashi stated, increasing his killing intent until the Marine began to shake.
Stainless sat wide eyed, as his mind began to picture Kakashi leaping over the desk, and stabbing him with his own Katana. He had never come across anything like this during his time as a Marine, and wasn't sure what to do. "I-i-I didn't mean to offend you." Suddenly, the pressure was gone, and Stainless started taking deep breaths in an attempt to calm his racing heart.
"Very well," Kakashi said as he stood, "perhaps we should continue this discussion tomorrow?"
"Yes, that would be good." Stainless answered with a quick nod. "Would you mind having someone take me back to my ship. I need to check in with my men and contact my superiors."
"Of course." Kakashi replied with an eye smile. "Shizune, would you have Izumo and Kotetsu take them back to their ship, and tell them to wait overnight."
"Hai, Hokage-sama." Shizune gave a quick bow, and led Stainless from the room.
"Snake, Bear." Two ANBU appeared kneeling before Kakashi. "Inform the council members of an emergency meeting."
"Hai." Both ANBU said before using Shunshin to leave. Kakashi exited his office and headed towards the Council Meeting room to prepare.

Stainless stood in his cabin waiting for his den den to connect; trying to figure out how he could explain the meeting without it seeming like he failed. In hindsight, he realized his words did come off as threatening, so he wasn't upset with Kakashi's response. "This is Tsuru, what do you have to report Stainless."
"Ma'am I have made contact with the Village known as Konohagakure, and confirmed it is where the Storm Pirates are from." Stainless reported calmly. "I've meet with their village leader; things did not go very well."
"What happened Stainless?" The Marine could tell by her voice that Tsuru was not happy with him.
"I was to free with my speech Ma'am. I did manage to make amends, but I believe I'm on thin ice." Tsuru let out a sigh, and Stainless steeled himself for a tongue lashing.
"We need this information Stainless. Do you have another meeting setup?" Stainless gulped when he heard the seriousness in his commander's voice.
"Yes Ma'am." Stainless replied, he went to speak but Tsuru cut him off.
"The more we look at the Storm Pirates, the more it seems they are not Devil Fruit users. If that is true, we need their home on our side to help stop them." Stainless gulped at her tone. "You will show them the standard treaty agreement and contact me with their changes, if they have any. If you screw this up, you will not like the consequences." The connection went dead, and Stainless let out a sigh of relief. He had not been punished for his slip up; of course, he knew he had to get Konohagakure to agree to a treaty for him to be out off of Tsuru's shit list.

Kakashi watched from his window as Vice Admiral Stainless was lead through the village by Shizune again. He was curious as to the man's next move. Kakashi turned and opened the folder on his desk. The council meeting last night had been brief, since he did not have much to tell. He had discussed some ideas if the Marines did offer them a treaty, and everyone had agreed with his plans on how to respond, something he never thought he would see in a council meeting.
"Enter." Kakashi said automatically when he heard the knock on his door. "Ah, Vice Admiral, good morning."
"Good Morning, Hokage-sama." Stainless replied with an overdramatic bow. Kakashi mentally chuckled, and wondered if the man received a stern reprimand for not gaining any ground. "I hope I find you well this morning."
"You do, and I hope you had a peaceful night on your ship. I can't imagine it is that comfortable." Stainless shook his head as he moved towards a chair.
"With how much time I spend on my ship, I actually have more trouble sleeping when on land." Both men shared a chuckle. "I would like to apologize for my actions yesterday. After having time to reflect, I realized how it came out, and want you to know it was not my intention to cause any unrest in your village."
"I accept your apology." Kakashi said with a nod. "Now, shall we continue our discussion?"
"Yes." Stainless answered, and lifted up the briefcase he was carrying. "Hokage-sama, I have here with me a standard treaty agreement for joining the World Government." Popping open the case Stainless pulled out a large packet and placed it on the desk.
"This may take some time to go through." Kakashi responded while looking at the large pile of papers. "Why would we want to join this World Government though?"
"If you would read over this, you will see there are many benefits to joining the World Government. Things like Marine protection, we supply information on the needs of other countries for you to create merchant treaties with and relief funds if Pirates destroy your village." Stainless said in his most neutral voice, as he was trying to be careful and not anger Kakashi again. "Of course, you may edit anything in the agreement, and I will send it to my superiors for review. The World Government does not want you to feel like they are stifling your culture, and we understand some of our laws may do that."
"Hmmmm." Kakashi said as he flipped through the pages quickly. "I will look this over. We can provide accommodations for you and your men until I am done looking the contract over."
"That is most generous of you Hokage-sama, thank you." Stainless rushed to his feet, and grabbed hold of Kakashi's hand, shaking it vigorously.
Kakashi chuckled at the man's obvious pleasure, and assumed that if he had failed in this, his superiors were going to punish him. "No trouble at all, Shizune." Freeing his hand Kakashi looked over to the Jounin. "Please have someone escort the Vice Admiral and his men to the hotel, and then return here."
"Hai, Hokage-sama." Shizune gave a quick bow, and left the room with Stainless.
Kakashi decided to kill some time by looking over the contract some; however he didn't have much experience with these things. The beginning seemed to be standard.
"Back Kakashi." Shizune said as she entered the room, her attitude more relaxed now that they were alone.
"Who would be the best candidate to look this over, and then give a brief review for me and the council?" Kakashi asked.
Shizune hummed in thought and tapped her chin with a finger. "Normally I would say Shikamaru, but with him gone maybe one of his relatives?"
Kakashi nodded absently. "I thought as much. I think we should call in Shikamaru, though. Are the Vice Admiral and his men being watched?" Kakashi asked as he unsealed one of Naruto's tri-kunai.
"Yes, the ANBU are watching them, and I assigned Chunin to be their guides in case they want to leave." Shizune reported back to him. "They also know not to allow them around the academy, hospital, and training grounds."
"Good, stand back." Kakashi said before throwing the tri-kunai into the ground. The duo waited a few minutes before Naruto showed up.
"Yo, Sensei what's up?" The blonde asked with a smile.
"We need Shikamaru, the marines showed up, and have given us this treaty," Kakashi held up the large packet, "to look over and alter to fit our needs. I believe what they really want, is more information on you."
"Seriously?" Naruto asked slightly stunned by the news. "Why do you need Shikamaru?"
"Do you think I'm capable of reading this whole thing, making alterations, and reporting it back to the council?" Kakashi asked.
"Yes…yes I do." Naruto said in a deadpan. "You're just lazy."
"Go get Shikamaru." Kakashi replied with an annoyed tone. His student chuckled and disappeared. Minutes later Naruto was back with Shikamaru, as well as Temari.
"Shikamaru said if he has to do this troublesome task, he might as well take someone down with him." Naruto said as he saw Kakashi and Shizune's confused look. The two older shinobi chuckled, and Kakashi held up the packet.
"He explained everything?" Shikamaru let out a sigh and nodded.
"Yes, but I was hoping he was exaggerating about the size of it." Shikamaru said while glaring at the paper, trying to ignite them with his mind. "I'll take this home and look it over. Do I have a deadline?"
"No, take your time and be thorough." Kakashi answered, mentally grinning at the stress it would cause Stainless if they took a few days. "Make whatever alterations you think necessary, and some unnecessary ones, so the Marines feel they get a win."
"Got it." Shikamaru said as he took the packet. "Are they out in the open, or do I need to be on my guard?"
"Use the roofs and keep an eye out." Kakashi ordered. "Stay at home and send a family member if you need something."
"Hai." Shikamaru said as he walked out of the room with Temari in tow.
"So, you need anything from me?" Naruto asked as he pointed at himself.
"Go back to whatever it was you were doing." Kakashi replied with a wave of his hand. "Wait, what are you doing?"
"Oh, we're still sailing to meet that client I told you about." Naruto answered with a grin before he disappeared.
